Report from the 12th National Congress of Delegates and Delegates of OZZ Employee
Initiative ---- On Saturday and Sunday, March 12 and 13, the 12th NationalCongress of Delegates and Delegates of the OZZ Employee Initiative took place.150 people took part in it, including 89 delegates and female delegatesrepresenting 47 IP committees. During the congress, members and members of theNational Commission, the National Audit Committee and the National ReconciliationCommission were elected, and a number of important resolutions were adopted. Themost important challenges faced by the trade union movement were also discussed.The congress began with the presentation of the reports of the outgoing NationalCommittee. Since the congress in 2019, our Union has gained about 2,000 newmembers and members, as well as 40 new basic organizations, including - which isan important novelty - youth. Initiative Committees are more and more oftenestablished in industries considered hostile to trade union activities, e.g. inlogistics and industry. Thanks to the formula of the environmental commission,more and more often organizations appear in those industries where it isdifficult to create formal union structures, an example of which is: theEnvironmental Commission of Bodyguards and Porters and the EnvironmentalCommission of Workers and Domestic Workers.The outgoing National Commission actively maintained cooperation withinternational organizations, organized numerous trainings, regularly published anewsletter and prepared a number of publications on specific topics. In recentyears, the activities of the legal group have also developed and its compositionhas grown. The financial statements show that the Union's situation is stable.The Audit Committee positively assessed the activities of the outgoing NationalCommittee, and the Delegates and Delegates granted it a vote of approval.Later in the congress, important resolutions for the functioning of theassociation were adopted. A provision was adopted allowing for the submission ofmembership declarations in an electronic form and for conducting online andcirculating inns and meetings. The period of the pandemic has shown that suchsolutions can be a great help in the ongoing work of individual committees.The second important decision made by the Delegates and the Delegates was theestablishment of the National Reconciliation Commission, "upholding theprinciples of union solidarity, mutual respect and friendly assistance,preventing the occurrence of undesirable conflicts and violence within the Union"and striving "to restore safe conditions for functioning for all members andmembers of the Union. and the effectiveness of the Association's activities ".Voting on this resolution was accompanied by a broader discussion on the powersvested in this body. In the version finally adopted, the disciplinary tools wereabandoned, but the voices on this issue were very divided. The issue of thesafety of all union members and counteracting violent behavior within unionstructures is very important,The draft of extending the composition and term of office of the NationalCommittee to four years was also discussed, but it was rejected.An important part of the first day of the session was the election of new membersto the National Committee, the National Audit Committee and the NationalReconciliation Committee.It was decided to enlarge the composition of the CC and create new functions,important from the perspective of the development of the union. The draft resolution assuming an increase in membership fees to 6, 7or 8 zlotys was passed - depending on the decision of the committee. It isassumed that committees in higher earning companies and industries will transfera higher contribution to the National Commission. It was also reminded that thisis only part of the fee, and the committees should collect larger amounts andcreate their own financial independence. The suggested total premium is PLN 16.It was also decided to establish common rules for all basic organizational unitsof the Union for determining the date of membership.After intensive deliberations, the delegates and delegates went to the informaland integration part at the Mlodsza Siostra club-cafe.The second day was marked by discussions about the current world situation andthe struggles carried out in individual workplaces. Thanks to the presence ofguests from friendly trade unions from France (Union Syndicale Solidaires), Italy(Si Cobas Lavoratori Autorganizzati and Adl Cobas), Sweden (SAC Syndikalisterna)and Spain (CGT Confederación), we were able to talk about their experiences inthe fight for the rights of migrant workers. Ruslana Poberezhnik and OksanaHorlenko from the Environmental Commission of Workers and Domestic Workers spokeabout the situation of Ukrainian workers in Poland and how it may change due tothe outbreak of the war and how to protect Ukrainian workers and workers fromexploitation.In the second part of the day, we talked about the strategies developed bycommittees from plants that entered into collective disputes with employers.Representatives of Avon, Jeremias, Cooper Standard, Brama Grodzka Center and theInter-Enterprise Committee of Medical and Qualified Guardians shared theirexperiences in the ongoing - or already completed disputes. It was also a time todiscuss problems that affect many industries. Amazon delegates talked about thesituation of workers employed by a temporary employment agency. Representativesof the Lódz Environmental Commission pointed to the problems of young people whocombine studies with work, including junk contracts or working conditions ingastronomy. A delegate of the Environmental Commission of Bodyguards and Portersdescribed the effects of outsourcing in this industry, especially problems withrecovering due remuneration from dishonest companies.
