The congress of the CGT-Metallurgie federation revealed the progress of the
debate in favor of "industrial unions". It's positive... but what does it mean?---- In February, the 42nd congress of the Federation of Metalworkers (FTM-CGT)was held in Montpellier. Among the subjects on the agenda, the most interestingwas that of the development of "local metal unions". Behind this formula, theobjective is to merge all the CGT unions of the metals of the same locality, andto attach to this single union the isolated members. To do this is to engage in"industrial" or "branch unionism", already mentioned in AL [1]. Instead of havingunions in each company in the area, we would thus have "the education union ofPoitiers", "the construction union of Belfort", "the metal union of Orléans", etc.This organization differs both from unionization by profession and fromunionization by company, which are not able to counter the evolution ofcapitalism, nor to reorganize the production of each industry, which is theobjective of revolutionary unionism.Branch unionism can bring together beyond the statutes (employees, temporaryworkers, auto-entrepreneurs, etc.) and beyond the size of the companies. It wouldallow an implantation in VSEs. At a time when we regularly change companies, itwould also allow us to stay in the same union.Pool resourcesBranch unionism was dominant until the 1930s. Then, after 1945 and, above all,after 1968, it was supplanted by the company union model, dedicated to socialdialogue with employers. It is therefore a question of returning to an earlier form.For the "local metal unions" advocated at the congress to be able to work, theunions of large companies would have to adhere to the approach, accept theirtransformation into a local union, merge with unions of subcontractors,neighboring SMEs, welcome all and all the local metallurgy union members arepooling their resources, broadening the agenda of their meetings... It would bequite a cultural revolution. But the approach is positive.This is a first step, and it can be based on the experience of local unions thatalready exist here or there. At the podium, each party sent itself to the head ofaccusations of embezzlement and bureaucratic maneuvers.
