Sign Now Dear friends, Raymond Soder, 67, pleaded guilty to soliciting sex from two minors who were just 13 and 14 years old, and admitted that he knew their ages when he did so. But despite having prior convictions for battery and sexual battery, the man from Leavenworth, Kansas in the United States was sentenced to less than six years in prison. State sentencing guidelines suggest that men like Soder should spend at least 13 years behind bars. In order to issue a sentence less than the guidelines, a judge is required to back it up with "substantial and compelling reasons." But this judge ignored all of that. During sentencing, District Judge Michael Gibbens questioned whether the two victims weren't actually the true "aggressors" in this case. This is obviously a judge with seriously impaired judgement. He should not be able to rule on cases at all. Sign the petition to get him out! Not only can minors under the age of consent not be "aggressors," they are also legally incapable of consenting to any sexual activity — of any variety — with an adult. Sex with a minor is therefore, by definition, rape. Period end of story. And yet Judge Gibbens is still blaming the victims in order to defend a known sexual predator. That alone makes him completely unfit to oversee a courtroom — that is why this petition is calling on the Kansas Commission on Judicial Qualifications to examine Gibbens and remove him from the bench immediately!
