Libertarian greetings to all people! ---- The Anarchist Federalist Initiative associated
with the International Anarchist Federations, through the work and determination of the
collectives and associated individuals, has the joy of communicating to all the people the
realization of our 4th General Anarchist Forum in Brazil. ---- The 4th FGA will be
celebrated on June 22, 23 and 24, 2018 in São Paulo , at the Center for Social Culture in
Vila Dalva. ---- The theme of our meeting this year is: Free Latin America: below right
and left dictatorships. Against the genocide of the indigenous and black population. ----
We will talk and reflect on the peoples and working people of Latin America who work to
stay, resist to live and fight for social justice and freedom building a better world.
Their ways of living, resisting, creating, producing. Their powers of life and joy of
living. Its multiple artistic expressions, our diverse human, natural and cultural
beauties will be subjects and exchanges that we will experience these three days.
Considering our lands in Latin America, our peoples, our histories, our struggles, our
conquests, our failures and, above all, our present moment on the continent, we denounce
the Government of Venezuela, which is for us a symbol of State terrorism for all the
peoples of America Latina. The Left Government and its right-wing opponents also work on
the devastation of nature, the mass murder of its fellow citizens. Motivated only by power
struggles between right and left seeking to take the power to govern, that is, also the
power to exploit people and natural wealth in alliance with national and international
companies for the sole purpose of profit of privileged groups.
Today a left-wing dictatorial regime is in force in Venezuela, right-wing parties attack
the regime subsidized by foreign governments and multinational corporations. The
population is murdered by this dispute with diseases like cholera and measles, they die of
hunger, the living who resist are being persecuted and imprisoned for opposing the right
and the left. Among these, of course, the anarchists who try to construct alternatives of
life to the humanitarian calamity generated by greed for power and profit.
A real Diaspora is under way. The population leaves their work, their houses, their lands,
leaving relatives to try to survive in neighboring countries like Brazil and Colombia and
it is already advancing to Ecuador, Peru, Paraguay, Chile. For these reasons now
presented, as a denunciation of this humanitarian calamity caused by the Maduro Government
and the Right-wing Parties of Venezuela. With attention we will approach and we will speak
propositively and shout in loud and good so that it echoes in all Latin America, Africa,
Asia, Oceania and Europe: Down the dictatorship: all support the anarchists and
populations in Venezuela. Against the genocide of the indigenous and black population.
Another topic in which we dwell in a special and in-depth manner will be the social war
waged in Brazil against the "dangerous classes", thus considered all those that are not of
the elite or serve their interests. That is, you poor, favelado, hardworking, indigenous,
black, woman, gay, lesbian, transsexual, unemployed, precarized. We will observe and talk
about the forms of attack of the repressive apparatus in the genocidal social war against
the indigenous and black population in the country.
We will advance in this 4th FGA to consider the potential of the Latin American workers
from Brazil, exchanging our experiences in our peripheries and fields, analyzing the
social, political and economic situation that we are currently experiencing. It will be a
moment of knowledge and reflection of methodologies, horizontal sharing and experiences,
experimentation of self-management and non-imposing community practices, of conversation
among working people, precarious people, students, fathers and mothers, artists, educators
to overcome the injustices and inequalities imposed by capitalist system.

IFA-Brazil and its local organization announces that the 4th General Anarchist Forum is
open. An early registration is important to get an estimate of people attending the event
and ensure space cleanliness, accommodation for the days of the event for each person
inscribed in advance via deposit account. Vacancies are limited. In case of withdrawal,
informing the organization of the 4th FGA until 18h on June 15, 50% of the value will be
refunded.
You can propose a Discussion Group, book launch, magazine, a Workshop or activity in the

This measure, positive for road safety, is indicative of social and territorial
inequalities. ---- The government has decided to limit speed on the roads " without land

development of public services in all territories, decentralization of activity economic,

A hundred cruise missiles were launched against the military installations of the Assad
regime. In the aftermath the US Ambassador to the United Nations, Nikki Haley, stated that
the United States was "locked and loaded". Together the US, France and Britain have
engaged in bombings that will be of no benefit to the Syrian masses suffering under the
murderous regime of Bashar Assad. ---- It can be seen that all three regimes in the USA,
France and Britain have their own domestic problems, and that a military adventure is
always a good ploy to divert attention. Trump is wrestling with the ongoing Muller
investigation, the revelations of ex-FBI Director Comey, and ongoing legal wrangles with
porn star Stormy Daniels and polls that show his lack of popularity. Theresa May is faced
with serious divisions in her own Party, deepening problems over Brexit, not to mention
that she is hanging on to power thanks to an alliance with the DUP. Macron faces
increasing unrest at home with what looks increasingly like a re-run of May 1968.
Trump was elected President on a populist programme, but part of that programme was that
he would withdraw troops from Iraq and not be involved in military adventures in the
Middle East. This was in stark contrast to Hillary Clinton who maintained an aggressive
stance towards Russia and calls for a no-fly zone over Syria that would have caused
confrontation with Russia, Assad's ally. Now Trump has betrayed his populist base, to the
horror of some of his previous conservative backers.
Haley has stated that the US would maintain its troops in Syria and would start sanctions
against Russian firms doing business with Assad.
Some of the most virulent critics of Trump have been papers like the Washington Post. In a
lead editorial just after the bombings it criticised the joint US, French and British
attack as inadequate and attacked Trump for saying that he had been ready to withdraw
American troops from Syria. Similar views were aired in anti-Trump paper the New York
Post. It is clear that a substantial part of the US ruling class wish to pursue a more
aggressive attitude towards Russia and its allies. They are concerned by the new alliance
between Russia, Turkey and Iran and the weakening US influence in the Middle East.
For the last quarter of a century, the US and its allies have been engaged in constant
warfare, using fabricated excuses like the bogus weapons of mass destruction to dismantle
the regime of their former ally Saddam, overthrow Gaddafi in Libya because of an
"imminent" massacre of civilians and now the gas attacks by the Assad regime.
The attacks on the Syrian regime were not a last minute response but the result of plans
prepared over many months as can be seen by the high level of coordination between the
three state powers.
Large sections of the US ruling class including the leaders of the military have little
confidence in Trump being able to oversee moves against Russia and its allies. That is why
the campaign against Trump is increasing in intensity at the same time as aggressive moves
by the US and its allies. This has been explicitly stated by neo-conservatives who link
the removal of Trump to the expansion of war moves.
In the USA, France and Britain there is widespread anti-war feeling and this has been
aggravated by the bombing attacks. In Germany, sections of the ruling class there have
expressed the need to re-arm and, at the same time, pursue foreign policies less dependent
on the USA. This turn is justified by lauding German "high moral and humanitarian standards".
Assad is a bloody dictator and it is highly possible that he used gas attacks against the
Syrian population. However those who condemn Assad are the same States that justified mass
bombings of Hamburg and Dresden and two atom bomb attacks on Japan during World War Two,
the use of the chemical Agent Orange in Vietnam, as well as the deployment of napalm there
and previously in Greece, and the use of white phosphorus in Fallujah by Saddam, then the
ally of the West. More recently, the British government has had few qualms about providing
the weaponry used by the Saudi Arabian military to kill numerous civilians in Yemen.
The USA realised it has lost influence in the Middle East. It and its allies initially
backed the Islamist militias in their attempts to overthrow Assad. Now ISIS is a shadow of
its former self and Assad controls 75% of Syria. Russia had been warned before the bombing
attacks with the hint that its own forces and bases there would not be touched.
Nevertheless it was implied that the USA was still the only surviving superpower and that
Russia should not overstep the mark.
Russia will not easily abandon its ally, Syria. It needs the Mediterranean ports that
Syria provides. On the other hand the USA would like to confine Russia to the Black Sea
and is seriously concerned about the new alliance, temporary though it may be, between
Turkey and Russia and the increasing strength of the Shiite axis in Iran, Iraq and with
Hezbollah in Lebanon.
Israel launched its own attacks on its old enemy, Syria, obviously with the approval of
the USA. For its part, Turkey is looking to increase influence and presence in Syria and
has moved against the Kurdish controlled enclave of Afrin, exploiting the tensions between
the great powers.
Whatever the outcome, it is clear that the different world and regional powers are gearing
up for more armed conflict. In Syria over 400,000 people have been slaughtered and many
more have been displaced. The situation is the same in Iraq. The masses there have nothing
to gain from the murderous and barbarous depredations of the different armed gangs,
whether they be Russian, American, Turkish or Islamist etc. Only revolution to overthrow
all these regimes offers any alternative.
For now, we call on all internationalist and class conscious workers, communists,
anarchists and revolutionary socialists to come together under the ‘No War But The Class
War' banner to promote working class resistance to the bosses' war machine.

The housing area of Embat (Libertarian Organization of Catalonia) was constituted a few
months ago and consists essentially of rank-and-file activists from various groups,
unions, assemblies or associations linked to the struggle for the right to housing. ----
We endow ourselves with this space to be able to raise questions of a more analytical and
strategic nature, which we miss in our habitual militancy spaces due to the frenetic pace
and daily conflict that derives from the struggle for Housing. ---- The main shortcomings
that we find in this area in order to improve our social impact, capacity for
mobilization, public recognition and the construction of popular power in short, are at
the organizational level. We see the need to build an organized popular movement.
What exactly does this mean and how do we propose to do it?
Recently there have been several meetings, at least in the metropolitan area of Barcelona,
which show some interest in paddling in the direction we are aiming, to start acting more
like an Organized Popular Movement. The idea of the medium and long-term organization was
mentioned during the debate For a possible offensive, the Housing Movement beyond the
resistance , at the La Base Cooperative Association on February 24; and it was also tested
during the last meeting of the space Barcelona Not For Sale, on March 10, with a high
participation of housing movements in Barcelona, which we believe could be an important
precedent to be taken into account. Also during the last weeks we have seen how, as a
result of the repression suffered by the Badalona PAC, a space of coordination among
collectives has been created.
It seems evident then, the need to deepen at the organizational level in Catalonia, both
to improve our defensive capabilities and to obtain victories that can give us a boost,
demonstrating that beyond resignation and resistance to the most flagrant violations, we
can face to the mafias that we face every day in our neighborhoods. We are aware of the
diversity that can exist between housing groups and the importance of strengthening the
commitment to grassroots organizing in neighborhoods, but we believe that it is possible
and essential to equip ourselves with structures that go beyond atomization or one-off
meetings Groups, networks, unions, housing offices ... We can put different names but deep
down it is much more what unites us than what separates us.
That is why we believe it is necessary to imagine a Popular Movement Organized by Housing.
How? Well, although we know that it has no clear precedent in these latitudes in recent
years, we believe that the holding of a congress of social movements linked to the
struggle for housing, in the manner, saving the distances, of the Sants congress of 1918 ,
it can be a formula to explore. For us, there are three elements that define an Organized
Popular Movement:
The existence of common objectives defined in the short, medium and long term. Beyond the
slogan "No neighbor outside the neighborhood", we must analyze the situation together and
establish achievable and verifiable objectives.
Organizational tools that allow us to act as a single social muscle when necessary. Both
on the scale of action and communication. That is, on the one hand being able to hit
together when the occasion is more propitious. On the other, increase the efficiency of
our daily effort.
The existence of common tactics and strategies that help us achieve the objectives. Like
the enemy, we also need to update our fighting tools, we share them and we can defend and
deploy them together. For example, if the common objective is to avoid expulsion from the
neighborhood, the strategy could be to achieve a victory against a large concrete investor
fund to set a precedent and the tactic could be to stop its economic activity through
direct action or to point out those responsible through scoffs or other forms of social
ostracism.
Obviously organizing as a movement requires deepening our capacity to commit ourselves
among ourselves, being able to comply with some agreements while maintaining our autonomy
in everyday life. The balance between this autonomy and the creation of a collective force
is the key for this process to empower us and take us beyond what previous meetings and
coordinators have led us.
A congress is a meeting of different social actors with the aim of debating and approving
a series of materials (documents, dynamics, responsibilities, creation of commissions,
etc.) with a binding nature that is finite in time. It is necessary to point out that the
congress is a process that lasts for months in its preparation and that finally it
concludes in a face-to-face meeting of several days in which to make decisions. We also
believe that the holding of a congress, in addition to making us more capable at the
organizational level, can serve to give visibility to the movement and initiate a process
of expanding the social base organized in this area, an aspect that is absolutely
essential if we want to change the situation, Well, badly we regret, we are still few
compared to the attacks we are receiving.
A congress can be assembled in a multitude of ways, there is a whole series of issues to
be discussed and debated before a date is set to celebrate it.
It is necessary that there is, therefore, a motor group that dedicates part of its
militant time to closing these issues. This would be responsible for preparing the base
documents, prepare the call and create, in short, a complete proposal of congress. We have
detected several challenges in order to start a process of this magnitude: Which groups
will be invited? What tools and documents will we have to deliberate, debate and make
amendments? What will be the form of vote? Individual per militant, delegate per group?
What would be the scope of the debates within this congress to be able to reach agreements
and not get bogged down in areas where surely agreements can not be made? This work is not
easy, nor will it have immediate results, but in the medium and long term it can help to
give us a skeleton to the small social muscles that we have distributed throughout the
territory. Nor can rush in a process like this prevail. If the proposal looks good and the
preparation of a congress of this type begins, it may not be possible to celebrate until a
few months have passed.
With this document we want to send you the formal proposal to start a process that, in
summary, would be the following:
- Acceptance by an important part of the groups and housing groups in the participation in
a congress that will help us to conform as a Movement Popular Organized.
- Creation of a motor group with delegates with executive capacity by the different groups
involved.
- Opening of a period of a few months for the preparation of the congress in two phases:
definition of the congress model, beginning of the deliberative process with the
definition of the points to be discussed and the submission of papers.
- Face-to-face meeting of a couple of days from where we could leave with clear agreements
and, why not, with some kind of public declaration.
We know that not all groups have the same energies or situations, so to assess whether to
take forward a proposal like this we ask a response from among the following:
A- Our group wants to participate in the congress and can allocate at least one person in
its preparation.
B- Our group wants to participate in the congress but currently can not allocate any
person to their preparation.
C- Our group does not want to participate in the congress.
Conscious of the rhythms that housing groups have, we have thought about giving a month of
margin to receive the answers of all the groups, depending on the number of interested
groups (answers A and B) we will call a first meeting of the motor group .
Clarify that the role of Embat-Habitatge in this matter would end with the convening of
this first meeting where we will participate, if our group so decides, as militants of our
respective collectives and not as Embat-Habitatge.
