We were very few in front of the 127bis closed centre to encourage the detainees among whom 30 are on hunger strike. Quite sad, all the more since the detainees had organised themselves and were expecting us. In the backyard of the first building, they were over 50 with their banners, shouting for liberty, expressing their anger and incomprehension of their arbitrary imprisonment. The management had allowed them to stay there until 2.30 p.m. Then they refused to go back inside, and long exchanges were possible between the demonstrators and the detainees. They told us about the absurdity of their detention, the violence in the centre, their arrests etc. Many Iraqis were arrested at the Foreigners Office when introducing their asylum requests. One may wonder if it is a deliberate policy aiming at discouraging Iraqi refugees – notably those who are still present in the Maximilien parc- from requesting asylum in Belgium. In any case, these massive detentions will have that effect. Is it a decision by the Minister Francken, or by a very powerful administration that no one controls anymore? It is to be clarified, but the process followed is iniquitous.

The detainees are either asking for their transfer to an open centre for their asylum request to be dealt with, or for an Order to leave the territory to be able to leave this “bullshit country” that doesn’t want to welcome them and “treats them like animals”. Others have been in Belgium for 10 years sometimes and they have wives and/or children here. They all tell us that the centre is a real prison and that it should not exist, that it is a place of lawlessness. Others say that they will continue their hunger strike, that they will not give up the fight. One man climbed on the roof of the centre with banners and he was shouting “Anarchia, Liberta!”.
A police cordon prevented us from meeting the prisoners in the second wing. They told us that the tension was too high there and that it could degenerate into a riot inside the centre. Seen the number of policemen and demonstrators, we had to renounce, and we stayed there in front of the cordon cooking under the sun.
The detainees want to speak with the media. They also want to meet a representative of the Foreigners Office as well as Theo Francken who apparently hastened to say he refused!
At 9 p.m. the detainees were stil in the backyard, and the one on the roof threatened to jump and commit suicide. A very large “security” cordon was established around the centre. Three friends who wanted to enter were arrested.
They could get close to the centre before their arrest. Several detainees of the second wing were in the backyard and they were all shouting for freedom, happy to see new people coming to support them. These detinees were forced to go back inside around 11 p.m. by the “police special forces”. This morning, the three militants who had been arrested were released and the detainee who was on the roof was arrested and placed in a confinement cell.
We also heard that 2 Somalians have been on hunger strike since their arrival at the centre and that they are in a very bad state. Their co-detainees are extremely concerned. They say that they are letting them die in silence! Other (bad) news, “plane tickets are being distributed” to the “Dublin” people and the deportations are increasing, one of the means they use to get rid of these killjoy!

Nous étions bien peu nombreux devant le centre fermé 127bis pour encourager les détenus dont une trentaine sont en grève de la faim. Assez dommage, d’autant que les détenus s’étaient organisés et nous attendaient. Dans la cour du premier bâtiment ils étaient une cinquantaine avec leurs calicots à crier à la liberté, à exprimer leur colère et leur incompréhension face à leur enfermement arbitraire . Ils avaient l’autorisation de la direction d’y rester jusque 14H30. Ils ont alors refusé de rentrer et de longs échanges ont été possibles entre les manifestants et les prisonniers. Ils nous ont raconté l’absurdité de leur détention, la violence dans le centre, leurs arrestations. Il y a beaucoup d’Irakiens qui ont été arrêtés à l’office des Étrangers lors du dépôt de leur demande d’asile. On peut se demander s’il s’agit d’une politique délibérée visant à dissuader les réfugiés irakiens – et notamment ceux encore présents en nombre au parc Maximilien – de demander l’asile en Belgique. En tout état de cause, ces enfermements massifs en auront l’effet. Est-ce une décision du Ministre Francken, ou d’une administration toute puissante que plus personne ne contrôle, cela reste à éclaircir, mais le procédé est inique.
Les détenus demandent, ou leur transfert vers un centre ouvert pour le traitement de leur demande d’asile, ou un Ordre de Quitter le Territoire afin de pouvoir quitter ce “pays de merde” qui ne veut pas d’eux et les “traite comme des animaux”. D’autres sont en Belgique depuis parfois 10 ans et ont femmes et/ou enfants ici. Tous nous disent que le centre est une vraie prison et que cela ne devrait pas exister, que c’est un lieu de non-droit.Certains nous disent qu’ils vont continuer cette grève de la faim et qu’ils ne se déclareront pas vaincus. Un homme est monté sur le toit du centre, y a mis des calicots et criait “Anarchia, Liberta”.
Un cordon de police nous a empêché de rencontrer les prisonniers de la seconde aile. Ils nous ont dit que la tension y était trop forte et que ça risquait de dégénérer à l’intérieur du centre. Vu la proportion de flics et de manifestants, nous n’avons pu que renoncer à passer, et rester plantés devant le rang des pandores cuisant sous le soleil.
Les détenus demandent à parler aux médias. Ils veulent également rencontrer un représentant de l’Office des Étrangers ainsi que Théo Francken, qui se serait empressé de dire qu’il refusait !
A 21 heures les détenus sont toujours dans la cour, et celui monté sur le toit menace de se jeter dans le vide. Un cordon « sécuritaire » très large a été mis en place autour du centre. Trois camarades qui voulaient s’y rendre se sont fait arrêter.
Les 3 copains arrêtés ont eu l’occasion de s’approcher du centre avant leur arrestation. Plusieurs détenus de la deuxième aile étaient dans la cour et tous criaient à la liberté et étaient très contents de voir des nouveaux soutiens. Ces détenus ont été forcés de rentrer vers 23 heures par les “forces spéciales de la police”. Ce matin, les trois militants arrêtés ont été libérés et le détenu encore présent sur le toit capturé puis mis au cachot.
Les 3 copains arrêtés ont eu l’occasion de s’approcher du centre avant leur arrestation. Plusieurs détenus de la deuxième aile étaient dans la cour et tous criaient à la liberté et étaient très contents de voir des nouveaux soutiens. Ces détenus ont été forcés de rentrer vers 23 heures par les “forces spéciales de la police”. Ce matin, les trois militants arrêtés ont été libérés et le détenu encore présent sur le toit capturé puis mis au cachot.
On a également appris que 2 Somaliens sont en grève de la faim depuis leur arrivée au centre et sont très mal. Leurs co-détenus, très inquiets, disent qu’ils se laissent mourir dans le silence! Autre (mauvaise) nouvelle, des “tickets d’avion sont distribués” aux “Dublin” et les expulsions s’accélèrent, un de leurs moyens pour se débarasser de ces trouble-fêtes!
