After the negotiations with Foodora failed on 3 November, riders and supporters gathered 
for a rally in front of the Foodora "hub" in Berlin-Mitte. They then spontaneously took 
over the "hub", put up a union white board and discussed the next steps of the campaign. 
Anger amongst the riders is great: most riders are ready for an escalation up to a strike. 
---- After the Foodora's parent company "Delivery Hero", which also owns, amongst others, 
Lieferheld and pizza.de, entered the stock market, Foodora had initially signaled its 
willingness to negotiate with the drivers in July 2017. In the first round of negotiations 
in August, representatives of the company had then made a firm commitment to work out 
proposals for the implementation of the riders' three main demands: A wage increase, that 
the company cover it's operating costs (especially the costs for bike repairs), and an 
improvement in the shift planning system to the benefit of the riders.

A second negotiation meeting, at which the company was to make concrete offers, was then 
postponed several times by the management. At the same time, the working conditions of the 
riders were changed once again: the shift swap system has become much more inflexible, and 
since September, only the best 15% of riders receive the bonus. This not only makes the 
bonus system much less transparent, it also encourages the riders in their already 
dangerous job to endanger their safety even more by risky driving. The second round of 
negotiations, which finally took place at the beginning of November, turned out to be a 
farce. Not only had the company not prepared any concrete proposals, but the 
representatives of the management did not signal any willingness to negotiate. Only a 
system of "material aid" to replace smaller spare parts such as bicycle hoses has been 
announced.

The riders saw no choice but to declare the negotiations to have failed for the time 
being. It is not unlikely that the company only entered into the negotiations in the first 
place to avoid bad press at the time Delivery Hero entered the stock market. But damage to 
Foodora's image will be hard to prevent now: After last Friday's rally, the riders want to 
continue making their demands heard on the street. Direct actions and union actions are 
also planned. At the same time, they are drawing up a more comprehensive list of demands - 
which could form the basis for collective bargaining in the future. With the notice board, 
which is hanging in the Foodora "Hub" since Friday, the FAU is also strengthening its 
presence in the company and can inform the regularly newly recruited riders about upcoming

The frantic pursuit of savings measures, the aim of successive reforms over the last 
twenty years, has resulted in a decrease in the financing of structures and widespread 
competition. ---- For nearly twenty years, the social and medico-social sector has 
undergone changes that profoundly affect professional practices and cultures. Under the 
guise of "  promoting the rights and freedoms  " of people in the institutions, successive 
governments have been constantly reforming the organizations and administrations in charge 
of social action. All these reforms were conducted for one purpose: to reduce costs. ---- 
Governance ---- Already, the 2002 law renewing social action, and Act II of 
decentralization, endorses and promotes a change in organizational paradigm with the 
introduction of the term "  governance  ", and thus a new conception of organizations and 
their operation. This term governance, borrowed from Margaret Thatcher in the 1980s, under 
the guise of sound management of public institutions, meant the implementation of 
monitoring and accountability mechanisms, as well as the deregulation of public services.

Thus, with regard to the social and medico-social institutions, the implementation of the 
external evaluation, combined with multi-year contracts of objectives and means (budget 
allocation granted to associations for a period of four years) n will have no other 
purpose than to reduce costs. The frantic pursuit of savings measures, in the name of the 
principle of major budgetary balances, leads to a decrease in the financing of social 
structures, the submission of the existing one to calls for tenders and the competition of 
structures between they.

Associations everywhere rationalize the cost of labor by downgrading and lowering the 
management ratios. Occupancy rates are exploding, extensions are being created everywhere 
at a constant rate. Associations close, merge or are absorbed by larger associations that 
recover public money and pool resources on all their institutions.

But let us be clear, the associative model subsidized by the public authorities is about 
to be relegated to oblivion. Thus, it gives space to business schools, banks, insurance 
companies, foundations and investment funds who see a very good eye on the possibility of 
scratching money on public solidarity ! Any "  social entrepreneur  " (and that's how they 
name themselves) can now respond to a call for tenders through a social impact contract, 
with a return on investment of up to 13  % ! Doing '  scratching' "On the protection of 
childhood, disability ... we expected no less from these exploiters of misery ever more 
greedy, and quick to the spread of social dumping.

Another reform voted in the social protection budget of 2016: "  The Serafin-PH project  " 
(services and institutions: reform for the adequacy of funding for the pathways of people 
with disabilities) that will completely transform the financing of associations of the 
disability sector. Modeled on successive hospital reforms, the Serafin-PH project is part 
of the continuity of liberal policies with "  activity pricing  " instead of "  pricing 
instead  ". The nomenclatures have been structured in three areas: health, autonomy, 
social participation.

The budgets of social and medico-social institutions will again be seriously impacted,

The commercialization of the social and medico-social is in progress and the Macron 
ordinances will facilitate the remodeling of the face of social action around 
organizational and economic models. The world of finance will insidiously transform our 
professions, and the accompaniment of users and users will be resolved to a simple social 
intervention with a massive recourse to liberal social workers and thus the uberisation of 
the sector.

It is undoubtedly established that the associations will be able to go there from their 
project CDI, in order to make up for the unquestionable withdrawal of funding from the 
public authorities. And because everything is well put together, the training schools and 
the social work institutes are, despite themselves, involved. We learn to respond to " 
social order  ", we invent new jobs, to stick to the demands of financiers and thus adjust 
the costs ...

But it is the employees who leave feathers there. Beyond the wages frozen for nineteen 
years, massive attacks on collective agreements and the questioning of extraconventional 
agreements, the loss of meaning in the work, the destruction of work collectives are 
causing real suffering. Warning rights are drawn everywhere, but the discomfort is 
structural and difficult to contain.

Consent to regressions

Because these social work reforms operate insidiously, under the guise of "  better 
accompanying the public  ", they provoke in professionals a real difficulty to understand 
these issues and induces a lack of reaction, or even consent to regressions. It is all the 
work of the union teams in place to explain the ins and outs of these reforms, responsible 
for their malaise at work and the pressures they face, and to mobilize the greatest number 
against the commodification of the sector.

On  November 15, 2017  a group of people proceeded to occupy the old Polytechnic School of 
Athens, in whose enclosure each year,  from November 15 to 17 , events are celebrated in 
memory of the rebellion  of November 17, 1973  against the military dictatorship . 
According to the first concise communiqué of the occupation, its first political goal is 
"the expulsion of political and partisan organizations that intend to manipulate the 
rebellion." In the same text a call was made "to make the insurrection a reality and to 
confront us with the police forces". In the second communiqué, as concise as the first, 
the phrase "political and partisan organizations" has been replaced by the phrases 
"partisan partisans" and "partisan and institutional manipulators."

On the same day, several leftist groups held a protest march outside the grounds of the 
old Polytechnic School. The following day, several leftist parties and groups (and few 
anarchists) marched to the School and ended the occupation. At the time of writing these 
lines, the group that occupied the Polytechnic School did not issue any statement about 
the end of the occupation. Next, the text of the anarchist collective "Communist

The Polytechnic belongs to the fighters and the fighters. November 17 can not be 
manipulated, anarchy can not be debased.

With surprise, sadness and anger, we are informed of the occupation of the old Polytechnic 
School by a group of people on Wednesday morning ( 15/11 ), and the consequent exclusion 
of student associations and leftist groups from the University campus. These collectives 
traditionally celebrate in this enclosure the historical memory activities held each year 
for three days.

As communist anarchists and fighters who have spent almost twenty years participating in 
both Patras and Ioannina in the activities of historical and class memory carried out 
because of the anniversary of the revolt of the Polytechnic School (  November 17, 1973 ), 
we have made it clear that no one has the right to impose a logic of ownership of the 
struggles of the Polytechnic School. The fighting, class and insurrectionary tradition of 
the Polytechnic School and the struggles of the students and the workers against the 
military junta of the colonels belong to the fighters and fighters of that occasion, the 
present and the future. It belongs to the lower classes of society and to all those who 
have set up barricades against the onslaught of state and capital totalitarianism.

In any case, we know full well that one of the fervent desires of Sovereignty is to 
incorporate and absorb the struggles, as well as to distort those radical traits of them, 
for which they may be dangerous in the future. Therefore, the occupation of the 
Polytechnic School may only be harmful with respect to the maintenance of historical 
social and class memory, when it prohibits student associations or leftist political 
youths from celebrating their activities (events) in their enclosure.

We are reluctant, therefore, to any attempt to manipulate and try to derive political 
profit from the collective struggles of the lower, both past and present. Even if the 
squatters want to protect the messages of the Polytechnic School rebellion from partisan 
manipulation, in practice they have succeeded in reproducing this manipulation, having as 
a symbol the circulated A and invoking Anarchy. Moreover, since a similar action is an 
action of elitism and vanguardism, separated from the desires and needs of the 
contestatory class movement in this period. In short, the methods used by squatters are 
not those of anarchist and libertarian fighters. They are the methods of the left-wing 
leaderships, the notion of political vanguards that rise above fighters and fighters, and 
make decisions for them and without them.

Therefore, we believe that this political action reproduces dangerous ideological 
inventions, intending to put into practice within the contestatory movement (with its 
various shades) a polemic that in the current conjuncture must be carried out against the 
sovereigns. We are clearly reluctant to move to the terrain of the social and class war 
movement against Capital, the State and the fascists.

At the same time, we can recognize some common ideological starting points after this 
occupation-isolation of the Polytechnic School, between the attack against communists and 
anarcho-syndicalists two years ago, in the context of the celebration of events on the 
anniversary of the rebellion of the Polytechnic School, and the attack against students in 
Athens during the last student elections. In both cases we speak of bullies with an 
anarchist mantle. Apart from the different composition of the subjects of these different 
attacks, the concept that has some segments of the anarchist "scope" of these actions, in 
fact is based on an anti-Communist and petty bourgeois logic and attitude, which 
identifies the communist students and the leftist parties and classifies them into the 
category of enemies, along with the state and capital. This logic makes us sick.

The only positive thing (if there is anything similar) in such actions of people who 
(possibly unconscious) operate as the idiots useful for Sovereignty, is that since (we 
believe) certain organized segments of anarchists keep distances from them , is 
demonstrated in the clearest way that the anarchist "scope" is already a cloud, a 
reference to historical periods of the past. The challenge is that (this scope) will 
already begin to acquire the characteristics of a movement that has a broad social 
discourse. In this direction it is necessary to maintain distances from such actions.
