Relationships of power are played out in the arcana of technology or in the darkness of 
the laws, and it is even more difficult to identify them at the intersection of the two. 
Librarian associations work to facilitate the understanding of our digital rights: here, a 
small guide for associations, libraries etc. which provide free access to the Internet. 
---- Any trade unionist or protester who has ever been to the police knows it: it is 
important to know your rights and to enforce them. We libertarian communists do not reject 
en bloc the body of laws in force in France and in the world ; certain laws were written 
following large-scale social movements and aimed at formalizing rights that had been won. 
These laws, which Macron and his government are currently attacking and unraveling at 
great speed, must imperatively be defended. It is in this frame of mind that the 
netCommons research project, assisted by the librarian association La Quadrature du Net, 
has developed a practical guide for organizations that provide free access to the Internet 
(for example cyber-cafés, associations, libraries ...).

What information ?
The three main questions answered in the guide are: Which sites can be blocked ? What 
information can be collected about users ? What information should be collected ? The 
answers come back to notions such as net neutrality, the Hadopi law, the confidentiality 
of communications, the collection of personal data. They also explain how European law is 
more protective than French law and how the French state is in fact outlawed vis-à-vis 
European law! The guide is only four pages long and does not require special knowledge to 
be understood. It can therefore be printed and distributed or even displayed in the places 
concerned.

Of course, as in social movements, it is not a matter of adopting a purely defensive 
posture. The laws that protect us must be defended, but the ones that oppress us are much 
more numerous. In the short term, we, libertarian communists, defend measures of immediate 
improvement of the conditions of life and work of the oppressed. This work of criticism of 
the liberticidal laws and proposal of more just measures, La Quadrature du Net also leads 
him. So once the guide read, do not hesitate to go poking around on their website to 
familiarize yourself with the libristes fights and why not support them financially !
