As the death toll in Egypt rises, security forces often fail to intervene in clashes between pro- and anti-Muslim Brotherhood demonstrators. Human Rights Watch is investigating the circumstances of the army killing of some 50 Brotherhood supporters outside the Republican Guard Club in Cairo, where Mohamed Morsy’s supporters believe the ousted president is held. Scores of people have died in clashes elsewhere. There are other troubling signs. Since Morsy was removed, authorities have issued hundreds of arrest warrants – apparently solely on the basis of Brotherhood membership. They sealed off Brotherhood buildings and closed down its TV station on charges of incitement. The military arrested Morsy and at least 10 members of his team. They have not been permitted to speak with their families or lawyers. Without warning, the government changed its policy and denied entry to 276 people fleeing the conflict in Syria.
