Health: a European network against borders ---- Throughout Europe adjustment policies
attacking the public health system. But transnational resistance emerges that fits in a
shy but real European network of solidarity and action. ---- 12 and 13 May, held at the
European Conference Nanterre in defense of the public health and welfare collecting 28
unions, associations and political from Germany, Belgium, Spain, France, Greece, Ireland,
Italy, Poland and Slovakia. Co-organized by the National Coordination Committee for the
Defence of local hospitals and maternity, union Health and Social South, the NPA, and
Alternative Fase, these meetings are concluded by the adoption of a declaration calling
for "organization in each country a week of European action for the right to health of the
people and against the dismantling of public health services and merchandising, from 1 to
7 October 2012."
For the organizers of this conference are critical issues and attacks against the health
system will have consequences that can already assess: destruction of the protective
system mandatory "weighs" as the cost of employment, that is to say transfer the payment
of social security contributions of the exploiter to the exploited-e which will subscribe
according to their means, private insurance, and transfer to the private sector all
medical operations profitable.
For the record, the French leader in the sector, General Health, conducted in the first
quarter of 2012 a net profit of 19.3 million euros, an increase of 157.3% (!) Thanks to
"control the payroll "(sic).
Think global, act local
These policies are rampant in Europe and especially in Spain, where Catalonia serves as a
laboratory for neoliberal policies inspired by what has been established in Britain during
the years 1980-90.
In France, under the leadership of the network including our health at risk, the European
Week "against the commodification of the health and social care" take the form of
decentralized actions across the country and a national initiative whose modalities are
still under discussion. This strategy should strengthen territorial anchorage of
collective struggle involving local activists from trade unions and political career-the-s
health and everyone else, are all affected by these issues. Rejecting the famous (and
smoker) refrain, "Health has no price but it has a cost," which legitimizes the worst
political resistance to organize the territories and across Europe, aware that only
rupture with capitalism and the collective struggle can offer alternative policies
subservient to financial markets.

Edge: Anims sometimes still precarious
Labor law does not apply to facilitators in entertainment center. Employers in many cases
are organizations run by unions. Paradox of the modern world or union boss does not apply
obviously not what he claims.
If there is an activity for which the operation is the rule, is that the animation. This
insecurity was formalized in 2006 by a decree establishing the educational commitment
contract (EEC) that allows the animator to use a salary equivalent to 2.2 times the hourly
minimum wage ... but a day - about 20 euros - without daily rest.
An employee like no other
So in theory you can make someone work 24 hours on 24 for 6 days, with only 24 hours of
weekly rest unpaid! Add the lack of contributions to pension, social security coverage to
discounts and reductions in social security contributions for employers! And to top it
all, the contract creates wonderful almost impossible to use Prud'hommes because it is not
governed by the Labour Code, but the Code of Social Action and Families.
All the unions of the animation industry have denounced this scandal, based on a drama
that had caused the death of two teenagers during a stay in the United States, where the
host fell asleep at the wheel a minibus. The victims' families had highlighted abuses
associated with the EEC is to say scandalous working conditions for the management team.
Solidarity Is?re obtained from the Council of State canceled the decree that allowed
animators to receive 11 hours of daily rest - can be reduced to 8 hours - but without
changing the legal level of remuneration. This decision has angered bosses sector
organizations that are primarily merchants, associations of popular education and works
councils (EC) managed recall, by the unions. Facilitator for these associations is not an
employee as others in the name of an alleged commitment: the demand higher wages would
fall into the "trap of commercialism." For union bosses who manage the EC, provided
facilitators happens after their willingness to offer hospitality to children of employees
at low cost.
A serious safety
For these union bosses weakness staffing EC must be offset by use of personal
entertainment. It is interesting to observe the difference between their claims on working
conditions and their application when they are in a position to employers. To support
multiple convictions for harassment or unfair dismissal in several EC large companies.
Fortunately for all those nice patterns, Sarkozy's government issued a decree in the
Official Gazette (No. 2012-581) to withhold the 11 hours of daily rest in the host or
hostess, in defiance of the Security young people and staff. Facilitators do not require
hours 9am-type 12 / 14h-17h and because they are aware of a profession that requires
special conditions, such as in medical or rail. They have, however, and the right to
exercise their profession under normal security with a decent wage. Even for structures
hiring great defenders of children and employees, it is difficult to deny the need for
rest when we supervises and ensures the safety of young people! In the name of social
justice discourse to deny these basic rights must be fought relentlessly.
