In thepre-revolutionary climate of the post-war period, the convention for theestablishment of the Italian Anarchist Communist Union (UCAI), a specificorganization with a marked class character, was held from 12 to 14 April 1919 inFlorence. In the first place, it is promoted by the anarchist components mostdeeply rooted in the workers' movement, in favor of a stable and structuredfederal organization (1). ---- The conference, with respect to whichindividualists and anti-organizer groups assume positions of open criticism,discusses the proposal for a revolutionary united front of the political andtrade union forces of the proletariat right from the preliminary stages,reaffirms the need for intervention in the class movement, declares itssolidarity with the Russian revolutionary masses at war against the whitereaction and decides to send its own representation to the first congress of theThird International (2). The Turin worker Maurizio Garino, local manager of theFIOM-CGL, was elected to the General Council and the National Committee, thehighest bodies of the UCAI.Following some preparatory assemblies, in which the Piedmontese anarchists haddecided to adopt membership, the founding conference of the Piedmontese AnarchistCommunist Union (UCAP) was held in Turin on 13 and 14 July, promoted by theFascio Libertario Torinese and federated with the 'UCAI. The works of theconference mainly focus on the definition of the internal organization and on thetheme of the dictatorship of the proletariat (3).UCAP has a Steering Committee responsible for the political management of theorganization until the next conference, while a smaller Executive Committeeperforms secretarial functions. The Prefecture has a census of about threehundred adherents, among which a hundred are the most active militants. «It isalso decided», is one of the salient passages of the resolutions of theconference, «that all anarchist groups not in favor of the organization,individualist anarchistsand the isolates can remain outside the organization while continuing to have thetrust and support of this where appropriate» (4).An important agenda on the dictatorship of the proletariat was unanimouslyapproved, with the sole vote against by an exponent of the anti-organizationcurrent, which was strongly affected by the climate of enthusiasm for the Russianrevolution then widespread even among anarchists (5). The UCAP defines a clearopening towards the maximalists of the PSI and the group of "L'Ordine Nuovo" ledby Antonio Gramsci, with which the Turin anarchists are allied in the FIOM and inthe nascent movement of the Factory Councils. However, the resolution aims at thesame time to safeguard the coherence of the libertarian postulates. «TheConference of the Anarchists of Piedmont», reads the document, «discussing thedebated question of the Dictatorship of the Proletariat, reaffirms the absolutenecessity of the intransigence of anarchist anti-authoritarian principles;recalling that the Social Revolution must aim at the establishment of the freecommune of the producers, decides to accept the dictatorship of the proletariatas a means of struggle against the current society, warning however that they aredetermined to prevent at any cost that the dictatorship of the proletariat is notmonopolized by any political group or party. Consequently, it accepts theprinciple of the formation of "Workers' and Peasants' Councils" as conceived bythe maximalist socialists, while ensuring that this new form of socialconstitution, which must and will be provisional, is as coherent as possibleresolves to accept the dictatorship of the proletariat as a means of struggleagainst the current society, warning however that they are determined to preventat any cost the dictatorship of the proletariat from being monopolized by anygroup or political party. Consequently, it accepts the principle of the formationof "Workers' and Peasants' Councils" as conceived by the maximalist socialists,while ensuring that this new form of social constitution, which must and will beprovisional, is as coherent as possible resolves to accept the dictatorship ofthe proletariat as a means of struggle against the current society, warninghowever that they are determined to prevent at any cost the dictatorship of theproletariat from being monopolized by any group or political party. Consequently,it accepts the principle of the formation of "Workers' and Peasants' Councils" asconceived by the maximalist socialists, while ensuring that this new form ofsocial constitution, which must and will be provisional, is as coherent as possiblewith libertarian principles and thus we can prepare for the definitive advent ofsociety as we want it» (6).This pronouncement immediately raises the dissent of the anti-organizing minoritystill present in the UCAP, giving life to a heated controversy that fits into theconfrontation already underway in the anarchist movement at a national level (7).The agenda on the dictatorship of the proletariat is defined by theanti-organizers as a "collective political karakiri", a "devastation of anarchistprinciples" carried out with "centralist deliberations" by the "dictatorialanarchists", invited to "take the PSI card", as they write in «L'AvvenireAnarchico», which supports their positions (8). The criticisms concern moregenerally the anarchist intervention in the CGL, the participation in the factorycouncils, the promotion of the united front with the socialists and the evercloser understanding with the ordinovisti.Despite the unanimous approval of a new declaration, according to which thedictatorship of the proletariat "does not correspond to anarchist principles,methods, ends" (10), the anti-organizing component decides to leave UCAP byconstituting the autonomous group " I Refrattari», which «aims[...]to bring ourmovement back to the pure anarchist directives» (11). This small group would thengather in the following year around the periodical "Cronaca Sovversiva", theeditorial staff of which had been transferred from Luigi Galleani to Turin,continuing to carry on the controversy. A few other dissidents will concentratein the Germinal Anarchist Group and in the local branch of the Italian Union ofTrade Unions.The UCAP therefore coherently configures itself as an organization of communistand class anarchism, made up almost entirely of workers' cadres.The positions of Italian anarchists on the dictatorship of the proletariat willsoon find a theoretical arrangement in the elaborations of Luigi Fabbri andCamillo Berneri, definitively confirmed by the violent Bolshevik repressionagainst the free soviet of Kronstadt (12).Note:(1) See Adriana Dadà, Italian anarchists between class warfare and reaction, inGiovanni Cherubini et al.
