The finance bill for 2020 authorizes the Ministry of the Economy to massively suck up data from Internet users to supposedly fight tax
fraud. Continuation and end of the article "Fliscing everywhere, justice nowhere" of Libertarian Alternative of December 2019. ---- Without
too much noise, discreetly nestled in article 154 of the voluminous finance law for 2020, the majority En Marche voted the possibility
offered to the tax authorities and customs to scrutinize the least of our digital traces in search of suspicious data. This new technopolice
system was validated on December 27, 2019 by the Constitutional Council. ---- Under the cover of a three-year "experiment", of which no one
is fooled when it becomes a norm, the presidential majority validated the massive and automated collection of "publicly accessible content"
on most online platforms - from Facebook in Leboncoin -, supposedly to fight tax fraud. Obviously, this is not about fighting the billions
of euros tax evaded, but rather a new instrument of social control.
The guiding idea is relatively simple and constitutes a real reversal of the principle of presumption of innocence. It is no longer a
question, in the context of an individual suspicion, of seeking additional evidence within the framework of a supervised investigation
procedure, but of going trawl - an algorithm which we will not know necessarily the sources - what internet users publish online, about
themselves or about others, in search of any sign capable of triggering a presumption of guilt, whether it is a question of confirming it or
not.
The disregard for class at work appears in a blatant manner: anyone can be suspected as soon as they take a vacation that is a little too
sunny or wear a little too chic clothes considered - by computerized criteria - as incompatible with their helpers social security or its
tax bracket.
"Sensitive" data also concerned
Experimentation or not, this text constitutes a disproportionate breach of the law in force on personal data. The National Data Protection
Commission (CNIL) itself strongly criticized the system[1], noting the massive nature of the collection, the extent of the platforms
concerned, the risks of self-censorship and recalling that publishing personal information online, even publicly, does not give the state a
blank check to do with it as it sees fit, as it sees fit.
Note in particular that this mass collection does not bother to discern the quality of the data. "Sensitive data", that is to say data
relating to political and religious opinions, sexual orientation or even data relating to health status, will be sucked in without special
precautions . Their destruction "at the latest within five days" , therefore stored during this period, should not reassure us.
If it were still needed, this new security drift demonstrates how the police state can take advantage of the capitalism of surveillance of
large platforms by making them central actors of social control. Faced with this, it is fundamental to develop a true digital, collective
self-defense, and to adapt our online practices to this reality. Otherwise we will ourselves be agents of our own filing.

In the face of the coming social rupture, we must fight against this social security project imposed by Macron and inspired by capitalism.
---- Since 1993, the suppression of counter-reforms that directly threaten the rights of employees has forced us to systematically adopt a
position of resistance in the face of repeated attacks by employers and the State against our social security. ---- However, bear in mind
that the current social security system is the result of the post-war "commitment" that enshrines the failure of the proletariat in its
fundamental objective of abolishing social, class and income inequalities. In fact, at the end of World War II, the working class's fear
that the ruling class in Western countries had led to this "compromise". If he agreed to abandon the idea of a radical change in the system,
he could enjoy a wide range of social benefits. It is not a question of minimizing these social benefits, but it should be noted that, since
the early 1980s, the content of the "compromise" has changed with the neoliberal offensive. Its objective - and its result - was to
reformulate wage relations and break the framework of negotiations with employers and the State.
At this moment, the only possible horizon is a social and political shock, an incessant struggle against capitalism and the State, because
the foundations of a compromise between the capitalist oligarchy and the world of work have disappeared, if they ever existed ...
It is, therefore, a matter of elaborating a political project to overcome present wage labor and industrial production, eliminating the
duration of useless and harmful activities, in order to free up free time to dedicate, individually, to our real desires and, collectively ,
to the self-managed organization of our society, getting rid of socially and ecologically destructive economic imperatives.
The Anarchist Federation aspires to a society free of all coercive political and social institutions that hinder the development of a free
humanity. It aims at the immediate improvement of living conditions in the world of work, aiming at essentially political struggles,
precursors of a future society without capitalism, a form of social organization absolutely equal, since social injustices are clearly
derived from capitalism.
We don't expect anything from the state. Our needs are clear: the emancipation of workers, the abolition of social classes, absolute
equality, social justice and the self-organization of society.
If we strive to abolish existing capitalist exploitation, we are also working today within the state to reduce the rate of profit and
increase the share that returns to workers. From this point of view, the struggle against capitalism must be at the same time a struggle
against coercive political institutions, because the political power of the state is only a consequence of the capitalist monopoly and the
division into classes of society. The State is the guarantee of the unequal social order that we want to destroy.
For the Anarchist Federation, this horizon of struggles must increasingly take the form of direct action and, in particular, a general strike!

On February 18 and 19, single pickets were held in Moscow in support of political prisoner anarchist Ilya Romanov, who suffered a stroke in
a Mordovian colony in October 2019. Ilya was placed in a prison hospital, but he was not provided with high-quality treatment, and doctors
refuse to use medical equipment for his rehabilitation. Ilya is partially paralyzed, difficulties with self-care are exacerbated by the lack
of his left hand. ---- On February 18, the action took place near the reception of the Federal Penitentiary Service of Russia. The rally was
attended by the wife and daughter of Ilya, representatives and representatives of anarchist groups, the Russian Socialist Movement, the
Worker Compass group and the Rotfront party. ---- At the very beginning of the rally, the wife of Ilya Larisa Romanova tried to file a
letter with the demands of the protesters in the picketed institution, but she was told that she could be accepted only by one official who
is currently not in place.
During single pickets, the FSIN reception office was repeatedly guarded, as well as the security of the reception center of the Ministry of
Internal Affairs located in the same building. After the end of the action, its participants and participants went into the building all
together. Only after that they agreed to let Larisa Romanov into the right office and accepted the letter. She was also promised that she
would be received by the head of the Federal Penitentiary Service medical department - however, he would have his next appointment day only
in March.

On February 19, protesters picketed the FSIN Department of Health Care Organization (UOMSO). Representatives and representatives of
anarchist initiatives, the Working Compass, the Left Block and other sympathizers took part in the action.
One of the picketers tried to convey a letter with the demands of the protesters, but the institution promised to think whether to accept it
or not. Fortunately, closer to the end of the action, representatives and representatives of the human rights community came to the FSIN
medical department to participate in the round table. Among them were Valery Borshchev, a member of the Moscow Helsing Group, and Lyubov
Volkova, a member of the PMC, who took a letter to Ilya Romanov for transfer to UOMSO.
Photo
Even before the start of the second series of single pickets, Larisa Romanova received a call from the FSIN medical department and promised
to form an exit commission, which should go to the prisoner in the prison hospital and resolve issues related to the organization of
treatment and care.
On October 24, 2019, Ilya Romanova, who is serving another term in a Mordovian colony, was hospitalized with a stroke at the medical
correctional institution IK-21 in the village of Barashevo. The FSIN did not say anything to his relatives; the information appeared only on
October 28. If you believe what the hospital said to one of Ilya's lawyers, he was completely paralyzed. On November 1, the attending
physician informed Romanov's relatives that he had "confused" speech, "swallowing," he was given liquid food. The neuropathologist first
examined Ilya and made the appointment only on November 11, the attending physician compiled a list. After that, for a long time, lawyers
were not allowed to see Ilya in the prison hospital and refused to transfer medicines and care products.
On November 15, pickets were held in Moscow near Roszdravnadzor, as well as in Nizhny Novgorod , demanding medical assistance to Ilya
Romanov, after which officials of Roszdravnadzor promised to take up his case.
A day earlier, on November 14, Ilya's ex-wife, Larisa Romanova, reported that the European Court of Human Rights, in accordance with rule 39
of the court's rules on emergency interim measures, before considering the merits, essentially sent a request to the Russian authorities in
connection with the refusal to provide medical assistance to the political prison. On November 21, the Justice Ministry respondedThe ECHR
that the lawyers Zaitsev and Kachanov allegedly received short-term permits for a meeting with Romanov, but they were informed that, due to
their state of health, the political prison could not be present at the meeting. On November 27, human rights activist Sergei Maryin sent an
objection to the ECHR to the government's response. He pointed out that in reality, in order to meet with the patient, it is necessary to
obtain two permissions - from the medical facility-21 for entering the colony and from the head physician of hospital No. 2 to directly see
the prisoner. But the lawyers did not succeed in either.
Finally, on November 28, lawyer Roman Kachanov was admitted to Romanov. As it turned out, the political prisoner was paralyzed half of the
body and he hardly speaks. "We talked for about ten minutes, but basically, of course, I said. It is clear that he needs to restore his
speech, of course, he needs a speech therapist. Of course, there is no speech therapist in this institution. There are no other specialists.
There are no drugs. Those drugs that they sent him to him, according to the convicts, they give him. But I don't know how it really happens
there, " Kachanov said . The lawyer learned from other patients that Romanov was not looked after by orderlies, but by convicts helping
hospital staff.
On December 4, the commission of the medical unit-13 of the FSIN issued a decision on the absence of a serious illness from Romanov that
impeded detention. Despite the fact that stroke and its consequences are included in the list of diseases due to which release should follow.
On February 13, 2020, the Zubovo-Polyansky District Court of Mordovia was supposed to consider the request of the defense attorneys to
activate (release for health reasons) Ilya. The case was transferred to another, Temnikovsky District Court. When the consideration begins,
and whether Ilya will live to see it, is currently unknown.
On the same day, Romanov's defenders were returned with medical equipment previously transferred by their relatives for massage and
ultrasound therapy for paralyzed limbs. Both procedures are shown in all standards of the Ministry of Health of the Russian Federation on
the treatment of strokes. Overseers said that Ilya allegedly does not need this technique.
Actual information on Ilya Romanov
How to help Ilya
Ilya Romanov actively participated in the anarchist and leftist movement of Russia since the late eighties . In 2002, he was arrested in
Ukraine in the so-called "case of the Odessa Komsomol members " , also known as the "torture case". He was accused of arms trafficking and
terrorism - preparing an improvised bomb explosion near the building of the Security Service of Ukraine in protest against the brutal
dispersal by police of a street camp on Maidan in October 2002. At the trial, Romanov did not plead guilty, in protest, he spent hunger
strikes in the pre-trial detention center and opened his veins at a court session. He was sentenced to 10 years.
After his release from a Ukrainian prison, Ilya returned to Russia, to his native city of Nizhny Novgorod. In October 2013, a makeshift
firecracker exploded in the hands of Romanov, which, in his own words, he was going to test at night in a deserted park on Osharskaya
Street. Anarchist was detained right in the hospital; he was charged with illicit trafficking in explosives and, after some time, with
attempted assassination. The case was conducted by FSB investigators - according to their version, Romanov wanted to carry out a terrorist
attack in front of the building of the regional military registration and enlistment office, which is nearby. In February 2015, Romanov was
added another charge - in public calls for terrorism. Claims were caused by an interview in 2012, which he gave to Ukrainian Internet radio
immediately after his release from the Ukrainian colony. In August 2015, the court sentenced him to ten years in a maximum security colony,
convicted under part 1 of article 222 of the Criminal Code (illegal traffic in explosives), part 3 of article 30, part 1 of article 205 of
the Criminal Code (attempted terrorist attack) and part 2 of article 205.2 of the Criminal Code (public justification of terrorism). The
Supreme Court later reduced the sentence to nine years in prison.
The last criminal case against Ilya Romanov was opened in May 2017 after a search of his ward in a medical correctional institution in the
Mordovian village of Barashevo (the very one where he is lying now!). Then the investigators seized the phone from him, from which Romanov
allegedly posted a video with jihadists on Facebook and records of occult rituals with a voodoo doll named Vladimir. The anarchist denies
blame. The main witness for the prosecution in this case, prisoner Sergey Zhuravlev, who was in the same ward of the prison hospital with
Romanov, admitted during the trial that he had collaborated with the FSB operative Yegor Mitochkin. On October 26, 2018, the Volga District
Military Court in Samara sentenced Ilya to five and a half years imprisonment in the case of calls for terrorism (article 205.2 of the
Criminal Code). The sentence was partially added to the term that Romanov did not serve in the previous case.
From now on, Ilya Romanov, if he is not released for health reasons, should serve a little less than 6 years.

"For all those who have been hungry for centuries, for all those who have nothing, civil war is hope ". Extract from the documentary film
Dying in Madrid (1963) ---- Photo source:https://www.eldiario.es/sociedad/Guerra-Civil-aparecieron-Sant-Cugat_0_962754655.html ---- George
Orwell's participation in the Spanish Civil War as a volunteer in the militia of the Marxist Unification Workers' Party (POUM) is
undoubtedly the first source of inspiration for his main novels, 1984 and La ferme des animals . Homage to Catalonia is both a story and an
essay on the Spanish War. Orwell affirms that one cannot understand the Spanish War and more precisely the " atmosphere of suspicion and
political hatred " which reigned in Barcelona in the spring of 1937 from an exclusively military point of view. At the beginning of the
first appendix, the author writes: " None of his episodes[...]cannot be understood without some knowledge of the internal party struggle
which was going on behind the government front. "[P. 235]
A social revolution
" We want to be freedom militiamen, not soldiers in uniform. Militiaman yes, soldier never ". Extract from Dying in Madrid (1963)
George Orwell reminds us that during the first months of the war: "[t]he real adversary of Franco was not so much the government as the
unions. As soon as the rebellion broke out, theorganized urban workers responded by calling a strike ... then demanded the weapons of the
national arsenals.[1]"(p.238) However, as Orwell points out:" It would be difficult to believe that the anarchists and socialists, who were
the soul and the nerve of the resistance, were accomplishing such exploits to safeguard capitalist democracy which represented nothing more
to them, especially to those of the anarchists, than a centralized device of swindle! [...] What had happened in Spain, in reality, was not
just a civil war, but the beginning of a revolution. In fact, where the rebellion is crushed and the disarmed soldiers, the unions and the
parties form revolutionary committees and councils where they exercise all the powers. Control patrols made up of workers replace the old
police forces, militias are raised and in some localities, independent anarchist communities are organized. At the same time, the working
class proceeds to collectivizations: " the peasants seized the land, the unions seized many factories and most of the means of transport;
churches were destroyed and the priests were driven out and killed . "(P.238)
The Spanish war is above all a political war
For the defense of the republic, weapons were needed above all. The Soviet intervention in October 1936, and to a lesser extent Mexico,
allowed the Republicans to resist for almost three years. But at what cost? The Russians, in a situation of strength, dictate their
conditions. " Russian arms were supplied through the Communist party[...]which made sure that as few weapons as possible went to their
political adversaries " (p.243). The Spanish Communist Party (PCE), which represented little before the war, saw its membership swell
following the rallying of the Spanish small and medium-sized enterprise to the PCE, which had become de facto the guarantors of property and
salary exploitation.
" The whole world was determined to prevent the revolution in Spain. In particular, the[Stalinist]Communist Party , with Soviet Russia
behind it, had thrown itself with all its weight against the revolution. "(P.240)
From October 1936, the Generality voted several decrees in the name of military imperatives. Their goal is to rebuild the state, but as the
author points out: "[...]what the military necessities demanded was the abandonment of a plot of what the workers had conquered for
themselves in 1936. "(p.244). Obstacles are set up in order to limit the progression of collectivization. We got rid of the local committees
and it was also the return of the pre-war police force. The various industries under union control pass under the direction of the
government and the workers' militias are gradually dissolved and distributed in the new people's army.
Barcelona, July 1936
The days of May 1937
" WAR IS PEACE
FREEDOM IS SLAVERY
Ignorance is strength "
-Orwell, 1984
Generally, the takeover of the Barcelona telephone exchange by the assault guard that occurred on May 3, 1937 is recognized as the
triggering event for the May days. This provocation is the culmination of a long series of skirmishes whose objective is, for the Stalinists
of the PCE, to liquidate the social revolution and the libertarians as hegemonic force in the Catalan working class as well as to restore
the power of the bourgeoisie. Street fighting ended on May 7 after killing more than 400 people and a thousand injured.
In the Daily Worker of May 6 it is stated: " that a band of minority anarchists, during the days of Monday and Tuesday, seized and attempted
to keep the central office of telephones and telegraphs and they started to shoot shots in the street. But this story does not hold water!
Why the hell would the CNT storm its own premises? A few days later, the same newspaper attributes all responsibility for the Barcelona
troubles to the POUM.
The case is presented as a premeditated insurgency and prepared against the government. It would be fomented only by the POUM. The Daily
Worker writes on May 11, 1937: " The POUM, acting with the assistance of well-known criminal elements and a number of misleaders belonging
to anarchist organizations, conceived the plan, organized and carried out the attack on the rear, so as to make it exactly coincide with the
attack on the front in Bilbao. (P.275) But, as Orwell mentions, if the POUM leaders had wanted to help the fascists, they would have ordered
their militia to leave the front and let the fascists pass. But they did nothing.
On June 15 and 16, 1937, the POUM was abolished and declared as an illegal organization. In the process, all its offices, bookstores,
sanatoriums are seized. In the Stalinist press we write: " Following the arrest of a large number of Trotskyist leaders in Barcelona and
elsewhere [...]we learned at the weekend of the details of one of the most abominable cases of espionage who have never seen each other in
wartime [...]"(p.288) No evidence has ever been produced. These were unconfirmed claims but published in newspapers aligned with Moscow.
What is very serious adds Prito, then Minister of National Defense: "It is that the arrest of the leaders of the POUM was not decided by the
government, it was on their own authority that the police proceeded to these arrests.»(P.289) A police force submerged by the Stalinists.
Like what, "fakes news" is not new.

Gast arbeiters in France organize themselves in the fight for their rights ---- On November 23, 2018, the National Center for the History of
Immigration was occupied in Paris. Between 300 and 400 people heard calls for a General Assembly due to the oppression of migrants in
France. This gathering gave rise to the political organization we now know as Gilets Noirs. The organization reunites both migrants without
work permits, who are mostly politically active for the first time in their lives, as well as experienced La Chapelle Debout activists who
have long been protesting against the disgusting business and appalling conditions in gastarbeit hostels in France known as "foyers".
Reports on the activities of Black Vests spread very quickly both on social networks and orally in hostels, and a few weeks later the 700
Black Vests were occupied by the Comédie-Française National Theater,
So we are talking mainly about gastarbeiters without papers facing unenviable conditions in the black sector of the labor market, but also
about refugees without any papers who do serf work in detention centers under state supervision. Technically, employers can provide their
employees with a work permit, but that would mean paying much higher wages and paying social security contributions. The situation is not
even helped by a monstrous bureaucratic apparatus. Officers are constantly postponed or completely abolished at security meetings, corrupt
officials suggest that for a few hundred euros it would be quicker if you ask your employer for support in the process, you will at most be
fired. Some workers even sleep in tents all winter, others end up in hostels, where four or five people are cramped in one-room flats.
Workers are constantly exposed to the threat of detention, placement in a deportation camp, and eventually deportation. Their wages are poor
and work mostly on construction sites without any safety regulations. Black vests are the last embodiment of the fight against this closed
circle of barbarism. The Migration Rights Movement has a long history in France and over the years it has adopted a wide range of practices
and tactics. However, many activists feel purposefully excluded from the wider left-wing movement, although it is clear that this is a fight
for decent housing and labor law, issues that also burden workers with all the appropriate documents. Their wages are poor and work mostly

many activists feel purposefully excluded from the wider left-wing movement, although it is clear that this is a fight for decent housing
and labor law, issues that also burden workers with all relevant documents.
The name Black Vests originated during the occupation of the National Theater and the intention was to identify with the nascent Yellow
Vests movement. Although Yellow Vests are not characterized by direct expression of solidarity with migrants, and some of the initial
activities were evidently supported by the far right, several successful intersections, highways and airports have helped many migrants
temporarily immobilize the deportation apparatus.
The sequence of events took a momentum from the beginning. On December 16, 2018, the prefecture agreed to a meeting of 1,500 people. The
prefecture closed the building and called the heavy-handed. The practices of bosses and bureaucrats to deal with protests and strikes are
known to all of us: "We will be happy to discuss the problem and find a solution, but one by one." In other words: "It's easier to break you
as an individual the movement for migrants' rights has already faced a similar approach by authorities. When migrants were finally released
from the prefecture, officials agreed to issue papers to 30 people each month (about 1,000 are active in the organization). A single case
has not yet been resolved.
Black vests attack big business that profits from the exploitation of paperless workers or participates in the deportation machinery, also
targeting public infrastructure. For example, black vests staged an "invasion" of Charles de Gaulle airport. The motto of the protest was
clear: "We have not come to clean, but to fight!" It was the first in a series of events in the "Black Vests Chasing the Prime Minister"
campaign directed at the highest authorities responsible for the injustice of the immigration system. Then Black Vests began to target the
business actively benefiting from the ongoing insecurity and oppression of paperless migrants, such as the Elior catering and cleaning
corporation, which uses paperless migrants as chefs and cleaners directly in detention centers. Elior is also the largest school canteen
supplier, owning seven Louvre restaurants and Jules Verne restaurant on the Eifell Tower. Last summer 12. On June 1, 2019, Elior's offices
were occupied by hundreds of paperless migrants who demanded to help them obtain work permits. The occupation was terminated only after the
migrants were given written assurances that they would be met by the representatives of the society and would solve the problem. So far,
Elior has helped to obtain ten of its migrant employees (out of two hundred) only the confirmation required for further work permit
procedures, three more have been released. Since the requirements of the Black Vests were not met, on December 3, 2019, in cooperation with
the anarcho-syndicalists of the Confédération nationale du travail (CNT), another event was held in Paris, another prestigious customer of
Elior. Activists, especially those without papers, face severe repression by the state.
Yet Black Vests are continuing their efforts to secure paper for all migrants in France. Their organizational structure is horizontal and
works with the political, cultural and linguistic diversity of their members rather than combating differences. Everything does not go
smoothly every time, but all members are expected to respect the strategic decisions and tactics agreed at the General Assembly. The result
is that people without papers are no longer afraid of political activities because of arrests and deportations, they go out hundreds and
confront the authorities and bureaucracy responsible for their repression.

On December 6, 2014, six years after the assassination of Alexis Grigoropoulos by the Corconean police in Exarchia, tens of thousands of
people across the street descended on the streets and staged a powerful demonstration, breaking the state of terrorism that targeted it. a
period of attacks on militants and the repression of struggle sites, and in practical terms expressing their solidarity with hunger striker
Nikos Romanos. ---- A massive demonstration was then held in Patras, which was brutally attacked by police with shells of chemicals and
flash crackers in direct firing, injuring several demonstrators. As a result, a total of 6 arrests of protesters are due to be heard on 24
February 2020. ---- Then, six years after the December 2008 social uprising that broke the window of state omnipotence and "capitalist
prosperity", but also after the subsequent anti-insurgency campaign, we were confronted with its total and all-out attack society, and
especially those who resist.
Today, more than five years after the arrests of the 6 militants in Patras, and 11 years after the 2008 uprising, the notions of resistance
to state and capitalist barbarism, state and state terrorism, and modern totalitarianism continue to exist. This is also reflected in the
recent dynamic mobilizations and clashes with the killers at the mass demonstrations of December 6, 2019, against the new state repressive
attack. The new far-right and neoliberal political management continues the general attack that has been taking place for over a decade
against society, against refugees and immigrants, against those who fight.
Today, the organized anarchist movement, as part of which we perceive ourselves, must do its utmost to exacerbate the struggles on every
front expressed by state aggression, in the direction of linki
