November 15th marks the 136th anniversary of the beginning of the so-called
Berlin Conference, also known as the Congo Conference. We would like to remember
it, because this conference laid the foundation for the division of Africa into
colonies. The conference took place at the invitation of Otto von Bismarck in
Berlin from November 15, 1884 to February 26, 1885. Germany established itself as
a colonial power in parts of what is now Namibia, Togo, Cameroon, Kenya,
Tanzania, Burundi and Rwanda. ---- The colonial arrogance to divide Africa
continues to have an effect in many ways to this day. Studies have shown that
regions that were torn apart in this way still suffer much more from civil wars
and are often poorer than others.[1]
Colonial tyranny, which sought to impose dystopian production quotas for rubber,
among other things, by means of whipping and mutilation, turned into capitalist
exploitation in many regions. This neo-colonial exploitation takes various forms,
such as discriminatory trade policies, violent and destructive mining of mineral
resources for the Global North, utilization of drinking water for profit,
exploitation of sewers or displacement of peasants by agribusinesses. It is also
these forms of destruction of natural resources and neo-colonial exploitation
that drive migration processes. The continued colonial tyranny is expressed in
the fact that migrants are criminalized and left to drown.
For the (moral) justification of colonial violence, the "race theory" was
developed and colonial racism was deeply burnt into the self-image of the
colonizers. Colonial racism is also effective to the present day. For wealthy,
white classes, trips to the Global South are common in the context of student
exchange or voluntary service. In the reports about them, people and countries of
the Global South are portrayed in a stereotypical and racist way - consciously or
unconsciously. Some stories even read like colonial travel reports.[2] The first
German Colonial Exhibition of 1896 in Treptower Park is also an expression of
white supremacy thinking. It was also a "Völkerschau," in which the colonized
were "exhibited" in a zoo-like situation. The permanent exhibition
"zurückGESCHAUT", organized by the Initiative Schwarze Menschen in Deutschland
and berlin postkolonial e.V., informs about this.[3,4]
We are in solidarity with the resistance against (neo)colonial domination. Be it
memorial struggles, such as the demands for reparations for colonization as a
whole and especially for the genocide of the Herero and Nama, or demands for
renaming streets and squares. Be it environmental and climate struggles for
indigenous land, such as the North Dakota Access Pipeline in the Wet'suwet'en
area in Canada or the slash-and-burn clearances of the Amazon and the Pantanal
wetlands in Brazil.
We are for the abolition of the neocolonial order to pave the way for
reconciliation and collective responsibility. Our anarchist perspective is
inevitably anti-colonial, anti-religious, anti-capitalist, anti-racist.

- politician, let's get it right - sometimes comes down to tightrope walking and
requires a certain art. The current period gives to see the spectacle of a team
of equilibrists, suspended above the void and balancing between the drying up of
social life and its conflagration. ---- On the one hand, the choice is made of
uncompromising management of the health crisis subject to the imperative of
maintaining profit: work is maintained to avoid any household solvency crisis, of
course, but the law is trimmed to facilitate layoffs, even if it means
precipitating a social crisis which may be explosive in the coming year.
Faced with this, to reduce the incidence of the disease, the representatives of
the bourgeoisie do not resign themselves to abandoning decades of neoliberal
exhaustion of the hospital system, but rather decide to dry up conviviality and
culture with a cover-up. fire and bar closings.
This strategy is counterbalanced by a hackneyed number: that of the internal
enemy, now a "separatist" Muslim , thus substituting for an uncertain war against
the virus the sacred union against Islam. And unfortunately, he found himself a
barbarian to respond, with abjection and terror, to political and media hotties.
The taut rope seems on the point of breaking as the maneuvers of the tightrope
walker are so daring, and we tremble when we see the abyss into which he takes
the risk of everyone and throws us all after him.

The second referendum on the future of New Caledonia, held on October 4, ended in
a failure of the yes to independence. However, the prospect of a break with the
colonial order still has a future. ---- During the first consultation on the
future of New Caledonia, on November 4, 2018, the separatists were able to
celebrate their " glorious defeat " with an unexpected score of 43.3% while the
"loyalists" supporters of the colonial status quo expected that this first
electoral meeting would make it possible to "purge" definitively the claim of
sovereignty of the Kanak people. It did not happen and we were then able to title
"New Caledonia: a pebble in the shoe" in issue 289 of Alternative libertaire.
The Kanak Nation maintains its course: sovereignty
The massive participation of the entire electorate, all trends combined (85.6%)
reveals that both young people and new registrants, as well as the 2018
non-voters, have mobilized. The significant progression of the independence vote
(more than 3 points, with 46.7%) in a rediscovered unity, at least as regards
this electoral meeting, between the FLNKS[1], its various components, and the
USTKE-PT[2]leads to a reduction in the gap in votes between the two camps: from
18,000 in 2018 to around 10,000 in 2020. The results of this second round have
forced the "loyalists" to recognize that the demand for independence had " wind
in their sails " ( dixit Philippe Gomes of the Caledonia party together). All the
more so as a more detailed analysis shows the progression of the yes to
independence in the various non-Kanak communities, including in fiefdoms holding
the status quo, such as Nouméa or Bourail.
Moreover, if it was still needed, once again it has been demonstrated that the
Kanaks (who currently represent only 39% of the total population of the territory
following the various settlement policies) do not only form the most important of
the various communities of the archipelago, but that it is indeed a nation or a
people on its territory as recalled by Daniel Goa, president of the Caledonian
Union in a post-referendum text . The Kanak nation is staying the course to
recover its sovereignty confiscated in 1853, then retracted in the 1960s.
Our Kanak friends have repeatedly shown us that their culture knows how to take
the long term into account ; and some, even before the 2018 deadline, postulated
on a three-step strategy. And if we stick to a mathematical projection of
earnings at the end of current portion deferred to the end extensions of the 3 e
halftime, we get a 50.18% in 2022 ! A near 50-50 with a small gap - oh so
symbolic ! - for the vote in favor of independence. It will be more than a stone
in the colonial shoe: a beautiful large pebble that will prevent walking while
holding on to the current status quo .
AP Photo / Mathurin Dere
Community of fate versus colonial status quo
Of course, such a result would undoubtedly lead to mourning, on the one hand for
a pure and hard French Caledonia, on the other of total independence from Kanaky,
if the notion of complete independence still has meaning in today's global world,
both for France itself and for the future Kanaky. In his time, the independence
leader Jean-Marie Tjibaou had already magnificently summed up the question: "
Sovereignty will give us the right and the power to negotiate interdependencies.
For a small country like ours, independence means carefully calculating
interdependencies ".[3]. Declaring pure and hard independence on the basis of a
nearly equal result would make no sense, especially since the non-Kanak
populations will not leave the territory, which the independence leaders never
have. demanded by taking into account, in remarkable wisdom, the " victims of
history " and their rights to remain in the country.
From now on, third referendum or not - but let us bet that, with the current
favorable breeze, the elected separatists will demand it in six months to better
dig the furrow ! - all the parties have an obligation to succeed and are
condemned to succeed in the project of community of destiny on the basis of the
best possible and acceptable compromise on each side, far from any ethnic clash
of which only the irresponsible can dream. Without concluding, good luck to
arrive safely at the construction of the great Caledonian hut open to others, of
which the Kanak people will be the central mast!
Long live Kanaky - Sovereign New Caledonia ! Oléti (thank you) !

As has been reported, in March 2020 the Dragon Sweater factory in Dhaka,
Bangladesh closed down and laid off 6,000 workers, using the CoViD-19 pandemic as
a pretext. ---- The owners decided to terminate the workers from one day to the
other without severance pay, owed wages and bonus payments. -------- Now the
workers have nothing and therefore depend on food supplies. ---- Most of them are
organized with the Garment Workers' Trade Union Center (GWTUC) and took to the
streets for months. ICL made a call for international solidarity together with
the workers that saw many actions organised across the globe
https://www.icl-cit.org/solidarity-with-dragon-group-workers-spreads-across-the-globe/.
A few weeks ago, the owners agreed to pay half of the amount owed to the workers.
But in the end they didn't pay a penny.Around 300 of them still regularly take
part in protests, others were forced to look for alternative incomes to get by.
GWTUC aims to provide the 300 resisting workers with a daily meal as well as
basic medical treatments.
For each worker 100 tk (taka) are calculated per day; 100 tk = 1€ (~ 1.17USD). To
support all 300 workers around 9,000€ are needed each month.
Therefore the Working Group Asia of the International Confederation of Labour
(ICL) - in coordination with the GWTUCand support of the Free Workers' Union
(FAU) Hamburg and the Industrial Workers of the World (IWW) Hamburg -has
initiated this call for financial solidarity.

The abrupt replacement of president Martin Vizcarra by the president of congress
Manuel Merino has ignited a week of protests in multiple cities in Peru,
including Lima. Peruvians are outraged at what can best be described as a
parliamentary coup, orchestrated by members of congress whose quick resignation
only came after two young protesters lost their lives at the hands of police. As
Peru descends into a state of limbo, with the resignation of Merino, the youth on
the streets relentlessly call for a complete overhaul of the Peruvian
constitution. ---- I spoke with political street artist Buhho, who's part of the
local printmaking movement in Lima, and who has been organizing multiple
interventions through art and action.
Interview Questions:
The coup d'etat in Peru started a series of protests on the streets of multiple
different districts in Peru, including the streets of Lima. Can you describe the
beginning of this movement, and its roots?
Everything began when the Peruvian government began the ousting of Vizcarra (the
previous president). We (the youth on the streets) noticed that Merino and
Alarcon, both members of congress, were going to oust the presidency, by any
means necessary. They were successful, and Merino, who was president of congress,
stepped in as president of Peru. These people represent an outdated obsolete
political class who, united with corrupt people that are only interested in their
own selfish gain, continues to hoard wealth (and resources).
At that point the protests began and they did not stop. On that day, November 9th
there was a protest at Plaza San Martín, which is where we usually get together
to march, and the mobilizations kept escalating, on November there was a call for
a national march, and it was one of the biggest mass mobilizations in the history
of Peru. Today there was a call for another mass mobilization, for which myself
and others are getting ready for right now.
Tell us about the right to insurgency. What is article 46?
This is an article in the Peruvian constitution that first appeared in ‘79, and
has been adapted by a constitutional assembly. The article reads: Article 46-
Usurper Government. Insurgency right. No one owes obedience to a usurping
government, nor to those who assume public functions in violation of the
Constitution and the laws. Residents have the right to insurgency in defense of
the constitutional order. All acts by usurpers are null. And it's this article
that we've been using to legitimize the protests, since the way that Merino was
able to obtain power was through constitutional gaps and speculation of
corruption by the ex president (Vizcarra), which is all still under investigation.
This year, the influence of the pandemic has affected multiple different
communities across the world. How has covid-19 impacted Peru, and how has it
affected the protests and the perspective of the people towards the government?
Peru was one of the first countries to declare a national quarantine and to close
its borders, as soon as the virus got to America. But ironically, we have been
one of the countries most heavily affected. One of the ways covid-19 has affected
us directly, is it showed us the social divides that exist in our country. The
rich have a lot and they are few, the poor have little, and they are many. The
economical model and the improvised authorities and institutions that we have
made it so in just a little bit of time we became one of the countries with the
highest rate of infection. And this happened as there was a change in the
judicial institutions, and during a huge moment of corruption here, the Odebretch
case.
"The rich have a lot and they are few, the poor have little, and they are many."
To summarize Odebretch was a construction conglomerate that orchestrated multiple
bribes to obtain contracts to public property. This case involved multiple
politicians all the way back from 2000 until today. When they came to arrest Alan
Garcia, whose term as president of Peru was one of the worst of the 20th century,
he killed himself. When the pandemic started, the case was left to the side, as
everyone focused on fighting the virus, but this is especially true now since
Merino is only interested in pushing forward laws that benefit him and those he
is in business with. Additionally, they are using the virus to criminalize the
protests and to blame the youth for an inevitable rise in covid cases.
Buhho, your art is phenomenal and shows a lot of political influence,
particularly punk. Can you talk to us a little bit about the role of art, the
artist collectives, graffiti, and insurgence on the streets of Lima right now?
Thank you! And yes I try to include in my art a lot of the conditions that affect
me directly: politics, social movements, and graffiti. When I was younger and
found myself a part of the punk movement in Lima I met a lot of bands and
collectives and read zines that showed a different perspective than the
mainstream media offers here in Peru. I hadn't yet chosen art as a career, nor as
a means to spread autonomy. It was when I started studying at San Marcos that I
found myself surrounded in rebellion and art, which nourished my own sense of
style as well as my ideas. Working in museums I found out about Alfredo Marquez,
who is my friend and someone I refer to a lot when talking about political
Peruvian art.
Art, in that sense, and in all its spectrums, is a way to communicate, and goes
big on protest. There are not many local artists who have remained indifferent to
what's happening in our streets, and most have decided to take action through
their work. Everyone is making posters, taking the streets, spreading knowledge.
Graffiti isn't different in that sense, a few days ago a huge mural was made in
front of the national stadium, calling for insurgence. There's bombs, drops,
stencils, tags all appearing all at once, denouncing Merino.
Why now? What is bringing together youth across different social backgrounds and
conditions in this moment?
Similarly to the Pulpinazo, which was our largest street mobilization until now,
our goal is unchanged: to reject the way these political gangs seek to fill their
pockets while draining the blood of our homeland, to reject the way they use
"democracy" at their own leisure and convenience. We've been through some
difficult moments in this pandemic, and we are indignant to see these politicians
who couldn't care any less about us. On the November 12th mobilization, everyone
came out, adults, youth, children, students, soccer fans, artists, musicians,
religious people, etc. It doesn't matter what race or ideology you are, we are
all united against corruption and will not stop until we are able to build a
country where we are able to have justice and equality.
What are Ternas?
Ternas are a faction within the Peruvian police, they are undercover cops,
dressed as protesters. This faction was created to prevent robbery and
kidnappings, but then started infiltrating mass mobilizations. They go to the
marches and act like civilians, but often turn out to be the ones instigating
violence, so that the police will have an excuse to throw gas and bombs at the
protesters, as well as detaining people. Protest is a human right, and it's
unacceptable that the police use infiltration as a means to achieve their goals.
During this uprising, what words can you offer us from afar? How can we support,
what pages should we follow, etc
Right now, the best way to support is to spread information that comes directly
from those on the frontlines. Show the world what is happening to us, tell them
about our fight. There are a lot of comrades sharing about the brutality of state
repression and police brutality, but also of our art, and of our demands of this
usurper government. Financially there are groups helping protesters hurt, like
the Medical Brigade of Lima, local groups that support the frontlines and our
wounded. I personally want to thank anyone interested in our situation, and in
spreading the news of what's happening in Peru, by whichever ways you can,
wherever you are.
Anything else?
Just thank you for the opportunity to talk about what's happening here in Peru,
the art that is fueling our protests, and the siblinghood that is uniting our
movements. Siempre adelante!

EVERYONE WAS THERE ---- On the one hand young people, students, pupils, workers,

In the midst of a pandemic, we all understand that the state is only interested
in maintaining the privileges and profits of the political and economic elites.
The health of the plebeians is something that does not concern the rulers. Their
only goal is to succeed in intensifying the plunder of nature and society and to
impose more unfavorable conditions of oppression and exploitation. And this is
exactly what they are achieving by imposing on the occasion of the pandemic a
permanent state of emergency in which bills on the environment, labor, unions,
asylum, demonstrations, health, concentration camps, prisons are passed or
legislated by JMC. An emergency situation where with the pandemic vehicle the
cops increase and the doctors decrease. An emergency situation where the virus
gets stuck in squares, parks, beaches, marches and cafes while it does not get
stuck in workplaces, churches and MMMs. An emergency regime where in schools it
does not hang or hangs depending on the permits that parents must obtain.
A permanent state of emergency where the government considers that it can stop
the course of resistance and remembrance for the uprising of November 1973
against the then government. An emergency regime that tries to erase the memory
of November 17, December 6 and every movement of class and social emancipation
from below and rewrite history ... but the ROAD HAS ITS OWN HISTORY!

It is always difficult to protest under conditions of "emergency". In France, as
in other countries, the majority of the population is still in shock and
numbness, intimidated by the "sanitary" terror of those in power. But even in
such difficult times, there are rebellious people who continue to denounce the
growing fascisation of the world. Yellow vests are still in the front ranks of
the outraged. ---- The "central" manifestation of the 105th week of the protest
was held on November 14 in Lille. Despite the fact that it was formally allowed,
its participants had to again experience the blows of police repression. Hundreds
of demonstrators gathered in Republic Square by 13.30. Many participants
expressed their outrage at the "quarantine" measures. "All this is being done in
order to lull the masses all over the world," one of the demonstrators explained
to a reporter. Another participant spoke of "no democracy", "politics for the
super-rich" and "state violence." Another protester explained that the so-called.
"Sanitary" measures have only one goal: to destroy freedom of speech.
During the demonstration that began at 14.00, disagreements arose among the
demonstrators about the tactics of action. One of them, calling for a peaceful
march, was expelled from the column amid whistles and hooting. A few minutes
later, when the short festive mood evaporated, some of the protesters on
Solferino Street decided to deviate from the permitted route and were immediately
attacked by the repressive forces of the state using tear gas. Demonstrators
continued their march, expressing indignation at the actions of the police. On
Pochta Street, some overturned garbage cans and set them on fire, but others
began to put out the fire, demanding "not to discredit the movement." Similar
incidents took place on the rue Brüel-Meson, where a group of demonstrators
clashed with the police. The procession was eventually dispersed by the police.
Several people were captured,

The Parisian authorities this time allowed the declared manifestation of the
"yellow vests" - on condition that it is static, and its participants put on
masks and keep a distance from each other. Demonstrators gathered at 11:00 in
Trocadero, at the Human Rights site in the 16th arrondissement of the capital, to
protest against the government's "quarantine" and emergency security measures.
The event took the form of a meeting. Performances continued until 4:45 pm. At
18.00 the promotion ended

In Nice, not only yellow vests, but also opponents of the forced wearing of
masks, restaurateurs, small traders and artists took part in a demonstration
against the "quarantine". About 1,500 people gathered. They walked from rue
Garibaldi to Place Massena

In Colmar, the "yellow vests" held a rally to mark the second anniversary of the
protest movement. They demanded more social assistance to people suffering from
the current "sanitary" measures of the authorities. Protesters gathered at the

Support the emancipatory struggle of the garment workers in Dhaka by adding a bit
to this campaign. You can donate through the following link:

It is scheduled to end on December 31st!

EVERYONE WAS THERE ---- On the one hand young people, students, pupils, workers,
unemployed, leftists, anarchists ---- And on the other hand tanks, gendarmes,
military, right and various Mr. Pantelides ---- EACH OF THEM WAS TRANSFERRED ----
In the midst of a pandemic, we all understand that the state is only interested
in maintaining the privileges and profits of the political and economic elites.

Protesters gathered at the
Statue of Liberty. "We are here and will not retreat," they said

number of other cities and towns in France.
