Aminata D. Traoré : Since Operation Serval in 2013, we have been reminded that
there is no military solution to an insurgency whose root causes are economic,
political, social and ecological.
Many of those responsible for Operation Barkhane themselves admit that the
solution is not military but political. "Alliance for the Sahel", "Coalition for
the Sahel" ... France's counterterrorism strategies are doomed to failure due to
a biased diagnosis. They lack a solid economic base, in line with the needs for
real development and humanity that the peoples of the Sahel thirst for. It is the
neoliberal policies which condemn entire sections of our society to unemployment
and misery which push young people into the arms of the "jihadists" or to emigrate.
Today, this deadly system has Barkhane as its armed wing and the French
Development Agency (AFD) as its economic arm. "Virtuous" investments - drilling
wells, financing start-ups ... - and others are just sprinkling to seduce
distraught Malians.
The economic fabric and social cohesion have been damaged by the forced opening
of our economies to competition from sometimes subsidized Western products and
Asian products which are ruining local economies. I am thinking of agriculture,
livestock, but also crafts. The calabash, for example, is one of these emblematic
local products, at the same time a container, an object of decoration and a
source of income for peasants and craftsmen, men and women. She is disappearing
with the invasion of plastic objects.
Regarding the absence of the State and public services: we cannot ignore its
disengagement and the privatizations within the framework of the structural
adjustment programs of the IMF and the World Bank. It should come as no surprise
that associations and NGOs, some of which financed by Saudi Arabia, have occupied
the field, where the State is absent and where public services are paying.
But how to "dialogue" with the jihadist leaders ? How can we forget the Aguel'hoc
massacre? Through a "truth-reconciliation"type process ?
At one point or another, the guns have to be silenced. Have France and Germany
not found the path to peace after the two murderous wars they fought in the last
century?
Many Malians who demand the withdrawal of the Barkhane force believed, in 2013,
in a "rapid and effective" war. They do not understand that almost eight years
later hundreds of civilians and soldiers are paying with their lives for a war
whose decision, conduct and means do not depend on us. How can we demand that the
Malian state win this war when the powerful NATO armies have never been able to
do so in other theaters?

Operation Barkhane is very expensive and does not solve anything. So why do you
think it continues?
There are both economic and imperial motivations. As early as 2013, the French
state proved that it was also betting on a return on military investment. After
the battle of Konna[2], around fifty French businessmen and women were seen
landing in Bamako. Medef came to explore, in the wake of Operation Serval,
business opportunities in our country in distress. I know this because a member
of that delegation visited me and told me about it. The economic and commercial
stake is undeniable. Imperial motivation is just as certain.
In this context, what do you expect from the transitional government resulting
from the coup d'état in August ?
I ask myself less questions about this government than about the constraints
placed on it by the "international community" - the Community of West African
States, the African Union and the UN being here. France's Trojan horse.
In his speech to the UN, on September 22, Emmanuel Macron did not declare that he
had asked the junta to reiterate "this need for France's engagement in Mali" as
he said. 'made in Pau then in Nouakchott[3]. It has been reconfirmed he informs.

The transitional authorities therefore have their hands tied as before President
Ibrahim Boubacar Keïta[4]. This is how our democracy, which the "international

including the Covid-19 pandemic - and to make the eighteen months to come the
moment of a political transition based on the certainties and practices of a time
which should be gone.
On the contrary, these eighteen months must be used by Malians to promote a
process of democratization by and for ourselves. We remain vigilant and mobilized.

instrument of progress towards social change, they are hunted down as enemies of
the Revolution and want to attract the attention of the international community.
---- At the end of November 2018, activists of the San Isidro Movement gathered
for the first time to demonstrate in the streets of Havana and in front of the
Ministry of Culture. Their goal: the derogation of the draft decree-law 349
intended to restrict the creativity of any artistic activity on the Island. Since
the beginning of the Movement, our companions from the Libertarian Workshop
Alfredo Lopez in Havana have participated in the mobilizations.
The activists of the campaign against Decree 349 are originally from Havana,
several living in the Alamar district. This district was the scene of an
important movement of alternative art, which tried to coexist with the official
cultural institutions. Cinemas, theaters and art galleries are owned by the
state. In Alamar, the Island's most important hip-hop festival and poetry
festival took place, until one day they were interrupted and finally suppressed
by the Ministry of Culture. One of the members of the San Isidro Movement, Michel
Matos, was the producer of the Rotilla hip hop and electronic music festival, the
most popular event among youth in Havana.
Who are the activists of the San Isidro Movement?
They adopted the name San Isidro after the support shown by the inhabitants of
this homonymous neighborhood, located in the oldest part of Havana. During a
music concert organized to protest against Legislative Decree 349, the artists
were victims of repression by the police, so the inhabitants of the neighborhood
revolted against the police. According to the Constitution, they had the right to
express their discontent. They were advised by Laritza Diversent, a Cuban lawyer
in charge of Cubalex, an independent legal advice office that was forced into
exile after coming under pressure from State Security.
The San Isidro Movement has no visibility in Cuba, because television, radio and
the press belong to the state. The only information the official media picks up
on are accusations against the activists calling them counterrevolutionaries
working for the CIA. Nothing new in the treatment of dissent.
The dissemination of their activities is done through the Internet or by mobile
phone. Artists who participate in events are systematically harassed by State
Security, especially with a constant police presence. Thus, the public which
wishes to support them is discouraged by fear of reprisals and ends up
withdrawing, or else this same State Security gives false information concerning
the date and the times of the events, in order to confuse the public. However,
thanks to the campaign against Decree 349, they achieved a great media stunt:
people followed them on social networks, and if many were afraid to join their
protests, they approved their action by greeting them in the street. .
The success of the cultural policy of the Revolution, initiated in 1959 by Fidel
Castro, lies largely in the fact that it has managed to divide the artistic and
intellectual community. However, the announcement of Decree 349 generated such
massive discontent that, for the first time, a group of young people linked to
state institutions supported the protest of independent artists. About thirty
young people signed a letter requesting a meeting with the Minister of Culture,
the objective of which was to review and rewrite the decree-law. Although
independent artists, demand the total waiver of the bill. This gesture of
solidarity was an unprecedented event. In addition, they requested a meeting with
the ministry, but were initially ignored. This is part of the government's
strategy to discredit the legal existence of dissidents. However, these young
people were received by the Deputy Minister of Culture, but the meeting did not

For the artists united against Legislative Decree 349, it was clear that the
Cuban government did not want the existence of art independent of the state. We
had proof of this, with the abolition of the hip-hop and poetry festivals
mentioned above, but above all that of the Havana Biennale and the Festival of
Young Cinema. Therefore, Decree 349 was the official response to this type of
event. It was a declaration of war for the artists, the government did not expect
such popular rejection in response. The demonstration, that is to say a peaceful
presence of art in front of the most important institution of culture, was their
last resort to prevent the entry into force of the decree, on December 7, 2019.
Harassment, threats, arrests followed one another throughout the campaign, not
only after the summons to the Ministry of Culture. For example, the San Isidro
Movement tried to perform a collective meditation in a public park, but all the
artists attending the meeting were surrounded by police. Several were held for
hours. For the Cuban government, dissent is not recognized as a right, therefore,
anyone who protests against an official purpose is considered a delinquent and
filed in a CR (counter-revolutionary) file. This stigma lasts for life.
The short time they were in prison showed that the international repercussions
had been significant, and that the government was concerned about the
implications of the crackdown. The official response was given through a
television program, where the authorities justified the need to apply Decree 349.
However, it was said that the entry into force of this decree would not take
place in immediately, and that the norms should be reviewed and discussed. For
the movement, this represented a victory. But, to hope that the Cuban government
recognizes a mistake publicly is a utopia, because there is too much arrogance on
its part, for fear of losing absolute control over the population.
A hunger strike and its consequences
Between November 9 and 19, authorities again arbitrarily detained and harassed
large numbers of members of the San Isidro movement, often repeatedly. Members of
the movement, which includes artists, poets, LGBTI activists, academics and
independent journalists, have protested in recent days against the jail of rapper
Denis Solis Gonzalez. Denis Solis was arrested on November 9 and, on November 11,
he was tried and sentenced to eight months in prison for "contempt", an offense
incompatible with international human rights law. He is being held in Valle
Grande, a high security prison located on the outskirts of Havana.
After a week of hunger and thirst strike, the state of health of members of the
San Isidro movement who demand the release of Denis Solis is worrying. Many
people posted messages of support and called on social media to quit the strike
with phrases like "We want you alive".
Luis Manuel Otero Alcántar and fourteen other Cubans were expelled Thursday
evening from the headquarters of the San Isidro Movement in Havana for an alleged

As anarchists, we feel obliged to show solidarity with the struggles of the
oppressed for self-determination and climate justice - no matter whether they
take place here in the Dannerode and Hambach forests, in the Rhineland coal mines
or in the forests and valleys of Wallmapu.
For us, this means above all to draw attention to the struggles that normally
elude a European-centered view of the world and to make sure that the voice of
those fighting is heard. We believe that the publication of the FAS statement,
which unfortunately we were not able to read out on the climate strike as
planned, is a first step towards this goal, even though it cannot of course
replace the voice of the people in Wallmapu itself. We hope that in the future we
will therefore be able to publish other statements of the Mapuche communities
themselves.

than a decade. Militarization in the areas and the death toll recorded by Mapuche
communities is increasing year by year. Among the dead are also the victims of
so-called "corporate killings" committed in complicity with the state and its
institutions. Behind them lies the murder of indigenous territory defenders, as
was the case with the femicide of Mapuche activist Macarena Valdés (2).
This year, the government of Sebastian Piñera (3) used the pandemic to attack the
Mapuche indigenous territory and to bring a wave of racism to the streets,
supported by the ultra-right sectors of society and corporate bosses, especially
in the forestry and trucking sectors, a situation that justifies further
repression in order to expand their projects of resource plunder (4).
Meanwhile, Mapuche political prisoners resist with hunger strikes in the prisons
and demand that fair trials be held and their ideology respected.
However, this situation does not only occur on Mapuche territory, because since
the time of the European invasion, the Chilean region, like other areas of Latin
America, has been the subject of looting and expropriation. Its function in the
gear of the world economy was that of a basket of natural resources for the
industries of the first world.
Over the decades, the situation has not changed. Agriculture, mining and forestry
are the activities that maintain this society and at the same time condemn it.
Real sacrifices have been made for capital in the Chilean region. There are areas
where destruction, contamination and literally death reign. Both human and
non-human nature is at the mercy of the reproduction of money. To name but a few
of the areas affected: Puchuncaví Quintero, Tocopilla, Coronel and many others.

Libertarian alternative : Eight years of insurgency and counter-insurgency

advocate to get out of this cycle?
Aminata D. Traoré : Since Operation Serval in 2013, we have been reminded that
there is no military solution to an insurgency whose root causes are economic,
political, social and ecological.
Many of those responsible for Operation Barkhane themselves admit that the
solution is not military but political. "Alliance for the Sahel", "Coalition for
the Sahel" ... France's counterterrorism strategies are doomed to failure due to
a biased diagnosis. They lack a solid economic base, in line with the needs for
real development and humanity that the peoples of the Sahel thirst for. It is the
neoliberal policies which condemn entire sections of our society to unemployment
and misery which push young people into the arms of the "jihadists" or to emigrate.
Today, this deadly system has Barkhane as its armed wing and the French
Development Agency (AFD) as its economic arm. "Virtuous" investments - drilling
wells, financing start-ups ... - and others are just sprinkling to seduce
distraught Malians.
The economic fabric and social cohesion have been damaged by the forced opening
of our economies to competition from sometimes subsidized Western products and
Asian products which are ruining local economies. I am thinking of agriculture,
livestock, but also crafts. The calabash, for example, is one of these emblematic
local products, at the same time a container, an object of decoration and a
source of income for peasants and craftsmen, men and women. She is disappearing
with the invasion of plastic objects.
Regarding the absence of the State and public services: we cannot ignore its
disengagement and the privatizations within the framework of the structural
adjustment programs of the IMF and the World Bank. It should come as no surprise
that associations and NGOs, some of which financed by Saudi Arabia, have occupied
the field, where the State is absent and where public services are paying.
But how to "dialogue" with the jihadist leaders ? How can we forget the Aguel'hoc
massacre? Through a "truth-reconciliation"type process ?
At one point or another, the guns have to be silenced. Have France and Germany
not found the path to peace after the two murderous wars they fought in the last
century?
Many Malians who demand the withdrawal of the Barkhane force believed, in 2013,
in a "rapid and effective" war. They do not understand that almost eight years
later hundreds of civilians and soldiers are paying with their lives for a war
whose decision, conduct and means do not depend on us. How can we demand that the
Malian state win this war when the powerful NATO armies have never been able to
do so in other theaters?

Operation Barkhane is very expensive and does not solve anything. So why do you
think it continues?
There are both economic and imperial motivations. As early as 2013, the French
state proved that it was also betting on a return on military investment. After
the battle of Konna[2], around fifty French businessmen and women were seen
landing in Bamako. Medef came to explore, in the wake of Operation Serval,
business opportunities in our country in distress. I know this because a member
of that delegation visited me and told me about it. The economic and commercial
stake is undeniable. Imperial motivation is just as certain.
In this context, what do you expect from the transitional government resulting
from the coup d'état in August ?
I ask myself less questions about this government than about the constraints
placed on it by the "international community" - the Community of West African
States, the African Union and the UN being here. France's Trojan horse.
In his speech to the UN, on September 22, Emmanuel Macron did not declare that he
had asked the junta to reiterate "this need for France's engagement in Mali" as
he said. 'made in Pau then in Nouakchott[3]. It has been reconfirmed he informs.

The transitional authorities therefore have their hands tied as before President

including the Covid-19 pandemic - and to make the eighteen months to come the

On the contrary, these eighteen months must be used by Malians to promote a

are young and Cubans, they believe that freedom of expression can be an
instrument of progress towards social change, they are hunted down as enemies of
the Revolution and want to attract the attention of the international community.
---- At the end of November 2018, activists of the San Isidro Movement gathered
for the first time to demonstrate in the streets of Havana and in front of the
Ministry of Culture. Their goal: the derogation of the draft decree-law 349
intended to restrict the creativity of any artistic activity on the Island. Since
the beginning of the Movement, our companions from the Libertarian Workshop
Alfredo Lopez in Havana have participated in the mobilizations.
The activists of the campaign against Decree 349 are originally from Havana,
several living in the Alamar district. This district was the scene of an
important movement of alternative art, which tried to coexist with the official
cultural institutions. Cinemas, theaters and art galleries are owned by the
state. In Alamar, the Island's most important hip-hop festival and poetry
festival took place, until one day they were interrupted and finally suppressed
by the Ministry of Culture. One of the members of the San Isidro Movement, Michel
Matos, was the producer of the Rotilla hip hop and electronic music festival, the
most popular event among youth in Havana.
Who are the activists of the San Isidro Movement?
They adopted the name San Isidro after the support shown by the inhabitants of
this homonymous neighborhood, located in the oldest part of Havana. During a
music concert organized to protest against Legislative Decree 349, the artists
were victims of repression by the police, so the inhabitants of the neighborhood
revolted against the police. According to the Constitution, they had the right to
express their discontent. They were advised by Laritza Diversent, a Cuban lawyer
in charge of Cubalex, an independent legal advice office that was forced into
exile after coming under pressure from State Security.
The San Isidro Movement has no visibility in Cuba, because television, radio and
the press belong to the state. The only information the official media picks up
on are accusations against the activists calling them counterrevolutionaries
working for the CIA. Nothing new in the treatment of dissent.
The dissemination of their activities is done through the Internet or by mobile
phone. Artists who participate in events are systematically harassed by State
Security, especially with a constant police presence. Thus, the public which
wishes to support them is discouraged by fear of reprisals and ends up
withdrawing, or else this same State Security gives false information concerning
the date and the times of the events, in order to confuse the public. However,
thanks to the campaign against Decree 349, they achieved a great media stunt:
people followed them on social networks, and if many were afraid to join their
protests, they approved their action by greeting them in the street. .
The success of the cultural policy of the Revolution, initiated in 1959 by Fidel
Castro, lies largely in the fact that it has managed to divide the artistic and
intellectual community. However, the announcement of Decree 349 generated such
massive discontent that, for the first time, a group of young people linked to
state institutions supported the protest of independent artists. About thirty
young people signed a letter requesting a meeting with the Minister of Culture,
the objective of which was to review and rewrite the decree-law. Although
independent artists, demand the total waiver of the bill. This gesture of
solidarity was an unprecedented event. In addition, they requested a meeting with
the ministry, but were initially ignored. This is part of the government's
strategy to discredit the legal existence of dissidents. However, these young
people were received by the Deputy Minister of Culture, but the meeting did not
give favorable results. At first glance, the demonstration in front of the
Ministry of Culture punctually targeted Decree 349, but it is fairer to consider
that over the years it has been the catalyst for a growing feeling of frustration
with a policy of ban and censorship ...
For the artists united against Legislative Decree 349, it was clear that the
Cuban government did not want the existence of art independent of the state. We
had proof of this, with the abolition of the hip-hop and poetry festivals
mentioned above, but above all that of the Havana Biennale and the Festival of
Young Cinema. Therefore, Decree 349 was the official response to this type of
event. It was a declaration of war for the artists, the government did not expect
such popular rejection in response. The demonstration, that is to say a peaceful
presence of art in front of the most important institution of culture, was their
last resort to prevent the entry into force of the decree, on December 7, 2019.
Harassment, threats, arrests followed one another throughout the campaign, not
only after the summons to the Ministry of Culture. For example, the San Isidro
Movement tried to perform a collective meditation in a public park, but all the
artists attending the meeting were surrounded by police. Several were held for
hours. For the Cuban government, dissent is not recognized as a right, therefore,
anyone who protests against an official purpose is considered a delinquent and
filed in a CR (counter-revolutionary) file. This stigma lasts for life.
The short time they were in prison showed that the international repercussions
had been significant, and that the government was concerned about the
implications of the crackdown. The official response was given through a
television program, where the authorities justified the need to apply Decree 349.
However, it was said that the entry into force of this decree would not take
place in immediately, and that the norms should be reviewed and discussed. For
the movement, this represented a victory. But, to hope that the Cuban government
recognizes a mistake publicly is a utopia, because there is too much arrogance on
its part, for fear of losing absolute control over the population.
A hunger strike and its consequences
Between November 9 and 19, authorities again arbitrarily detained and harassed
large numbers of members of the San Isidro movement, often repeatedly. Members of
the movement, which includes artists, poets, LGBTI activists, academics and
independent journalists, have protested in recent days against the jail of rapper
Denis Solis Gonzalez. Denis Solis was arrested on November 9 and, on November 11,
he was tried and sentenced to eight months in prison for "contempt", an offense
incompatible with international human rights law. He is being held in Valle
Grande, a high security prison located on the outskirts of Havana.
After a week of hunger and thirst strike, the state of health of members of the
San Isidro movement who demand the release of Denis Solis is worrying. Many
people posted messages of support and called on social media to quit the strike
with phrases like "We want you alive".
Luis Manuel Otero Alcántar and fourteen other Cubans were expelled Thursday
evening from the headquarters of the San Isidro Movement in Havana for an alleged
crime of spreading the Covid-19 epidemic, according to Cuban state media. The

As anarchists, we feel obliged to show solidarity with the struggles of the
oppressed for self-determination and climate justice - no matter whether they
take place here in the Dannerode and Hambach forests, in the Rhineland coal mines
or in the forests and valleys of Wallmapu.
For us, this means above all to draw attention to the struggles that normally
elude a European-centered view of the world and to make sure that the voice of
those fighting is heard. We believe that the publication of the FAS statement,
which unfortunately we were not able to read out on the climate strike as
planned, is a first step towards this goal, even though it cannot of course
replace the voice of the people in Wallmapu itself. We hope that in the future we
will therefore be able to publish other statements of the Mapuche communities
themselves.
At the same time, we hope that this first important text will be disseminated and
draw attention to the Mapuche struggle. This is the only way to strengthen and
unite the struggles against the climate crisis caused by capitalism across
national borders in the future.

The Mapuche people have historically resisted the introduction of extractivism
(1). They resisted the European invasion with struggle and war, and they continue
to resist today in the face of the expansion of the plundering economy in Wallmapu.
While fascism and extractivism are advancing throughout the entire Latin American
continent, while at the same time various infrastructure projects are being
expanded for the sole purpose of looting and pillaging, the Chilean state is
pursuing a policy of repression and political persecution of the Mapuche,
especially in Wallmapu, where a low-intensity war has been developing for more
than a decade. Militarization in the areas and the death toll recorded by Mapuche
communities is increasing year by year. Among the dead are also the victims of
so-called "corporate killings" committed in complicity with the state and its
institutions. Behind them lies the murder of indigenous territory defenders, as
was the case with the femicide of Mapuche activist Macarena Valdés (2).
This year, the government of Sebastian Piñera (3) used the pandemic to attack the
Mapuche indigenous territory and to bring a wave of racism to the streets,
supported by the ultra-right sectors of society and corporate bosses, especially
in the forestry and trucking sectors, a situation that justifies further
repression in order to expand their projects of resource plunder (4).
Meanwhile, Mapuche political prisoners resist with hunger strikes in the prisons
and demand that fair trials be held and their ideology respected.
However, this situation does not only occur on Mapuche territory, because since
the time of the European invasion, the Chilean region, like other areas of Latin
America, has been the subject of looting and expropriation. Its function in the
gear of the world economy was that of a basket of natural resources for the
industries of the first world.
Over the decades, the situation has not changed. Agriculture, mining and forestry
are the activities that maintain this society and at the same time condemn it.
Real sacrifices have been made for capital in the Chilean region. There are areas
where destruction, contamination and literally death reign. Both human and
non-human nature is at the mercy of the reproduction of money. To name but a few
of the areas affected: Puchuncaví Quintero, Tocopilla, Coronel and many others.
