Calderoli continues determined to prevent parliament from passing and, in

In particular, the art. 116, third paragraph, states: «Further formsand particular conditions of autonomy, concerning the matters referred to in thethird paragraph of article 117 and the matters indicated in the second paragraphof the same article under letters l, limited to the organization of justice ofthe peace , n and s, they can be attributed to other regions, with State law, onthe initiative of the region concerned, having consulted the local authorities,in compliance with the principles set out in article 119. The law is approved bythe Chambers with an absolute majority of the members, on the basis of anagreement between the State and the region concerned". It is true that it is amere faculty and not a constitutional obligation, which cannot be detached fromthe relationship between constitutional bodies and citizens' rights as outlinedin the constitutional text, but if the Regions obtained full competence in allmatters of competence competitor and in matters of exclusive competence of theState (general rules on education, protection of the environment, ecosystem andcultural heritage), the rule that defines the boundaries between the powers ofthe State and those of the Regions would be surreptitiously overturned, withoutresorting to the procedure of revision of the Constitution, pursuant to art. 138.The equality of citizens would certainly be jeopardized, in open contrast to thefundamental principle set out in art. 3. It follows, forexample, that instead of the collective labor agreement, wage cages will berestored; faced with a new pandemic, it will be impossible for us to determinecommon prophylaxis rules. It will not be possible to plan an energy policy forthe ecological transition and the decarbonisation of the economy. Furthermore,Furthermore, the strong differences in the provision of benefits concerning civiland social rights, especially in a situation of austerity such as the currentone, impose the need to find an acceptable point of balance on the quality andcosts of essential services and benefits for all, it would require themobilization of huge resources that are hard to find. The need to proceed withthe determination of the LEP would be a necessary prerequisite for being able toattribute to the Regions the resources necessary for the exercise of the newpowers transferred by the State.It could be objected that this was done by inserting a dozen paragraphs into thebudget law which provide for an accelerated procedure which, by December 2023,should lead to the determination of the LEP, which will take place with a decreeof the President of the Council of Ministers violating the procedure establishedby the Constitution. It is necessary to create a strong mass movementthat blocks the legislative process, first of all by putting pressure on theself-styled parliamentary opposition so that there is no negotiation or mediationon this issue.This result can only be obtained on condition that information on differentiatedautonomy grows and develops, clarifying the lack of actuality and interest in itsimplementation also for the northern regions of the country.Differentiated autonomy: a false goal for the north of the countryThe differentiated autonomy for the northern regions of the country, in additionto finding its motivations in options relating to the form of state andgovernment that has always been present in the country and which animated the1947 Constituent Assembly, derives from an economic evaluation of the productivecapacities of the regions of northern Italy made possible by their anchorage tothe productive area of Germany, particularly strong in the last 30 years.It is our opinion that the ongoing Ukrainian war and the post-Covid economiccrisis are profoundly modifying the economic and development axes, the neurallines of the economic system by transferring the energy hubs to the south of thecountry, both in terms of terminals for access to energy supply areas as well aswind and solar energy production areas. This implies the need for state-supportednationwide investments that the twenty mini-states that differentiated autonomywould create are unable to address.
