Battle, vehicle theoretical- ideological communication Gaucha Anarchist Federation - FAG, 
bring the 1st part of the text entitled "Revolution and People Power" published in 
Document as Annex "Wellington Gallarza and Malvina Tavares," working together for a 
libertarian political theory done for us FAG and the Uruguayan Anarchist Federation - FAU. 
We will edit the 2nd part of this text in an upcoming edition of PEB. ---- Reflections on 
the Revolution and the People's Power ---- The nature of the relations of domination and 
denounced the anarchist critique of libertarian society model which is the core of our 
proposal imposes an obvious problem.

On the one hand we have observed that each system of social organization, to a greater or 
lesser extent, generates necessary for their reproduction and preservation conditions, and 
the margins for change are always kept the same within its institutional framework. On the 
other hand it is clear that the realization of libertarian society is conceivable only 
from a radical transformation of power relations or, what amounts to the same, the 
disintegration of the state apparatus and dismantle the capillary power in favor of a 
unique design political power. This issue, then, is the binding
two key themes: revolution and people power.

Anarchism struggle for a revolutionary break because without it is absolutely impossible 
to use the path to the final construction of a socialist and libertarian society, just as 
we conceive it.

The revolutionary process, in turn, to the same extent that favors the dismantling of 
the apparatus of domination is paving the way for the construction of popular power, 
designed in our view as the revolutionary power played by popular organizations.

Popular this power in the political and social acquire a new articulation that

Revolutionary Break

Ensure the viability of implementation of popular power, which we have just defined from 
our particular perspective, associated with a particular definition of revolutionary 
rupture. This definition is one of the fundamental core of the strategic debate of the 
Latin American left and depend on both the course you can follow the revolutionary process 
as the specific features that take the actions of confrontation with the repressive organs 
of the state. In this sense, as anarchists conceive a revolutionary breakthrough in terms 
of a popular outcome ( uprising ). Opting for a popular outcome is justified insofar as it 
implies a greater, broader and more decisive participation of popular organizations.

There is no doubt that the possibilities of socialist construction are fortified in 
proportion to popular participation and weakens if the revolutionary events are designed 
exclusively a military or military point of view, the simple collision of two opposing armies.

The breadth and delicacy of the topic requires further development. But for the purposes 
of that centrally concerns us here, now serves for this setting.

The construction of popular power

As mentioned above, we propose a strategy of popular power. The power should not be 
confused with the government. The power lies in the control over the means of production 
of goods (factories, fields, mines, etc...) about the mass media ( newspapers, radio 
stations, TV channels), services (transport, energy, sanitation works, communications, 
etc...), the centralized decision-making mechanisms (state resources for political 
leadership), the mechanisms of repression and coercion (army, police, judiciary, etc...), 
and finally the ideological structures that justify the domination of class. Must be added 
a capillary power, spread throughout the society, which may be capable of reproducing 
values ??and institutions of the system.

The complex nature of power requires equally complex to adopt strategic guidelines. Front 
of a strategy aimed at perpetuating established power it must oppose a strategy of 
oppressed classes designed to build popular power. The implementation of popular power 
requires the preparation of class intended to take it and to assume the task of these 
organizations with their corresponding organizations play because build popular power does 
not mean that the constituents are conquered by a new ruling class, supposedly 
representative workers' interests. Historical experience would disqualify this option 
authoritarian. This is not to put the name of popular power the old familiar forms of 
political action and representation that exclude people of every instance of fundamental 
decision. Therefore, it is not simply taking the dominant current centralized political 
power classes, but rather spread it, decentralize it in popular bodies, to transform it 
into something else.

To transform it into a new political structure social.Tomar power is to take power in 
factories, fields, mines, workshops, schools, hospitals, power stations, in the media, in 
the universities. And is the power of workers and of the people when the organisms are 
controlled by them, are largely democratic and participatory, and when appropriating 
assume guardianship of the functions performed from the state sphere. That is why a 
strategy of popular power must be fundamentally premised on the construction of these 
bodies and this is the key political task that is already playing a crucial part in 
determining the future will be revolutionary and libertarian socialist or will not be. Why 
the defeat of capitalism and authoritarian order, for an authentic popular power, is 
playing every day, for as guides and realizes the political and social work permanently.

Thus, creating or recreating, strengthen and consolidate the workers and popular 
organizations and defend his role is going fertilizing, step by step, the only possible 
socialism. Socialism in freedom, where all the advances we now know to be put to a better 
human and social functioning that benefits all the people service.
