For a year now, undocumented workers have been clashing with the management of La
Poste and the prefectures of Île-de-France to demand their regularization. TheState, as the principal, still refuses to assume its responsibility and persistsin refusing collective regularizations. The showdown continues. ---- Since theend of October 2021, three strikes by undocumented workers have started insuccession and have set up pickets in front of their companies. These are the DPD(subsidiary of La Poste) platforms in Coudray-Montceaux, the Chronopost agency inAlfortville, and the RSI Interim agency in Gennevilliers. ---- They are supportedby many workers from other companies who also demand their regularization. Theyare organized within the Collectif de Travailleurs Sans-Papiers de Vitry (CTSPV),active throughout the Ile de France region, and supported by the trade unions ofSud-PTT 94 and Sud Poste 91.A leaflet common to these organizations denounces that the shameless exploitationof undocumented workers has been going on for years in each of thesesubsidiaries: "forced to work with crazy schedules[...]including overtime (even apart of the hours altogether) are not paid, and whose missions are interrupted assoon as they claim their rights".The regularization of the struggling workers of the three pickets in theframework of collective bargaining has become the main demand. But after a year,the answer remains the same: study the files on a case-by-case basis and refuseany collective regularization. The end of inadmissibility is clearly political,it is a question of exhausting and defeating attempts at ¬collective organization.The sleight of hand of La PosteThe State is a shareholder of La Poste Group, which has several subsidiariesdedicated to sorting and rapid delivery of parcels, including DPD and Chronopost.To compete with the giants of the private sector and bring down costs, thesesubsidiaries massively resort to undocumented workers via cascades ofsubcontracting. Thus DPD du Coudray subcontracted the management of half of itssite to the giant of business services, Derichebourg, which itself went throughmultiple subcontractors to hire undocumented migrants. At the end of the chain,it becomes almost impossible to make the link between the worker and the client.Extension of the conflict to autumn 2021In Hauts-de-Seine, on October 22, 2021, 83 workers from the RSI agency(specializing in construction) went on strike in Gennevilliers. They demand theissuance of CERFA (promises of hiring necessary for regularization) by theiremployer, and the prefecture their regularization. They obtain the CERFA aftertwo months, but the showdown with the prefecture will last a year !In December 2022 they all obtain receipts with work authorization, which shouldsoon lead to residence permits.In Essonne, on November 15, 2021, 70 undocumented workers from the DPDCoudray-Montceaux site went on strike and set up a picket held day and night.This action has been prepared for a long time by the CTSPV in conjunction withSud Poste 91.Seized of the file, the labor inspectorate concluded that the strikers had indeedbeen hired by Derichebourg, which also prevented any attempt at mediation. InMay, it is a first victory: La Poste terminates the contracts with this companyin the two sites in fight (DPD and Chronopost).In November, the public prosecutor ordered the gendarmerie to carry out aninvestigation whose objective was to confirm that Derichebourg knowinglyorganized the work of undocumented migrants. This is a new blow of pressure onthe prefecture. This opening gives hope for a positive outcome, but the showdowncontinues.In the Val de Marne, after struggles in 2019, the Chronopost d'Alfortville strikestarted on December 7, 2021, in parallel with those started in Haut-de-Seine andEssonne. As in 2019, they camp in makeshift tarpaulin shelters, braving the badweather, on the side of a road in the industrial zone.Several rallies and demonstrations are organized: in front of the prefecture inCréteil, the Ministry of the Interior, the head offices of La Poste and itssubsidiaries, to demand that these bosses assume their responsibilities ! TheMinistry of Labor received a delegation of workers in struggle on two occasions,the situation and the responsibilities of subcontractors and principals areperfectly known.racism and capitalismThe government, seeking to fill the shortages in the "sectors in tension" whilemaintaining this racist unequal regime and running behind the RN, observes themultiplication of these collective resistances with concern. These currentstruggles against La Poste should be integrated into the cycle of resistance bymigrant workers that has emerged in recent years, such as that of thechambermaids of the Ibis Batignolles in 2021.These resistances highlight the articulation of capitalist exploitation andsystemic racism which subjects all racialized people to precariousness, prey touberization and degraded jobs, among other things in subcontracting via inparticular the use of temporary workers. French people from colonization are alsosubject to it through discrimination, social reproduction and unemployment.Immigrants suffer from state xenophobia and the precariousness of residence,which offers employers a reserve army of workers without rights.Because the renewal of the residence permit depends on the recruitment, thereforeon the employer, since the Valls circular of 2012. In this case, theresponsibility of the government, in particular with regard to La Poste and itssubsidiaries, is fully committed as the majority shareholder, whose capital itcontrols alongside the Caisse des dépôts et consignations. The state cannotpretend to ignore the operating system that has been in place for years.The current strike exposes it, especially since it is resilient and not runningout of steam !The arm wrestling continues, and the various initiatives make it possible tocontinue to publicize the mobilization, hoping that the accumulation of means ofpressure ends up paying !Adrien (UCL Grand-Paris-Sud), Nico Pasadena (UCL Montreuil)The 2019-2020 strike in AlfortvilleThe struggle of the Chronopost d'Alfortville succeeded a first act which wasvictorious in 2019. Thirty undocumented workers had already camped for six monthsin front of this Chronopost sorting center in Alfortville, with the support ofthe sans-papiers collective. papers from Vitry, Sud-PTT and the local unionSolidaires 94. They testified: "The superiors put pressure on us and imposehellish speeds on us. We can't complain, take a break, or take a day to heal,otherwise it's the end of the mission."Victorious at the end of the fight, they had won a residence permit.
