The Coordination of Anarchist Groups (CGA) dissolves to contribute to the creation of the
U nion Co mmuniste The ibertaire. ---- The C GA , reunited jointly with Alternative
libertaire at the Allier congress of June 2019, took the decision to pronounce its
self-dissolution marking the term of a year and a half of process of joint creation of the
Libertarian Communist Union ( UCL) aiming at the gathering of libertarian communists. ----
Our organization was founded in 2002 from the will of groups having made the choice to
leave the Anarchist Federation , in particular: Montpellier, Toulouse and Perpignan. These
comrades were then joined by other groups such as Lyon or Bordeaux. From the beginning,
the activists who animated the new organization wanted to give it two important facets:
? that of an organization inscribed and active in the struggle, making the voice of the
anarchists heard without sectarianism in the social struggles of our time;
? that, too, of a demanding federal organization, where there is a coherence between our
organizational practices and our project of society based on solidarity between groups,
direct democracy, federalism, the culture of the mandate and its control.
In 2015, ideological disagreements pushed comrades (Perpignan, Toulouse, Carcassonne,
Comminges) to continue their path from their own side, within the Anarchist Organization ,
continuing to publish to this day the newspaper Infos & Analyzes Libertaires , which had
been the one of the CGA until 2015, and that we replaced by Resistance s Libertarian s .
During our 17 years of existence, our practices and ideas have been refined. The struggles
against oppression related to patriarchy or racism have become central issues for our
organization, as well as the struggle against the state and capitalism. The adoption, in
November 2011, our current anti-patriarchal motion was an important step in the
development of our vision of feminism and struggles LGBTI 1 . We also validated a process
of exclusion specific to sexist abusers, considering that these too often benefited from a
male solidarity which had to be put down by formal organizational tools 2 . In 2015, we
were also able to adopt our analysis of the racist domination system in France3 , in which
we have taken up the concept of minorities and national majority. These different stages
have largely reinforced the notion of non-hierarchy of struggles in our struggles and in
our theory. At the same time, we continued to strengthen the training of our activists on
the trade union issue, refusing the facility of choosing to deny trade unionism
altogether, or to oppose fantasized bases to union bureaucracies that would action.
Without denying the existence of bureaucracies within the different confederations, we
considered that it was possible and necessary to assert offensive and self-management
positions in unions 4. Indeed, we have been very concerned that our activists are not
limited to activism that is only internal to the CGA, which could be described as
activism, but that they can carry a form of "double commitment". , that is to say an
engagement within the political organization (the CGA) but also a commitment within a
social organization (collective of struggle, trade union, association, popular education,
self-managed place ..), with respect for its independence, allowing our practices and
ideas to reach more widely than if we limit ourselves to an activism exclusively
propagandist or cultural. This second commitment, we can call it "social integration". In
this, we found an echo and could be inspired by so-called "especifistes" practices,
without, however, claiming it fully. Major current in Latin America and especially in
Uruguay where it was born, especifism is put into practice by organizations such as the
Brazilian Anarchist Coordination or the Anarchist Federation of Rio de Janeiro and many
other Latin American organizations that have been for us important ideological references
in recent years.
If our positions have evolved, we think, positively with time, that we have nevertheless
encountered serious obstacles. The split of 2015 has, for example, considerably weakened
us even as the war of the bourgeoisie against our class intensified: the state of
emergency in 2015, the law work in 2016, the face to face Le Pen - Macron in 2017 ...
Conversely, responses from our camp (mobilizations against the Labor law, Night Standby,
strikes in the rail, health and education, marches and strikes for the climate, movement
MeTooor more recently yellow vests ...) have shown that many have not resigned themselves
and question the political, economic and social system in a context of ecological
emergency. Our aspirations can be shared by others, as long as we have an organizational
tool with enough space to be audible. Despite often large local investments, we did not
succeed. These difficulties led us to face reality and to draw the conclusions that seemed
to us to be necessary. Our organization was not up to the events. As it stands, we agreed
that it was useless to keep the CGA afloat just for the sake of existence. The need to
change scale, to expand and to enrich oneself with the practices of others were needed in
view of the urgency of popularizing an emancipatory and libertarian social project. That's
why we decided, together withLibertarian alternative , to trigger a process of going
beyond our two organizations in the hope of being able to create in France a libertarian
communist pole able to weigh in the revolutionary camp. This process has today resulted in
the birth of the present Libertarian Communist Union . It puts an end to the great
collective adventure that represented for its activists and activists the Coordination of
Anarchist Groups which, despite its shortcomings, has also been a place of experimentation
and a school of militancy for many of us. We, activists of the C GA , are proud · e · s of
the path together. We will continue this one within the UCLto spread anarchist practice
and thought, and hopefully create a better society free from oppression and injustice.

nationalistic and intolerant delusions motivated and directed by the profound state,
attempting to build up the fascist rearguard of the system, both in the prospect of a
collapse of the imposed but precarious social peace within, as well as the escalation of
increased competition in fluid geopolitical environment of the Balkans and the
southeastern Mediterranean.
Within this reality of complete sepsis, it is required for the system to postpone social
consensus in its design. However, state and capitalist barbarism is not eligible for
electoral "solutions" nor does it raise any other consensus. For the exploited masses, the
polls that are about to be set up in the next period have nothing to promise but a greater
exacerbation of the conditions of slavery through the strengthening of the regime's
re-legitimation of its representation policy.
On the one hand, the continuation of existing management will mean even greater
denervation of social-class resistances and kinematic disarmament, at a time when the
recovery and widening of the collective struggles of society - and especially those
emerging from the bottom - is a constant stake , in order to put a bar on the invasion of
state-capital-fascists. On the other hand, the return to the neo-liberal version will
trigger a new war round to those currently in the political-economic system. The poor, the

international solidarity against war, nationalism and fascism, the defense of the occupied
and self-organized spaces of life and resistance as the reference points of the struggle
for the Social Revolution and the struggles against patriarchy and gendered violence up to

By electing Narendra Modi four years ago, the " greatest democracy in the world " not
only turned to a populist, nationalist and racist right, but it also condemned its natural
spaces to fall prey to more uninhibited and more brutal. Throughout its territory, India
is home to tribal people often intimately linked to fragile and endangered environments.
Sanjiv Valsan, a journalist based in Mumbai (Bombay), describes an ongoing struggle, of
which he is both a witness and an actor. ---- Mumbai, one of the most densely populated
cities in the world, hides the last urban natural forest on the planet, the Sanjay Gandhi
National Park. The controversial southern section, Aarey Forest, is six times the size of
Central Park in New York, home to half a million trees, rare endemic flora and fauna, and
the world's densest leopard population. .
But Aarey is also home to the lesser-known parallel universe of Warlis, Konkanas, and
Malhar Kolhis, these indigenous animist tribes in Mumbai. [1]Protectors of the forest for
centuries, they live in harmony with the leopard they worship under the name of Waghoba.
Scientists, who have made this field the subject of many award-winning studies, continue
to be astonished by the exemplary way in which these tribes managed to coexist without
conflict with wildlife, and in the middle of a metropolis. If the Warlis in particular,
are known worldwide on the art market for the beauty of their painting with natural
patterns [2]we know less that these people have always lived on the lands where Mumbai was
built.
From rififi to paradise
These are some 10,000 souls, spread over 27 hamlets living in this forest. Mumbai, with
more than 20 million inhabitants is one of the most densely populated cities. But it is
also the city with the densest indigenous population, a real urban subculture, autonomous
for its food production, and living harmoniously in a secret oasis of greenery that
regulates the pollution of the metropolis. Astonishing indeed.
Only, there is rififi in paradise. The cordial understanding between the building sector
and politicians is intent on cutting down the last of the urban forests and erasing the
very existence of its indigenous inhabitants. Aarey Forest is a real estate manna of
choice within the metropolis. It is therefore not surprising that sharks in the area have
long been watching this ultimate patch of concrete free ground, or that they have already
drilled several roads, with the blessing of the politicos. Slumlords [3]and politicians
have pushed for the proliferation of illegal slums in the forest, whose poor inhabitants
from Indian internal immigration form " reservoirs to voters And which far outnumber
tribal people. At 10,000 to 20 million, indigenous peasants do not really play the
democratic game, whether at the local level, at the state level of Maharashtra, [4]or at
the federal level.
Construction of a 348-kilometer Mumbai-Ahmedabad high-speed rail line that will also
encroach on the Sanjay Gandhi National Park and involve officially diverting 3,000
hectares from the Flamingo Wildlife Sanctuary and 97,000 hectares of protected land .
The right-handed BJP [5], led by Prime Minister Narendra Modi, is in command locally and
nationally, with the upper hand over the forest boards. A first in the Indian political
landscape: he went so far as to deny the existence of a forest in Aarey, despite the
number of documentaries filmed under his foliage, and calling the tribes " illegal
occupiers " in various reports, as well as slum dwellers (settled by these same
politicians). The objective is to expropriate the natives from their ancestral lands, in
the name of " development " and various " projects ", in particular by cutting
them off from all access to electricity and medical care.
The BJP came to power in 2014 promising change and development. And if, after five years
of mandate, the economy is in a globally catastrophic state, it is even worse for the
environment, due in particular to a policy of construction of pharaonic infrastructures,
dependent on a heavy external indebtedness . The construction of the 33 kilometers of
underground line of the new " Mumbai Metro 3 " is characteristic of these "
development projects". ". This involves the felling of 6,000 trees, including 4,000 in
Aarey, which would release an immense area of 33 hectares for the sole use of a vehicle
maintenance shed. And this despite the advice of the committee of experts that it
preferred fallow land available and without trees, elsewhere. However, the government
insists on building a parking lot in its last forest as well as highly polluting
maintenance stations, which will also contaminate the wetland of a river delta. The
government also demolished indigenous homes to pass its subway, calling them slum
dwellers. And all this only for parking ?
Modi's bargains
The resale value of these 33 hectares of vehicle sheds exceeding 300 billion rupees (about
4 billion euros), the government converted these lands into a commercial area and granted
the right to sell the unsold parcels. Indeed, under Indian law, unused building permits
may be resold or traded on the market as a development right transfer (TDR). These RDTs
can be exchanged as real estate in the relevant markets, and can be used as building
permits by their holder (an entrepreneur) in a different place. This is almost the biggest
real estate scam in postcolonial India, and so on the pretext of improving public
transport, the corruption of politicians results, in fact, population growth, migration,
automobile traffic and pollution. It also leads to our natural wealth ending up in the
hands of lobbies.
In parallel with the subway affair, another project is underway: the rehabilitation of a
36-hectare slum. This project would consist of " giving " houses to slum dwellers, but
cutting down the trees and moving the natives from their land. The felling of the forest
allows the government to make a double blow by mounting poor migrants against indigenous
tribes and ecologists, while building lobbies pull the strings and earn money. Once rid of
the tribal, we will attack the wildlife, since any deforestation inevitably leads to a
conflictual relationship between the human and the animal: " who is the most important,
the man or the leopard ? » .
Removing vegetation and wildlife paves the way for ever larger real estate development.
When the current government denies Aarey the name of forest, it does not express a report,
but announces a terrifying target for the future.
Recognizing the forest as " forest " means giving rights to indigenous peoples under
Indian law. While " development projects " in a non-forest facilitate the theft of
tribal lands. Those who were expropriated from their ancestral villages under Metro 3 were
labeled " illegal occupants " or " slum dwellers " and thrown into the one-room
apartments of the rehabilitation project. The situation for the Adivasi is much worse than
in the colonial era.
Silence is golden...
Meanwhile, the Modi government is overseeing the slaughter from Delhi, ensuring that the
permits emanate from the central government and pretending that the controversy over Aarey
Forest did not exist at any level, whether state or local. federal.
Modi is silent on the subject just as he had kept it when Hindu extremists killed people
for eating beef. Modi's favorite projects include the construction of a 348-kilometer
Mumbai-Ahmedabad [6]high-speed rail line that will also encroach on the Sanjay Gandhi
National Park and involve officially diverting 3,000 hectares from the Flamingo Nature
Reserve. Wildlife Sanctuary, and 97,000 hectares of protected land. In all, there are some
150,000 mangrove mangrove trees that will be destroyed, which at present prevent the sea
from flooding the city ...
These are 10,000 souls, spread over 27 hamlets living in the forest in the heart of
Mumbai, threatened by the development projects of Prime Minister Modi.
During the last four years of Modi's tenure, India lost 120,000 hectares of forest, 36
percent more than in the previous regime, which had already 78,000 hectares.
The loss of forest cover has resulted in a 100 to 250% increase in CO2 levels in 2017
according to the US NGO World Resource Institute. The Environmental Performance Index
[7]published by Yale University ranks India among the newest countries in terms of
environmental management (177 out of 180). It was five years ago, India was the 155 th
rank. Since coming to power, the Modi government has earned a reputation for being a
criminal liberality in the way it exempts permits for projects that are notoriously
harmful to the environment, for example by lifting construction bans. of factories in
eight industrial basins " seriously polluted ". In 2018, fifteen of the twenty most
polluted cities in the world were in India. In its new manifesto [8]published for the
2019 elections, the BJP does not envisage any respite for the environment. In the chapter
on " good governance " the section on forest and environmental management praises the
" speed and efficiency " of the government in granting environmental clearance.
It is interesting to note that the Metro 3 project, like that of LGV, is funded by the
Japan Cooperation Agency (JICA). This body is the financial arm of the Japanese
government, and its internal rules on project finance are strict about the risks of
deforestation or harm to indigenous people. The way in which the Indian government
circumvented these obstacles was to claim that neither forests, nor faunas, nor
populations would suffer from the Metro 3 project. A manifest lie, but that is how this
government operates.
Last year, more than 60,000 Indian citizens demonstrated their opposition to the slaughter
of Aarey Forest, but the ruling power simply ignored it. Meanwhile the campaign to save
the world's last urban forest and its Adivasis continues.
