podcast. This is episode 67. What interested us last week? ---- Listen onSoundCloud ---- "Laws of War" and Amnesty International ---- The report of thehuman rights organization "Amnesty International" on the tactics of the Ukrainianarmed forces during the war unleashed by the Kremlin on the territory of Ukrainecaused a great discussion. You can even say that the scandal caused, people quit,and that's it. ---- So, on August 4, Amnesty published a report in which itconcluded that the UAF violated the "laws of war" and "international humanitarianlaw" because they deployed military units on civilian targets. Separately, it wasemphasized that this does not in the least justify Russia, but all the same,Ukraine is also wrong. This report outraged many, because it seems to beincorrect to accuse the defending side of war crimes.We said earlier in our podcast that war itself is a crime, from beginning to end.Therefore, it seems rather pointless to criticize Amnesty International fordocumenting some specific not very beautiful actions of the Russian or Ukrainianmilitary. Let them document - it's their job to record such facts. Most likely,these same facts do take place, but this does not change the fact that Russia isthe aggressor and initiator of this war. Well, the fact that this report wasdistorted and used by the Kremlin propaganda, well, it distorts everything in theworld and uses it for its own purposes.The most important thing: there are no "laws of war", there is no "beautiful warthat goes according to all the rules." When a war starts, it pulls everythinginto a downward spiral of violence and cynicism. We must not forget about this,and the Amnesty report rather helps here, we just need to make allowances forthis beautiful-hearted desire of them "so that the parties do not violate thelaws of war." The parties (both Kyiv and Moscow) will do everything to win thewar, it would be strange if they did something else. It is necessary to strivenot for a "war according to the rules", but for the fact that there are no wars.Wars, as it is easy to see, are unleashed by states - by no means ordinaryUkrainians or residents of Russia.Russian passport as a black markBy the way, about ordinary residents of the Russian Federation. This week,Ukrainian President Zelensky proposed to stop issuing tourist Schengen visas toRussians - because "the inhabitants of a terrorist country should not sunbathe inMediterranean resorts." This idea was supported by several European governments(mostly countries bordering Russia by land), and it seems that it will even bediscussed in the European Parliament. There are very few chances for such adecision to be taken by the whole of Europe, but nevertheless, this proposal initself, as expected, caused a storm of discussions. And condemnations.Much has been said about the injustice of collective responsibility. And aboutthe fact that Zelensky himself in 2011-2013, when there were mass protestsagainst the Putin regime in Russia, made money by creating entertainment contentfor Russian TV. And about the fact that, of course, it is easier for Europeangovernments to earn political points by stopping the issuance of visas toordinary Russians than to stop paying Putin billions for oil and gas. But thesebillions go just to finance the war.It is also important that tourist visas are one of the few realistic ways toevacuate from Russia those who do not want to live under this regime, or thosewho are threatened with repression. Zelensky, of course, offered to give refugeestatus to those Russians who are persecuted in Russia. But in reality, it is mucheasier to get a tourist visa than a refugee status - all the more, in order toget it, you need to somehow find yourself in a European country that is ready toaccept you. So what is "closing the borders from the outside", of course, willhit hard on the opponents of the regime inside the Russian Federation.On the other hand, one can understand that Ukrainians (and not only Ukrainians)are very infuriated to watch rich tourists from Russia, who, as if nothing hadhappened, wallow on the beaches of Greece or get drunk in the bars of Barcelona.It is also true that the ban on Schengen visas will really hit Putin hard, as itwill disappoint and shock a rather important segment of the population for him:those who somehow profit under the roof of the Kremlin, and then spend this moneyin prestigious Europe. An interesting point of view was expressed by VladimirPlatonenko in his column on avtonom.org: that such a ban is in some sense like alid on a boiling kettle. The fewer opportunities for those dissatisfied with theKremlin to flee to Europe, the more actively these dissatisfied will fightagainst the Kremlin from within Russia. This, of course, is cynical, but it isdifficult to argue.In any case, it is interesting to see how purely symbolic things like stateborders turn into an instrument of large-scale pressure.For anarchist analysis, any statements by European politicians in the spirit of"visiting Europe is a privilege, not a right" are also curious. It is veryclearly seen here how many of them still have a colonial consciousness in theirheads: here is great Europe, the crown of creation, but there is the rest of theworld, and its inhabitants should be grateful that they are generally allowed onthe doorstep. Here, these politicians differ little from those very Russianbourgeoisie who seek to drink the stolen goods in the nightclubs of theMediterranean."Elections" in the concentration campAs you may have noticed, different authors of our podcast have different opinionsabout participation in municipal elections in modern Russia. Of course, I thinkthat "elections" in a concentration camp (or an authoritarian quasi-fascistdictatorship) are completely meaningless: it's just a performance.And just then, on August 9, another confirmation came. Yulia Katsenko was anindependent candidate for the municipal deputies of Moscow from constituency No.1. She collaborated with Mikhail Lobanov and other oppositionists who are tryingto play with the government according to its rules. At the same time, she workedin some fund of Sberbank. And here's a surprise: the security service of thissame fund put Yulia before a choice - either she withdraws from the elections orquits. Unexpected, right? And this is still a rather light version of pressure,as you understand. The state still has a lot of options on how to prevent evensuch an almost systemic opposition. The front facade of Putin's authoritarianismwas not created for that, so that some third-party people would make decisions there.In general, dictatorships are not overthrown in elections.In which country are anti-fascists persecuted?This week a strange story happened in Krasnoyarsk. Two young antifas werearrested either for "preparing to set fire to the military commissariat" or for"robbery". Read the details on our website, but so far everything looks like theguys were denounced by some of their muddy friend. He moved in the subculture andcommunicated with both antifa and the right. Most likely, the Krasnoyarsk copsdecided to improve the statistics due to these showdowns.It is now known that at least one of the detainees, Daniil Ivanov, was beatenafter his arrest and forced to sign a confession. It is worth recalling that not so long ago the publishing house "RadicalTheory and Practice" published the book "Being a Skinhead. The Life of theAnti-Fascist Socrates". This is a collection of memoirs about the anarchist andanti-fascist Alexei Sutug, nicknamed Socrates. He died on September 1, 2020.This book is an attempt to preserve the memory of a man who did a lot for theanti-fascist movement, and of what the time really was, which is now called the"well-fed zero". Socrates was a participant in environmental camps and streetwars with the far right. A man who, after the murders of anti-fascists, began toguard punk concerts and rallies - and served two political terms.
