Comrades from ASF-IWA will be attending this, the 28th International Congress of
the IWA, as delegates bringing the decisions of our federation to theinternational. ---- What is federation? How do we organise? ---- In the words ofComrade LK: ---- "Briefly, federation is a form of organisation that allows largenumbers of people to organise on the basis of equal decision making and genuineparticipation. This is the preferred form of anarchist, and thereforeanarcho-syndicalist, organisation. ---- In a federation power remains at thebase, in the assemblies. The assembly is the place where discussion occurs andagreements are made in a face to face situation, with all those involved beingable to raise issues, have their voices heard and take an equal part in thedecision making process. The decisions of the assembly are carried through ortaken to other groups by a delegate. The delegate is given a specificresponsibility by the assembly. They are not an executive or a representative.They cannot make decisions on the assembly's behalf, instead they carry out thetasks delegated and report back to the assembly. When a delegate is sent to ameeting of delegate from other assemblies, she or he presents the position orpositions (often decided from a previously circulated agenda) and any relevantinformation.The delegates discuss the information and positions from the assemblies, thencome up with a synthesis of the positions of the assemblies, or a number ofpositions. These decisions and information from the other delegates then isbrought back to the assemblies by the delegates for further discussion andratification of decisions. Thus information and decisions pass both ways betweenthe different constituents of the federation from local assemblies, throughregional meetings of delegates to continental and international congresses, and back.Collective action achieves more than individual action. Organised activityimplies a threat to power in society. Individuals and small, isolated groups neednever face the ramifications of their beliefs precisely because they never becomea threat. Ultra-leftist violence is often the result of being small, ineffectualand isolated with no community support. Genuine anarchist organisations are theplace where empowerment and equality are possible, where divisions can betranscended, where attitudes and practices such as sexism and racism areconfronted and surmounted. If anarchist organisations are not confronting these,then they aren't anarchist. Anarcho-syndicalists consider that we cannot organisethe future society without organisation, assemblies, delegation, federation,where equal decision making is possible. This organisation will have to, and can,cope, for example, with the concentration of large numbers of people in cities.The prospect of a world of small communities of like-minded people does not cometo terms with this actuality.
