And if they do go to the police, they are more likely to be arrested than to have their claims taken seriously. For years, American police have used condom possession as "evidence" for making prostitution arrests. Not only has this policy kept sex workers from reporting violent predators, it has made them less likely to use condoms. As a result, dangerous criminals and sexually transmitted infections that could have been contained have become larger threats to our society.
