A tenant organising with Brighton Solidarity Federation has had £450 of her deposit 
returned following erroneous deductions by The Property Shop. After a long and arduous 
process, the Deposit Protection Service (MyDeposits) found in favour of the tenant and 
demanded that a portion of her deposit, which had been withheld by the agency, be 
returned. ---- The tenant had moved out of her flat in mid-August 2018, on a date 
previously agreed with the agency, after finding somewhere else to stay. However, on doing 
so, she was told that she would be being charged a full month's rent for August (rather 
than being charged for the period of time she'd been living in the flat), and being 
charged £875 to replace the carpets in the property and for other other administrative 
costs. This came to a total deduction of £1,750. The tenant accepted the rent deduction, 
but wished to dispute £750 of the deductions from the £1,250 deposit.

The Property Shop was unwilling to provide any invoices for the replacement of the 
carpets, which the tenant suggested needed to be replaced because of various old pieces of 
furniture left in the flat by the landlord, which she'd asked to be removed several times 
and then eventually (on the advice of the agency) removed herself.

Because of the tenant's situation with work and family, a direct action campaign did not 
seem feasible here, and was not something they were willing to commit to. Given this and 
given the agency's apparent lack of interest in documenting their actions or in proving 
the tenant's liability for these costs, the tenant and SolFed decided that pursuing the 
claim through the DPS would be an effective means of getting some of the money back.

We collectively undertook to do so, not helped by the unwieldy MyDeposits interface, and 
sent the tenant's extensive evidence of communications with the agency to My Deposits in 
October 2018. In November 2018, MyDeposits responded, telling the tenant that the 
property's landlord had 20 days to make their own response to the process; in December, 
the tenant was told that the landlord had supplied their own proof, which she wasn't 
allowed to see or access, and that resolution of the dispute could take a further three 
months.

Eventually, on the 18th of January 2019, the tenant was told that the resolution had found 
in her favour and that a portion of the deduction made from her deposit would be returned.

This represents a victory for the tenant, and shows that agencies often fail to understand 
the legal environment they're working in and the processes they subject tenants to. From 
our point of view, it shows that it's possible to negotiate these processes for the good 
of tenants when neccesary.

On the other hand, it also shows why agencies are often so eager to resolve disputes via 
the DPS rather than via direct action - in total, it took this tenant almost five months 
to make a successful claim, which is obviously of no use to tenants who need the money as 
quickly as possible. So, when an agency says the DPS procedure only takes one month, it's 
not really the case; they respond to you within one month, but the entire process itself 
takes around four months. Direct action remains a faster way of fighting for better 
conditions.

If since birth in the XVIII th century, the United States gradually became a major 
agricultural power, then in the second half of the XIX th century, a major industrial

Divine Mission
The nationalist revival relies largely on the theory of " manifest destiny ", dating back 
to the Puritans of the XVII th century New England, justifying the role of the US in the 
world in terms almost divine. Revived after the annexation of Texas in 1845, for John 
Sullivan, its author, the United States would defeat all those who would try to " oppose 
their policy or to obstruct their power, limit their size and prevent the realization of 
their manifest destiny, which is to spread on the continent to ensure the free development 
of millions of people who, each year, multiply ... " .

Social Darwinism also inspires a number of authors. According to this theory, very popular 
in the late XIX th century, natural selection would concern the people and some of them 
superior to others, would be made to dominate and to educate. Nationalists place Western 
civilization above all others, and the United States is in their eyes the most apt and the 
most logically " destined ", by their dynamic of progress, by their " moral integrity ", 
to spread their model of freedom and culture. The actions undertaken are thus illuminated 
by a " mission ", and are usually accompanied by a moral and idealistic discourse where 
wars are so many " crusades " In the name of a supposed " divine will ".

Relations with the United Kingdom - the former colonizer - remain complex and tense, but 
the two countries come together to defend some common values. The ultra-nationalism that 
is Jingoism in the United Kingdom, influences some American circles that share with 
Rudyard Kipling the idea of the " burden of the white man ". The " race " Anglo-Saxon 
should dominate the world to bring the model of freedom, democracy and progress that 
others do not know or to which they are not able, only, to access.

The irresistible economic boom
The awareness of the " role " of the United States is partly explained by the magnitude 
and speed of its economic development. At the end of the XIX th century, they have become 
a major economic power. Their population reached 75 million in 1900, then 106 in 1920.

until 1971, is significant of evolution. The products of agriculture are increasingly 
dominated by industrial goods: the United States sells kerosene, machine tools, 
agricultural machinery, manufactured cotton ... The big American trusts - Standard Oil, 
the US Steel , International Harvester - begin to enter the global market.

The place of the United States in the world, which is becoming economically prominent, has 
not yet been counterbalanced in international politics. For some of its leaders, a role 
must legitimately come back to him, in the very name of his new economic power. Their 
expansionary prospects are echoed by many businessmen, particularly from the East, as well 
as farmers, anxious to find outlets for ever-increasing surplus production.

secondary effects of industrialization, that is to say the emergence of " dangerous 
classes " born of social misery inevitably linked to economic progress. The " frontier " 
offers no more prospects, it is outside that we must find solutions. Cuban events give him

The spine of a chocolate lightning
The Spanish-American War of 1898 originated in a Cuban revolt against the Spanish 
government. The island of Cuba belongs since 1492 to the Crown of Spain. It is one of the

The US victory and its consequences
President McKinley (1896-1901) finally succumbs to pressure from warmongers. A fortuitous

Analysis that situates recent white supremacist violence as a product of global capitalism 
and it's mechanisms of oppression. ---- As this is being written last night two New 
Zealand mosques were attacked by a white nationalist wearing army fatigues, carrying four 
fire arms as well as being armed with explosive devices. The attack was brutal, 49 people 
being killed and more injured, one man who was interviewed by ABC News had blood spatter 
on him while hiding. The gunmen live streamed his attack on the internet. Even the 
mainstream media is connecting this attack with wider trends of white supremacy, ABC 
reporting that the FBI (the same agency which was part of campaigns in the United States 
to repress liberation movements of people of color) shows that hate crimes went up in the 
US 17 percent in 2017 alone. They also report that "counterterrorism experts" know that 70 
percent of the terrorist attacks in the country in the last decade were carried out by 
white supremacists, or the far right (Sam Harris' head must be spinning). Unfortunately 
the mainstream media narrative here is not spotless. While ABC clearly shows that 
President Trump's assertion that white supremacy is only a problem with a few cooks to be 
demonstrably false, it fails to appreciate the bigger picture. On ABC's narrative white 
supremacy is simply a growing trend of hatred, rather than an overt tool used by the 
global political-economic system.

Racism is not simply an attitude, or a bigotry. It was born as and remains a system of 
social control. It is a societal hierarchy which gives social, political, and economic 
power to those who meet a socially constructed standard of "whiteness" and allocates this 
power away from people of color based on socially constructed criteria that portray said 
people as the "other". Racism has it's genesis in the historical moment when the 
capitalist economy, expanding out of Europe, had those who are today considered "white" 
conquer the lands of people of color, reducing these societies to colonies for naked 
economic exploitation and complete cultural and political control. This process always 
involved killing off huge swaths of indigenous populations and enslaving people of color 
as a source of free labor. To justify this domination the colonizers came up with a 
pseudo-identity, whiteness, in which they were ranked above people of color in terms of 
basic human value. The white was fully human, but those of color were not, they were 
something else, something different, which meant treating them differently was justified. 
Although formal colonialism was abolished after the second world war, colonialism as a 
system of power remains. The old colonial states are now the economically and 
geopoliticaly powerful countries, while the former colonies, even though they now have 
status as independent nations, are fully subordinate to the former geopolitically and 
economically. Formal colonialism set up a situation where the "core" countries could 
become so economically and geopolitically powerful that global politics and the global 
economy would always sideline the "peripheral", or semi-peripheral former colonies.

Since colonialism remains so does racism, this time, in modern western societies, under 
the veil of post-racial harmony. Sure white people control the vast amount of wealth and 
power, sure the state criminalizes people of color, sure people of color are still viewed 
as essentially different from white people, but it's impolite to express open racist views 
in public. So the ideological veil of progress (rather than it's actual existence in many 
instances) hangs over the reality of white supremacy in the 21st century. One of the most 
acute forms of racism today is Islamophobia. When this phrase is uttered many respond that 
"Islam is a religion, not a race, non-Arabs can be Muslims too!". All that this does is 
ignore the racialization of Islam in the west. Since 911 a clear picture of the Muslim as 
the Arab terrorist has been constructed by the United States and many other western 
societies. We have even been portraying Arabs as shady, unscrupulous, and even stupid 
characters in our films long before the events of 2001.

The reason white nationalism is on the rise and the reason they direct their hate toward 
Muslims is because the system they live in is a racist one. Without taking the blame off 
of individuals who make the choice to harm others, it is impossible for a racist system 
not to produce violent racists. The US and general western empire have been using 
Islamophobia to demolish middle-eastern countries, accrue resources, and thus maintain 
global power and economic superiority for over 20 years. Hate crimes against Muslims have 
spiked in the US since 911, and the government has even arrested, detained, and deported 
Muslims on an Islamophobic basis. While white nationalists are indeed our enemy, they are 
simply foot soldiers of the "final boss". We should remember that the gunmen of the recent 
shooting named President Trump as a force for "white identity", the president of the 
United States, capitalism's most powerful political agency. Colonialism, and it's modern 
incarnation, neocolonialism, and thus racism itself, are mechanisms of the capitalist system.

Formal colonialism spread capitalism throughout the world, using racism as the ideological 
justification, and neocolonialism holds the modern capitalist world order together, once 
again, using racism to accomplish this. Until we end racism, colonialism, and global 
capitalism horrendous violence such as this will continue. Multi-cultural capitalism is 
essentially an oxymoron because capitalism requires that labor is squeezed to produce more 
and more profits, this will always, and has always meant that some groups dominate others. 
The world we need to create is one without racial categorization, without "whiteness", 
without colonialism, and without capitalism. One where people meet each other as equals to 
cooperatively organize production, distribution, and societal affairs. One crucial way of 
working toward such a world is defending the marginalized here and now. Communities must 
come to the defense of people of color, develop a social struggle where people of color 
can exorcise autonomy in addressing their concerns, and a militant rank and file 
infrastructure that can defend communities of color from racist violence. The social 
revolution for a just society and the resistance against white nationalism begins with you.
