drives up in a car. Basically, middle-aged people, 30-45 years old, neatly dressed, giving the impression of representatives of the "middle
class". Many come with families. ---- After some time, about 50 people gather. Participants in the meeting stand in groups and communicate.
Some bustle about laying out treats on benches and tables. They bring a stack of opposition newspapers and several brochures: a legal
educational program and instructions on how to attack utilities with a stream of complaints. A little off to the side, several people argue
with the amateur dog lover Lukashenko. He accuses the audience not only of making too much noise, or of littering and trampling the lawn.
It gets dark. Finally, the woman, one of the most active in the yard, encourages the neighbors to gather in a circle and get down to

joint participation in protests.
Territorial residents' assemblies often arise in situations of local or larger protests. Undoubtedly, these initiatives have the potential
to become instruments of direct democracy and democracy. But for this they must become permanent, not temporary institutions and take upon
themselves, to the best of their ability, the functions of self-government, and not just coordination on individual issues.
