About EPHADs and retirement homes ... Article that we wrote exactly 10 years ago, in 2009,
when we supported the struggles and strikes of staff from different retirement homes. On
the merits if nothing has changed (apart from the name of the ministers), maybe the
generalized awareness will lead to a general strike (and not isolated struggles) that
would achieve a balance of power sufficient? ---- RETIREMENT HOMES: MALTRAITANCE IS
INSTITUTIONAL ---- (Article written in February 2009) ---- A permanent scandal ---- It was
there stack 10 years, in 1998 over 20 years in 2019 ... A ... . The magazine "60 million
consumers" published a report on retirement homes. His title? "The scandal". A word that
has not finished coming back every time it is about the subject. And who is not there by
chance!

Faced with the public's emotion in front of this "hermetic world, ... where too often the
only objective is the lure of gain", we are promised, then, things! Not on the merits,
because the leaders of our society, based on segregation, do not envisage any other way of
life, more human, for the elderly. But, on the form: "We will moraliser retirement homes"
becomes their leitmotif of public authorities.

Ten years later, it continues, not better, if not worse! In the meantime, dossiers,
programs, books, testimonials, consultation meetings, trainings, reports ... that's not
what really missed.

Let's take a few examples from people who have little suspicion of anarchosyndical
sympathies. After the heat wave, whose lamentable management constitutes a state crime, Le
Figaro, a highly Sarkozyist newspaper wrote under the title "Retirement homes: the scandal
continues": "More than 4,600 of the 15,000 victims of last summer have died in these
institutions that are supposed to protect them. " As "protection", indeed, we do better
... Guilty of having let die of dehydration 15 000 old people, the government renews its
promises, this time with the key, a "bright" idea: the creation of a new tax, the
so-called solidarity day, which - promised, swore - definitely improved the lot of the
old. Result: we, we pay; they have always seen nothing.

And everything went on as before. Another example among a thousand: in 2007, Forbidden
Zone (M6) broadcast the documentary: "Diverted heritage, unscrupulous retirement homes:
the scandal of elderly people abused". Summary of the presentation of this program: "Evil
testimonials: Vexations, deprivations, malice ... At the dock, the working conditions:
insufficient resources, lack of control, lack of qualified personnel ... in this hidden
universe where the the law of silence. " In 2008, other TV shows with a strong audience
made the same observation ("retirement homes, from scandal to hope", knowing that "the
hope" appeared far away ...). Those who want, in 2009, to show new images are sure to matter!

what goes around comes around
Indeed, if the living conditions are variable from one house to another, do not "scratch"
a lot to have shameful details! It is enough to question the families ... at a distance,
because of the law of silence: some houses threaten to send back a boarder if the family
is too loquacious ...

This is not enough to silence the witnesses, even if they are forced to flee anonymously.
Here, "the toilets of the morning do not finish until around 11 o'clock then, one takes
the breakfast around 11:30!!!". There, "... little things alerted me, when I came and I
fed my mother she devoured as if she had eaten nothing for 15 days, then a young intern
with whom I had sympathized told me, "Your mother has been sitting for a whole afternoon
sitting tied in her chair with her glass of water in front of her on the table but as she
can not drink on her own she kicked in the table to make it fall, I gave it to him myself.
"Elsewhere" My 92-year-old mother, who lives in a nine-square-meter room, never leaves her
floor.

the reason for the abuse: the greed
The reason for this institutional maltreatment is obvious and well known, "... the only
goal is the lure of profit" already said "60 Million consumers".

Hence the exorbitant tariffs. It's easy: politicians' lack of attention to the aging of
the population (a highly predictable phenomenon) has created a shortage. As a result, the
occupancy rate of retirement homes has reached 98% and there are waiting lists! Hence also
the reduction of "production costs" and above all, the compression of personnel costs, and
therefore a constant under-staffing and under-qualification. Not to mention the small
benefits: we cut corners on the quality of meals, heating, bedding ... as for outings and
distractions, and even the real day-to-day functional rehabilitation, they melt like snow
in the sun.

Jean Charles Escribano, author of "We finish well our old" and reputed good connoisseur of
the question, gives very interesting figures in an interview at "Monthly University". He
takes a statement from the president of the Association of Belgian nursing homes: in this
country, there is on average one professional per elderly person (against one for two
elderly people in France). And yet, the basic rate is for families of about 1,300 euros
per month, against more than 2,300 euros in France (sums to which should be added, in both
cases, public funding of the same nature ). The cost of living in Belgium and France is
the same. The difference must not be lost for everyone ...

The organization of abuse
Indeed, the standard for dealing with a population of elderly people with a high
proportion is bedridden is an employee for one person (to cover the needs day and night
year-round). By keeping their staffs half-staffed, retirement homes organize institutional
abuse: the staff, despite all their goodwill, have no choice but to work quickly, very
quickly. We would like to push them to make mistakes, that we would not do otherwise.

Here too, the situations are variable from one institution to another, but the
testimonials (often from professionals who have left the circuit, the law of silence
requires) abound: Marie-Claude, nurse: "A ..., there is a woman to make 15 toilets, clean
25 rooms and serve 25 breakfasts in three and a half hours ". Mathilde, cleaning lady: "At
home, at night, there are only two of us in 96 elderly people, many of whom are heavily
dependent, sometimes in palliative care, and of course, there is not a nurse at night. "As
a patient dies, we are forbidden to wake the headmistress, it seems that it disturbs her
husband. We must do the mortuary toilet Morally, it is trying, especially when they are
people to whom we are attached. We die. "Jeannine:" Our job is slaughter, like in a
factory. We work with a tight flow. Due to lack of time and staff, some elderly people do
not have more than one shower per month. "All this leads to tragic situations such as in
this retirement home in Saint-Germain-en-Laye where, under a heap of mattress and a pile
of boxes was discovered the corpse of a boarder ... missing for a year.A house yet
certified, like all the others, by the DDASS.This does not surprise the professionals: the
directions always know the dates DDASS checks well in advance to "do the right thing".

Institutional abuse: employees suffer too
In a situation of constant understaffing, the staff are, if only for that reason, deeply
mistreated.

Not all though. There is a notable exception: the directors. In our country where even dog
poo on the sidewalks are regulated, there is something that is not really true yet: being
a retirement home manager. It shows, if need be, the interest of the state in the security
of the elderly ... To date, in practice, anyone can run a retirement home.

In February 2007, a decree was nevertheless taken to impose a minimum of competence on the
directors, but it leaves them a period of ... almost 10 years to comply!

But such leniency does not apply to basic employees. For them (they are essentially
women), the conditions are extremely hard: day or night work, holidays also, ... at the
whim of the employer who has every facility to change the schedules; unsuitable premises
(hence work overload); beds and equipment just as unsuitable (hence musculotendinous
diseases, sciatic ...), confrontation with aging and death without support (hence
depression, anxiety) ... and pressure for them to make technical acts that they do not
have the right to do (such as distributing drugs for service personnel), all for lousy
wages: SMIC hourly or barely more (often, to avoid seniority bonuses, these shock bosses
manage to "let go" the oldest employees). Moreover these real industries with high
profitability often impose their employees part-time, condemning them to precariousness.

It does not stop the abusive practices: besides the changes of schedules (which is a good
way to push the employees to the resignation, case for example of Latifa, mother of
family, ten years of seniority without any reproach, for which the schedules had suddenly
become incompatible with the placing of her children in crèche), besides the bonuses "at
the head of the customer" and the schedules of the same (application of the famous
principle "Divide and conquer") a lot of homes seek to put the burden of institutional
abuse on their employees. This guilt, with the threat of dismissal and even prosecution,
is a sword of Damocles on their heads. Not to mention the directions that make excessive
use of "layoff" ... So many ways to harass employees.

the government's response: repression and talk
The sword of Damocles, the government also brandishes it with cynicism. We have just seen,
with the business of hospitals: in Nice, an overworked emergency doctor works quickly (but
well), in custody! In Paris, a nurse who runs everywhere for lack of a sufficient number
of colleagues, is mistaken about the bottle: kept in custody, and continued! The regulator
Samu de l'Essonne does not find, despite 27 calls, room for a dying, the Minister of
health is surprised at the public and suggests that he is incompetent! Meanwhile, the real
leaders still do not feel guilty. Between tanings overseas or a few eve- nings between
"pipoles", they make the naive, send the ball, and continue the same policy. And hospitals
or retirement homes, it's the same. Far from recognizing its immense responsibilities,
power wields the baton (threats and guards) and the carrot in the form of the
"famous-formation-which-will-finally-teach us how to work soon". All on the background of
the famous verse "We will moraliser retirement homes." But still, he pretends to forget
the essential, that we must start by doubling the number of basic staff!

Finally new: employees and families not determined to let themselves
There are still new things. The first is that everyone now knows that institutional abuse,
organized to increase profitability, is a reality. In particular, families understand that
what happens to them is not an isolated case, a local malfunction, due to a "bad employee"
but the consequence of a system that takes full advantage of its rapacity. The second is
that the workers themselves are beginning to understand that elder abuse and staff
harassment are never more than two sides of the same coin!

This is not the first time in our columns that we are dealing with retirement homes and
other places of the same kind. Each time, and this is the case this time again, it is in
support of employee actions. In defense of workers dismissed under the most misleading
pretexts in protest campaigns, we note that these mini-actions leave traces and that the
understanding of the stakes and fighting spirit are manifested, sometimes where it was
least expected. Just as it becomes clear to a growing number of employees that these
bosses of shock are ultimately only colossi feet of clay, and that it would take enough to
stop their scandalous practices: a little union between us , links with families,
carefully avoiding all "mediators" whose role is to make it never change
("representatives" of staff, collaborative unions, ...). Spread the word. If we are more
numerous to understand it, to say it, to do it, some bosses, those for example who will
feel targeted by reading the testimonies, could be forced to change practices ...

In the short term, another one has developed in Göttingen for the day before our event in
Kassel. Goettingen is well known for having a strong radical left-wing scene in which
organized anarchist relationships are unfortunately rather underrepresented. For many
years, the Anarchist Syndicalist Youth in Göttingen was active (we do not currently know
if this group still exists). And fortunately there is now also a relatively new syndicate
of the Free Union of Workers . The location of our event is also exciting. The OM10
emerged from a cast and is located primarily in the context of refugee solidarity. We are
looking forward to the event with you! ---- July 27 in the OM10 (Obere-Masch-Straße 10
37073 Göttingen) from 18 clock.

The last virgin forest south of the 49th parallel lies at the head of the Batiscan,
Saint-Maurice and Métabetchouane rivers. In the last years, the cuts have intensified in
the forest as well as around it, threatening this last jewel of biodiversity. Despite
several oppositions and protections by First Peoples and experts, cuts are planned for
2019. Indeed, tens of square kilometers of the forest of the lake at Moïse have been made
available to the forest industry in the operational plan 2018-2023 of the Ministry of
Forests, Wildlife and Parks. This is another First Nations meeting place and ancestral
hunting territory that is devastated by the forestry industry. For millennia, the
Huron-Wendat Nation occupies this territory. Recently, Wendake's chief of the band
council, Konrad Siouï, said he is ready to do anything to protect this forest, even
considering the occupation of the territory. The resistance is organized. On July 12,
people organized a meeting in Wendake to discuss the future of this forest. Other actions
are to be expected.

At 11:50, four hours ago, at the time of the explosion, the revolutionaries who were
murdered in Suruç were simultaneously commemorated at their graves. As the Revolutionary
Anarchist Activity, we were at the graves to commemorate Alper Sapan and Vatan Budak. ----
In the commemoration of Alper Sapan, we read the anarchist poet Kenneth Rexroth's poem
"From the Paris Commune to the Kronstadt Rebellion". Then, "Alper Sapan is Immortal",
"Alper Sapan is a Black Rebellion" slogans. Speaking at the tomb of Vatan Budak, our
comrade spoke about the Iberian Revolution on July 19 and stated that an example of
solidarity was shown in Suruç. After emphasizing that the struggle will continue with the
same belief, "Do not forget Suruç'u forget" slogans were shouted.
We cried out together with the revolutionaries who came to the grave for solidarity to
commemorate Alper Sapan and Vatan Budak. Four years ago today, they couldn't intimidate us
by killing 33 of us with bombs. No matter what they do, they won't be intimidated anymore.
With our belief in a free life, we will continue to be on the streets and struggle until
we have real justice. Again and again we say that your fight is our fight!

Suruç'ta 33 anarchist and socialist revolutionaries will be asked to account!

The killer will account for the state!
