The reference in thetitle, to the notorious 90s chocolate bar rebranding, is certainly not a creativefeat, but a stepping stone on the part of the Ampel coalition: inside, which hadto be changed at this point. Hartz IV will soon be called Bürgergeld, which isjust off the mark because Hartz IV is officially not called Hartz IV at all, butunemployment benefit II, or ALG II for short, or in the best official German"Benefits to secure livelihoods according to the Social Security Code II". Inother words, the renaming acrobatics of the soon-to-be coalition: inside iseuphemistically similar to the attempt to rename swaths of cow dung into "countryair", while all the affected noses will still have to think of shit.NEW FRAMING OF OLD COMPULSIONAnd that, apart from the name, nothing serious will change substantially from thenew coalition agreement. The focus is still on activation for the labor market,on obligations to cooperate and consequently sanctions will continue to beadhered to, even if these are to be suspended for one year until the planned newregulation of the law. However, the planned moratorium is more likely to be owedto the fact that the previous government, following the constitutional courtruling of 2019, has slept through a new legal regulation of the sanctions so far,so these are currently legally on clayey feet.Anyone who hopes that the newly formed traffic light coalition will in principlesay goodbye to the inhuman practice of cutting the already low subsistence levelin the event of disobedience could be surprised negatively next year. It is muchmore likely that the compulsion to apply for poorly paid jobs under adverseworking conditions or to take part in pointless employment activities willpersist. Only the details of the implementation will adapt to the basic judgmentfrom Karlsruhe.Nothing fundamental will change in terms of the too low rate of benefits itself,which has been sliding along the unconstitutional for years. Contrary to thepromises of the Greens, who wanted to make an increase of at least 50 the stopline, only the ridiculous 3 increase, which the outgoing government had alreadydecided, will come. This means that the current increase is light years away frombeing able to compensate for the latest price increases or the additional burdencaused by the necessary purchase of corona hygiene items. Not to mention ensuringa needs-based livelihood security that enables the recipients to participatesufficiently in society. Because to calculate that with 449 a month you won'tget very far these days,there is really no need for rocket scientists. Demandsfrom trade unions, social associations and affected organizations for a standardrate of at least 600 unfortunately went unheard.QUASI-SUBSIDIES FOR LOW-PAID JOBSThe only thing that recipients can look forward to is the planned improvement foradditional earnings. Previously, all incomes over 100 had to be offset againstthe standard benefits. In the future, higher allowances and theirindividualization within benefit communities should make additional income andthus accepting a (part-time) job more attractive. But even if the plannedexpansion of earning opportunities could improve the acute situation of manyunemployed people, there remains the worrying downside of a broad quasi-subsidyfor low-paid jobs and irregular employment relationships. This will cement thesteadily growing share of those jobs in the labor market that, taken bythemselves, cannot guarantee a livelihood.In other words, the jobs that youcannot live on are becoming the rule for more and more people than they are theexception. Is that what Olaf Scholz and the SPD meant by the "respect" thatpeople would "deserve"?It remains a mystery where the two million additional jobs will come from, whichwould actually be needed in order to be able to offer a job to all unemployedpeople. That should be the prerequisite, one might think, in order to justify thecontrol that is often hidden behind the terms "activation", "duty to cooperate"and "sanctions". Or vice versa, how can a good 3 million unemployed besuccessfully pushed into almost 1 million vacancies? This point, of course,remains open, as do many details, which can only be used to determine whether theintroduction of the so-called citizens' allowance offers any improvement forthose affected, for example in the case of the announced basic childbenefits.Because if the benefit rate is not noticeably higher than the previouschild benefit and the previous basic security rate, it is difficult to see howthe situation of children affected by poverty would be improved by mergingchild-related benefits. However, the coalition agreement has so far been silentabout numbers. And it is well known that it is difficult to live on declarationsof intent alone.RESISTANCE AND SOLIDARITY WITH ALL CONCERNED!The conclusion is accordingly sobering. The only sensible reaction to this"reform" is like its predecessor Hartz IV: Resistance and solidarity with allthose affected! Against compulsion to perform, alienated work andde-solidarization! For true occupational freedom, a truly inviolable dignity forall people and the good life for everyone! With this in mind, the HeidelbergSyndicate, for example, is intensifying its efforts to provide initial counselingfor unemployed people based on solidarity and sounding out the options forsuitable campaigns.
