In Chiapas (southern Mexico), the month of August has brought some exciting news that
should arouse the interest of those affected by the productivist rush and its destructive
spiral. In a difficult context, marked by the need to defend their territories in the face
of the very offensive plans of the new Mexican government, the Zapatistas announced
important progress in the development of their self-government bodies. ---- Four new
autonomous communes were added to the 27 that had existed since 1994 and seven new
Caracoles[1], with their respective "good governance councils", in addition to the five
already created in 2003. ---- An impressive salvo of national and international meetings

We may be surprised by these announcements, especially if we recall that, on December 31,
the Zapatistas had opted for a withdrawal in the face of government threats, not without
stressing their ability to defend their territories in case of attack. Perhaps the first
gesture, defensive and military, was necessary to keep the dangers at bay and then allow
to take a step further in the construction, civil, autonomy. No doubt it was necessary to
avoid being locked in the trap of a withdrawal and a silence too prolonged.

The path of autonomy, to preserve the bonds of solidarity and promote respect for the living

of autonomous spaces - to the threats implied by the major projects of the Mexican government,

But what is autonomy for the Zapatistas? Far from any intention of separating from Mexico
or confining oneself to a pure Indian identity, it is for these women and men, Mayas for
the most part, to defend a way of life they feel as theirs, who anchored in a singular
territory, preserves the bonds of solidarity and community support, emphasizes respect for
the living that imposes the belonging of humans to Mother Earth. Conscious that state
policies are the vectors of neoliberal economic standardization, major destructive
projects and the imposition of market logic, they concluded that there was no other way to
preserve what they hold, only to enter secession vis-à-vis the world of the economy and
the state institutions that serve it. That is why they have developed their own forms of
self-government, with assemblies and elected bodies at the level of both villages and
autonomous communes, as well as regions that allow coordination. This is why, in spite of
immense material difficulties and in a largely adverse context, they created from scratch
their own system of justice, health and education.

Refusal of politics from above and search for a policy from below: a field of affinity
with the aspirations of yellow vests

Autonomy as conceived by the Zapatistas consists in governing oneself, so that daily life
is organized according to the choices of the inhabitants concerned. This means keeping
away from state institutions, which are now subordinated to the economic logics that drag
the world into accelerated destruction. Zapatista autonomy thus rejects the frameworks of
classical politics, based on the principle of representation and centered on parties and
electoral competition for the control of the state apparatus. It deploys another policy
that starts from below, is anchored in concrete places of life and takes as a basis the
ability of ordinary people to organize and decide for themselves.

At the entrance of the Zapatista territories, modest signs explain: "Here, the people rule
and the government obeys". Is this not the expression of a truly popular power, in sharp
contrast to the political dispossession more and more widely felt by the inhabitants of
the representative democracies?

There are many reasons to take an interest in Zapatista autonomy, patiently constructed
over the last 25 years. This is also why the call to discuss the formation of a global
network of resistance and rebellion should hold the attention of those who are not
resigned to the destruction of the world and who consider it There is no other way, to try
to interrupt it, than to grow our forces to confront the capitalist hydra and block the
wheels of the world of the economy.

This Friday, seven RATP unions called for a strike, launching the mobilization against the
pension reform project. With massive rates of strikers, RATP employees paralyzed all of
Paris. While in the movement of yellow vests or environmental mobilizations, we often talk
about blocking the economy, the employees of the RATP have demonstrated that the best
blockages, it's still the strike ! ---- This Friday, seven RATP unions called for a

This is the biggest mobilization at RATP for 12 years. The minimum service, a tool of
power to limit the impact of the strike, did not have the effect hoped by the management !
At the origin of the strike, the pension reform project slowly advanced the government.
The latter provides, inter alia, for the abolition of the 42 special schemes, including
that of RATP. These schemes are constantly presented by the media and politicians as
privileges. It is in fact acquired by struggles and in return for special working
conditions (work on weekends, shifts ...). To present them as privileges is to try to
divide the wage-earners and then pass reforms that level out the bottom.

The employees of the RATP were quite right to respond massively to the call to defend
their social conquests and all sectors have an interest in doing the same. This project is
an attack and a scam for all workers, the public or the private sector.

The best blockages is the strike !
It is all and all together that must be struck
Paris idled on Friday, monster traffic jams, deserted stations and stations, thousands of
canceled appointments and meetings ... The RATP workers, by massively ceasing their work,
demonstrated that the the best way to cripple the economy is to strike. Of course, it is
not a question of putting in competition the various modes of action but whereas the
question of the blockage of the economy is posed regularly, in the yellow vests or in the
collectives for the climate, the strike of the RATP will have had more impact than many
blocking actions.

Some people will say, quite rightly, that if this strike has such an impact it is because
it is a key sector and all employees do not have such a force. It is true that sectors
such as transport, logistics or energy have a particularly strong capacity to block the
economy. But the strike by proxy, leaving only certain sectors to assume the balance of
power, it does not work. When strikes are isolated, such as that of railway workers in
2018, the power has only to play the watch. But when strikes spread and become widespread,
our strength is increased tenfold. And then the strike is not just blocking, it is above
all to type in the wallet bosses and that's where it hurts !

And now ? September 24
If the strike rate was so strong it is partly due to the fact that all the trade unions
called, even the CFE-CGC, is extremely rare ! Many small union leaders there are the same
who, when their union does not call, harass their agents so they do not go on strike. The
majority of trade union organizations do not want RATP agents to organize themselves
through general meetings. They could lose control of the strike. It is the role of the
syndicalists of struggles and revolutionaries: to do everything so that the strike is
controlled by the base.

Many regret that this day of successful strike at the RATP does not happen at the same
time as other sectors. More broadly, several sectoral mobilization dates are announced for
this month of September and we often hear from activists, or from colleagues, a criticism
of this dispersion of dates. It is clear that, to make the government retreat frankly, it
will be necessary to get together and that a few leap days will not be enough. But to
build such a movement, it is not enough to invoke the general strike, we need strong
support. That is, sectors capable of putting significant forces into the battle.

Professional actions - when they correspond to a real process of mobilization, rooted in
demands widely shared by workers, driven by unitary initiatives that have repercussions on
the ground - have their legitimacy and their utility.

So, as in the RATP, we succeed these sectoral days and mobilize widely on September 24 to
give us the necessary support for a movement that can roll back Macron.

On Monday, September 2, police from the Papua region of Indonesia banned demonstrations
that could lead to "anarchist acts," following nearly two weeks of major protests in the
far west of the Southeast Asian archipelago. ---- The order came after police on Saturday
said dozens of people had been arrested for connection with the uprising in the region's
capital. ---- "Everyone is prohibited from continuing demonstrations and expressing public
opinion that could cause an increase in anarchist acts, damage, and fires on public
property," as well as clashes between groups, says text posted on the Twitter Twitter.
---- The impoverished Papua region has been the scene of a small insurgency against
Indonesian rule for decades.
The Indonesian government previously said it would send approximately 2,500 more police
and troops to Papua, adding about 1,200 officials who had already been sent after the
unrest sparked by anger over racism and cries for independence.

On Thursday, more than 1,000 protesters hurled stones and set fire to shops and a building
in Jayapura provincial capital.

This came a day after a bloody conflict in another part of the island region, which
borders independent Papua New Guinea.

"I will not allow any further demonstration and if anyone dares to try to do any, they
will face a heavy reaction," says Regional Police Chief Rudolf Rodja in a separate post in
the Twitter feed on Monday.

Among other provisions, the police order also prohibited the act of spreading fake news
and carrying sharp weapons.

Police said on Sunday they had arrested several dozen people who took part in the riots
and charged 28 of them for looting and carrying guns.

"They are now in jail awaiting further investigations," said Papua police spokesman Ahmad
Kamal.

Two students were also arrested in the Indonesian capital, Jakarta, over the weekend,
alleging that they committed crimes against state security, including possession of
garments with the banned image of the Papua flag.

This week, violence erupted in remote Deiyai, where clashes broke out between protesters
and Indonesian police forces, at least one soldier and two protesters were killed,
officials said.

There are reports, not yet confirmed, that police forces shot six protesters.

The unrest that has engulfed Papua seems to have triggered the arrest in mid-August of
dozens of Papuan students in Java who also suffered racial injuries.

In the 1960s, Jakarta took control of the former Dutch colony after an independence
referendum, widely seen as a scam.

Brazilian anarchists analyze the cause of the devastating fires in the Amazon and call for
solidarity and joint struggle. ---- Amazonia ---- In August, Brazilian and global
companies were surprised by the increase in deforestation by 50% and the higher incidence
of fires by 70% in the Amazon rainforest. Minister of Agriculture Tereza Cristina, known
as the "poisonous muse", began to readily defend events as a result of the local climate.
In a similar way, the main culprit was quickly pointed out: summer and the beginning of
the Amazon drought. ---- But the matter has aroused the interest of social movements and
environmental organizations. Alerted by social networks, Pará has warned that farmers and
land grabpers are planning a coordinated fire day on August 10. The warning was also
printed in the local press in Novo Progresso. In an interview with the Folha do Progresso
portal, the landowner who blatantly mobilized jungle burning said that the goal was "to

Data from the National Research Institute showed a significant increase in fires after 10
August, especially in the Novo Progresso and Altamira areas, which are easily accessible

State position

It cannot be denied that the state (at all levels) endorses the destructive conduct of
capital. Coordenação Anarquista Brasileira (CAB) systematically criticizes the functioning

Despite what is publicly proclaimed, state institutions in the region are
under-represented. During 2012-2019, all mechanisms were dismantled, fought to protect
indigenous peoples and the environment. It began during the reign of Dilma Rousseff by
passing a new forest law, whose greatest promoter Aldo Rebelo is a representative of the
state-forming left (first the Communist Party, today the Social Democracy). Later he came
up with a reform of the Mining Act, which opened up to now protected indigenous mining
areas. This was already under the reign of centrist Michel Temer. Finally, the complete
dismantling of environmental protection laws came from the Minister of the Environment
Ricardo Salles, under the baton of conservative Jair Bolsonar. These novels prevent any
self-determination and recognition of the territories of indigenous peoples and half-breeds.

We can say that a shootout between a French and a Brazilian statesman merely expresses
disagreement within the ruling class and the bourgeoisie on the issue of the environment
and the geopolitical position on our continent. On the one hand, we have a dull
reactionary government based on Bolsonar's ties to agribusiness. On the other hand, the
international industrial and financial bourgeoisie, with its neoliberal "green capitalism"
discourse, whose sole purpose is to create the conditions for the privatization of the Amazon.

In addition, European powers are added to consolidate their sphere of influence in an
intense global trade dispute that views Latin America and local partners as the backyard
of imperial interests. The related statement on "defending our sovereignty", sounding from
the mouths of military bosses and ministers, is a pretense of outrage at international
arrogance. The only "sovereignty" that Bolsonar's Cabinet and his footmen want is the
freedom to sear and burn the region's natural resources and to provide commodities to the
great boss, the United States government. Bolsonar's "sovereignty" lies only in another
form of imperialism, which allows his handles to be burned and privatized to the detriment
of rural and urban workers. Neither party offers ordinary people a solution.

Choose your side

CAB fights this perverse policy against our people and calls for the jungle voice to be
strengthened alongside the people of the Ka'apor tribe of Maranhao, who says that "The

Arrival of private operators, inescapable rise of employees without railway status,
reduction of human resources with the CSE, generational renewal ... the sector is in full
disarray. Fortunately, the combativeness does not decline ! To stay in the race, the fight
unionism will have to adapt to this context. ---- In the spring of 2018, one of the
biggest strikes in the railway sector was taking place, both for its duration and for the
massive participation of railway and railway workers. The SNCF figures the number of
average strike days at 4.69 per worker in 2018 ... almost the same number of days as in
1995 ! ---- This movement however ended in a defeat [1]and we have already underlined the
disturbing retreat of the self-organization of the general assemblies of strikers, in
spite of rare attempts to leave the management mode of the strike imposed by the
federation. CGT.

A year after the end of the strike, and while the main provisions of the Railway Act will
be applicable on 1 st January 2020 (late recruitment status railroad, bursting into 5
public companies ...), it must question the strategy to implement to rebuild the balance
of power.

The already sensitive effect of CSE
The strike of 2018 did not allow the impulse of massive general assemblies which fix their
own claims and coordinate themselves to determine modes of action. On the other hand, its
duration has largely put to the end many trade union structures whose activists have
devoted all their energy to the struggle.

The pro-2018 pro elections were closely watched to measure the audience of the various
unions that fought the rail law more or less virulently [2]. But their main consequence
was the disappearance of about 80 % of the staff representatives at SNCF. Indeed, more
than any other company, it took advantage of the opportunity offered by the setting up of
the social and economic committees (CSE, which replace the former instances CHSCT, DP and
CE) and imposed very geographical perimeters. extended (sometimes national) with a minimum
number of staff representatives.

With fewer unionists discharged to tour colleagues, in much larger areas, the risk is to
move towards " permanent " unionism away from the field. In fact, no trade union
organization has been spared by a polarization of trade union activity over elected
officials at the ESCs, and by a significant disengagement of many former delegates.

Dynamism at the local level
The year 2019 did not see massive mobilization of railway and railway workers at the
national level, but many local conflicts took place. They demonstrate the unabashed
fighting spirit of rail workers. After the successive national strikes, it could be
tempting to fall back on local and sectoral strikes.

The comrades of the postal sector know something about it, in a branch which knows many
long and radical local conflicts, but has not experienced a national struggle for many
years. However, even if the proliferation of private actors in the railway sector will
complicate national mobilizations, it will obviously be necessary to develop struggles at
the level of the whole of this branch !

Include yellow vests
Point pensions, frontal attack on special regimes, implementation of the 2018 railway law,
all the combative teams must seek to build a renewed strike movement by the end of the
year by seeking unity trade union broader in the railway but especially by seeking to
build a broad movement interprofessional that will incorporate the contribution of the
months of mobilization of yellow vests that have imposed a new form of radicalism and
assemblyism.

In the spirit of the necessary liaison between workers and users, vital for the defense of
public service, railway workers and railway workers will gain a great deal in making room
for these revolts in future social mobilizations.

After the massive retirements of recent years, employees of the SNCF have considerably

recruitment to the railway status and the transformation of SNCF into 5 companies anonymous.
SUD-Rail's federal conference faces the challenge of adaptation
VIII th Congress of the SUD-Rail federation will be held from 16 to 20 September. It will
have to respond to all the issues mentioned above, define an action strategy for the
coming months, redefine what unity of action can be without losing the fundamentals of
SUD-Rail, in particular the self-organization of workers.

In the organizational chapter, it will be necessary to approach the question of the
functioning and structuring of the federation, to adapt it to a changing context:
plurality of companies, logical rise of employees without railway status, reduction of

represent the staff !

This time of congress should also better equip the militant teams who are facing a growing
anti-union repression but also the rise of suffering at work - with a number of suicides
more than disturbing among colleagues. A dramatic situation that is concretely difficult
to translate into collective action.
