After 100 days of negotiations behind closed doors, most of the parties and their
friends from the political and economic elite reached an agreement to reform theConstitution, calling it the "Agreement for Chile." But in such an unequalcountry, it is worth asking, which Chile? Will it be the Chile of waiting lists,low salaries, dirt floors and drought? Or will it be rather the Chile of golfclubs, green avenues, elite schools, court saints and their ethics classes? Weask ourselves, the Chile of the majorities or the Chile of the bosses? ---- Webelieve that it is evident that it is an agreement of the Chilean elite thatseeks to close the cycle of crisis and mobilization that opened the Octoberrevolt. This is why they agreed to a mechanism that explicitly excludes socialmovements, independents, and indigenous peoples, who are punished for wanting togo too far in their fight for dignity.The Agreement establishes the mechanism by which the 1980 Constitution isexpected to be reformed, which includes 38 people appointed by Congress (24 forthe Expert Committee, 14 for the Admissibility Committee) and 50 people electedto the Constitutional Council following the senatorial constituencies. It alsoestablishes 12 constitutional bases that predetermine the result of the reform incentral aspects such as social rights, property and indigenous peoples. It isclear that this is a process that excludes the majority of the country, whoseinterests are not contemplated in the constitutional bases, and whoseparticipation in the elected body will have almost no ability to influence.We believe this Accord follows a dangerous pattern: when it caves in fundamentalways to the conservative demands of the elite, it opens the way for theultra-right to gain ground on the streets, in public discourse, and in politicalinstitutions. The Approve Dignity parties (Frente Amplio and Partido Comunista)have missed a historic opportunity to establish themselves as a government at theservice of the people, and have chosen to back down in the face of media threatsfrom a right wing without a project. They still have time to correct theircourse, and we hope that the bases of their parties fulfill their politicalresponsibility.New opportunities in the face of the crisisThe people's organizations have to take a step forward, we cannot hand over tothe parliamentary elite the reforms that border the field of our lives. Nor canwe abandon the construction of popular power from the territorial base and thefight for social demands that improve our living and working conditions.The foregoing obliges us to assume the historical responsibility of showing acritical alternative to the Agreement for Chile and the performance of ApproveDignity. Faced with this crisis, the role of the left, the social movements andpopular organizations is not only to denounce the anti-democratic or neoliberalaspects of the Agreement, but to offer an organized path for those millions ofpeople who have believed that it is possible to improve their lives and build adifferent future.We believe that path should include two things:On the one hand, an urgent response to the ongoing economic crisis that includesdemands from the State at the local and national level, as well as territorialresponse plans that collect and promote the self-management creativity of ourpeople, such as care networks, health operations , common pots, supplycooperatives, among many alternatives.On the other hand, the political elite has shown its exclusive face, which offersus the opportunity and requires us to create a broad popular alliance thatrescues the experience of the revolt and the constituent process, and articulatesorganizations and movements around a common program of struggles and concretechanges.A call to actionWe call on our militants, and those who are part of popular organizations andmovements, to defend the program that we have been building in recent decades inthe fight against neoliberalism and the precariousness of life and thatcrystallized in the constituent process. This Agreement is a disgrace, and forthis very reason we cannot marginalize ourselves and leave the field free to theenemies of the peoples.We also call on ourselves to meet and articulate, it is a task of the first orderto join the Coordinator of Social Movements (CMS) and to participate in theCongress that is already beginning to be prepared for 2023. We have already seenwhat happens when our challenge is dispersed.
