The pandemicand ongoing conflicts have only accentuated hunger. All these so-called crisesare an indictment of the dominant model of capitalism that exists today. Ourterritories, whose climate and biodiversity are continually destroyed ascapitalist interests impose new and increasingly dangerous technologies withoutany public debate, consultation or participation, threaten every way of lifearound the world.Political and social instability is widespread due to systematic murders,massacres, enforced disappearances, high rates of femicide, arbitraryimprisonment and detention, intimidation, harassment and threats, persecution ofdefenders of territories, forced migration and wars against ordinary people. "Migration is a dramatic phenomenon; millions of people are forced to leave theirland and their loved ones, to sever social relationships forever, to facehumiliation and hardship, when it is okay to find oneself catapulted into oftenhostile social contexts, marginalized in the humblest jobs, with habits, customsand traditions with which are difficult to compare and integrate.The situation that international organizations have been monitoring for yearsbears witness to a growing process. The figures tell us that the number ofmigrants in 1970 stood at 84 million out of a total population of about 3.7billion, to reach 281 million in 2020 out of a population that has now exceededthe ceiling of 8 billion. That is, it passes from 2.3% to 3.6% of the worldpopulation, but while the population in the period in question grows by 217%, theincrease for migrants is approximately 334%. The number of people fleeing theirhomeland is directly influenced by the economic and social conditions of extremepoverty, by increasingly devastating climatic emergencies, but in recent yearspredominantly by the outbreak of armed conflicts: from Syria, to Afghanistan,from 'Ukraine, to Yemen.In 2021 twenty-three countries were the scene of wars of medium or highintensity, for a total population of 850 million people, according to data fromthe World Bank, overall according to the Armed conflict location & event dataproject (Acled), an international organization that every week intercepts andpublishes data and numbers to classify the various forms of violence present inthe world, from wars to the most serious episodes of crime, there are 59 of them.A lot of literature has accumulated around the problem of migrants in recentyears and in particular in the rich countries of the West (a definition which initself already outlines a conception of dominance of some countries, Europe, overthe rest of the world) xenophobic parliamentary majorities raising the specter ofthe loss of one's own identity not only cultural but, with a poorly concealedracism, also of ethnic replacement.Here the problem of migrations is transformed into a defense of Westerncivilisation, a defense against an invasion to which it is necessary to opposerejections and prison structures in countries which, adequately financed, carryout the dirty work for civilized Europe.And yet, although the number of migrants is significant and significantlyincreasing, the reality tells us that the majority of people globally (96.4%)reside in the country where they were born, IOM (International Organization forMigration) data and not we are at all in the presence of offensive actions aimedat subverting the "free" and "civilized" Western democracies.All in all, therefore, a circumscribed phenomenon which, net of the causes linkedto the development model and the clash for control of the markets which generatedeconomic wars and wars waged, could and should have been faced with mechanisms ofreception and management of migratory flows which, although not decisive wouldhave made it possible to limit the holocaust that occurs daily in our seas.It wasn't like that. Indeed, over the years we have witnessed a real "war onlegal immigration". In 2010, around 600,000 residence permits were issued inItaly to non-EU citizens, a number that decreased to 240,000 in 2021, compared to177,000 in 2019, down even before the pandemic.This is the consequence of the tightening of regulations and the reduction oflegal channels with the consequent increase in power of criminal organizations.The response that has been built over the years to deal with these emergencieshas canceled the need and pain that drives these migrations and year after yearwork has been consciously done for the criminalization of this phenomenon.The migrant is not a person to be helped, but a subject who comes to undermineour societies and therefore must be filed, imprisoned and rejected.Therefore, this reception system has seen the prevalence of a militarizedimmigration management and the dismantling of those few forms of civilianreception, managed by local administrations, such as the SPRAAR (Protectionsystem for asylum seekers and refugees), albeit insufficient but , which hadindicated, at least in part, the path of integration and mingling.The rhetoric of safety, which has always been used to create a social alarm thatdistracts from the real problems of a working class increasingly impoverished bythe freeze on wages and pensions, by cuts in welfare and health care, is havingthe paradoxical, but certainly not unaware , the result of an increase in thenumber of irregular persons: the invisible army of the denied, those who aredenied humanitarian protection, who have no possibility of regularizingthemselves, or even of being treated.Prisoners of a country that says it does not want them, given that a more or lessvoluntary repatriation policy is not credible, but is ready to exploit them andlock them up in ever larger, ever more inhumane, ever more numerous detentioncentres.The need for a scapegoat to point out to public opinion, fomenting absolutelyunjustified forms of hatred and fear in the vast majority, has been and is theengine of carefully orchestrated campaigns, in which openly reactionary andfascist groups have had and still have a predominant.That in reality immigrants are functional to the continuation and goodperformance of the capitalist productive economic structure is well known.In Italy, about 60% of those who look after our elderly, the so-called carers,and 74% of domestic workers are foreigners, as are 30% of farm workers and 30% ofconstruction workers.The recognition of full citizenship rights for these women and men present in ourcountry would make their exploitation more difficult, breaking many of theweapons of blackmail in the hands of legal or illegal masters.For this reason it is necessary to re-launch a response to the economic policiesof the government, and of the bosses, not limited to the sole terrain ofanti-racism, but which attacks the root of the social malaise that unites thenative and immigrant proletariat and the new generations of male and femaleworkers now succubus of a labor market that offers only precarious and underpaidwork.Cutro is the consequence of all this.
