Each month, a word or phrase under scrutiny ---- No misunderstanding we are not there to 
give a course in administrative law and study different cases in which a private person 
may be expropriated by the State or a public authority. This is the expropriation in a 
revolutionary process which precedes the collectivization of land and means of production.
