(en) Italy, Fano, Crisis intervention of unions today - the role of Anarchist Communists (it)

In the presence of trade union activists from Emilia Romagna, Friuli Venezia Giulia, 
Liguria, Lombardy, Marche, Sicily, Veneto, was held at the Documentation Center "Franco 
Solomon," the seventh active trade union National Federation of Anarchist Communists. --- 
In the first session included presentations on the situation of the private sector, the 
public sector, the insecurity, the CGIL, the grassroots unions and Reality intervention of 
a local union.---In the second session were discussed lines of action of the communist 
trade union activists anarchists, libertarian communists and anarchist class. --- Private 
sector ---- The deconstruction of the national collective bargaining agreement has allowed 
the elimination of all contractual depressing action on the part of the employers on 
wages, hours and flexibility, tasks, productivity, the right to health.

The separate agreements which exclude dissenting unions have made ??it increasingly 
ineffective the protection provided by the National Labour. The regulatory framework that 
came out made ??punishable any act autonomously for workers within the workplace, which 
seeks to respond to all exceptions and destruction processes of production sites with 
consequent activation of social safety nets in exponential growth ( +315% CIG hours since 
2008) in the face of an economic crisis that is profoundly changing the production 
structure and the organic composition of the workforce.

Public sector

The combined action of the Berlusconi government and government Monti led to the freezing 
of the Negotiable with destructuring effects of rights, protections and wages. The 
progressive reduction of organic plants with the creation of hundreds of thousands of 
temporary workers, along with outsourcing and privatization processes, made ??possible by

progressive threat of unemployment and difficulties response in terms of struggles.

Insecurity

The need for flexible accumulation by the capitalist - which began well before the current 
economic crisis - has provided fabricated and spread a state of insecurity in the job 
search in employment and trade union action in the workplace, which is closely connected 
to a progressive decline in labor supply. The result is an endemic jure and de facto 
deregulation in terms of forms of contract, compensation (direct salary and deferred) and 
regulations (licenziabilit?, unconditional subordination to the needs of employers and 
state, blackmail).

CGIL

The choice twentieth anniversary of the CGIL trade union to stand alone as a service led 
her to renounce any role conflict short / medium term for the consultation. Has grown so 
inside a class bureaucratic little interest in the conflict and the practice of internal 
democracy. This has led the largest Italian union in a difficult situation, when the 
economic crisis required a more decisive action on the level of contrast of the choices 
capitalist-state. The FIOM, after a decade in which he tried to fulfill the role of union 
vindictive and confrontational, is now in a situation of serious difficulties in the face 
of not reaching maturity of the challenges that had launched the plan, both within the 
CGIL in the territory.

Grassroots unions

The lack of results on the unit to the concrete possibility of building a credible 
alternative to the subject of mass unionism concertation, put the grassroots unions in a 
state of fragmentation that undermines the industrial action is that in terms of 
efficiency of support. The existence of laws that prevent unions liberticide basic access 
to representation and representativeness significantly affect their ability to engage with

terms of alliance / coordination / unification of the various basic reality.

Intervention of union activists libertarian

In this situation of great difficulty for mass industrial action, conflict and 
self-organized, the role of trade union activists libertarians can not ignore two basic
objectives:

defend the right of workers to organize in trade unions in the workplace and in the 
territory, both in terms of representation of the action of that consultation and 
decision-making meetings;
prevent the process of desindacalizzazione, is connected to the expulsion of labor-power 
to blackmail and master the processes of instability / flexibility, which inevitably 
produces the disappearance of the union in the workplace.
Today the existence of a trade-unions still strict organization in categories of permanent 
workers refer to a concept of homogeneous labor in terms of jobs, wages and contract 
status, which still exists but is no longer prevalent. The risk is to not understand how 
the spread of insecurity - both in terms of employment as the level of destruction of 
independent choices in life - to be a process where you need to go to rebuild ties of 
collective belonging, where you need food a process of recomposition of the material 
interests within an interbranch industrial union, representing the diverse contemporary 
figures working.

The industrial action activists libertarians can not be bound to a choice of 
pre-established code auditors, but must relate to the situation where possible relational, 
organizational and fight for every single job, since the priority is the choice of 
belonging , insertion and action within the workers as such.

In this sense it is crucial to encourage all forms of tissue reconstruction of a 
democratic trade union and anti-authoritarian that encourages full participation and 
self-determination of workers through their organizations' meeting and electives.

In this historical period fraught with difficulties of a trade union, it is recommended 
that union activists libertarians make the protagonists of the promotion and development 
of structures for coordination of local workers and other social actors, to prevent the 
"labor question" declination in his trade union and social issue is relegated to a minor 
and central to prevent - in a struggle of resistance and struggle of long duration - 
prevail shortcuts electoral nazionalizzatici that distract workers from anti-capitalist 
struggle for our emancipation.
