Anarchist theory affirms the need for the formation of self-government bodies on
the basis of the bottom-up principle as the basis of a free and just society. Inthe modern world, the ideas of liberalism dominate with direct elections ofpresidents, parliaments, governors, regional parliaments, mayors, city councils.It seems that for the layman the difference is by no means obvious - after all,we also elect presidents and parliaments as if "from the bottom up" - whenmillions below choose one at the top. It is here that the clever liberal fraudtakes place, which must be exposed and presented to the masses in an explicitform. ---- It is important to use modern liberal terminology, because liberalismdominates in modern society, and it is necessary to use its language in order tobe understood by the masses. Having formulated the problem in this vein, we canbegin to analyze the difference between anarchist and liberal institutionalprocedures, which are essentially an electoral system.So, elections in an anarchist society in liberal terminology are a multi-stagevoting with the formation at each level of a full-fledged self-government bodyfor its own level, with the nomination of delegates from the lower levels to thetop up to the formation of a common council at the country level. Modernsocieties are characterized by the presence of mayors, governors, presidents -these positions correspond to the secretaries of the self-government bodies ofthe corresponding level of anarchist self-government, subordinate to thedelegates who chose them and appointed by the delegates of these levels.Due to several electoral levels and, accordingly, a multiple of the number ofdelegates, the electoral system of anarchy can replace all systems of moderngovernment, thereby transforming them into anarchist self-government bodies. Asufficient number of electoral levels will allow the delegates that make them upto form a replacement for state structures, initially putting them under theircontrol, and then transforming or eliminating them in the interests ofself-government.In this case, first of all, of course, the delegates of the corresponding levelsmust replace all the leading positions of the law enforcement agencies,confirming their powers with a mandate of the corresponding level, in accordancewith the clause of the existing Constitution on the source of power.Thus, the anarchist idea in liberal terms is formulated simply as a change in theelectoral system, which greatly simplifies agitation among the broad masses ofthe population and opens up the possibility of interaction with the liberalopposition. In the light of this, it is necessary to concretize and formulate inan understandable way the fallacy of liberal ideas for the formation of a free,just society. In general, criticism of liberalism is quite extensive. But itseems that it is not sufficiently specified at the institutional level in modernconditions.Thus, one of the main objects of criticism should be the liberal electoral systemitself, when millions of residents vote for one person. It is necessary todenounce the idea of such a vote. To show the immorality of voting for a personwho will never answer your question, and whose decisions you will neverinfluence. It is necessary to explain in detail, logically, the absurdity of suchelections, first of all to the liberals themselves, who are convinced that theyare right - it is important to make the liberal-minded oppositionists think,among which there may be honestly mistaken people. In any case, a discourse withliberals is necessary and useful.It is necessary to explain that the populism and corruption that accompanyliberal institutions of power nullify the benefits of liberal ideas, discreditingthe concepts of democracy and democracy. The very imperfection of liberalinstitutions, as ideas formulated more than a hundred years ago, provokes thepossibility of these phenomena. It is necessary to clearly indicate the need fora logical continuation of liberal ideas - the anarchist idea of the formation ofself-government bodies from the bottom up.It is important to convey to every voter the absurdity of direct elections. Eachvoter must realize that he carries a value in himself - a part of the electoralwill of society, which in no case should be squandered by voting for someone whowill never be in front of you in response, and without the opportunity towithdraw his vote. Each person is valuable for his life experience and the rightto participate in the management of society. This value is difficult to formulateand of little significance to the layman - the more important it is to ensure itsunderstanding by the broad masses.And since the basic principles of freedom of expression are spelled out indeclarations and constitutions, it is necessary to show the liberals that theseprinciples can be observed only if the delegates are directly subordinate to thelevel that nominated them, which is only possible with a stepwise formation ofself-government bodies from the bottom up.It is necessary to specifically formulate the value of each resident as a voter -the bearer of part of the will of society. And this will is most valuableprecisely at the grassroots level of self-government.In the modern world, in the liberal paradigm, local self-government comes intoconflict with the central government, which is formed in direct elections. Evengreater contradictions arise at the federal level, when there is a confrontationbetween equally legitimate institutions such as the president and parliament. Inorder to eliminate these contradictions, multi-stage elections must beintroduced, excluding such phenomena as a result of the formation ofself-government bodies from delegates at all levels of self-government. Liberaltheory recognizes the importance of self-government - it is necessary to explainto both liberals and the broad masses the need to expand the principles ofself-government to the highest liberal institutions.Proceeding from the foregoing, agitation of the population should be built, withan emphasis on the ethical and logical unacceptability of direct elections. Thisis especially important due to the fact that in the modern world authoritarianregimes legitimize themselves precisely through the manipulation of electoralsystems with direct elections, due to the lack of clear rules, notorious checksand balances that are beneficial to the wealthy minority.Even if anarchist self-government actually turns out to have no fewer corruptionand managerial problems, this will be more than compensated by the effectivenessof local self-government and the ability to quickly correct governance from below.It may also make sense to combine the tax system with the nomination ofdelegates, when the delegate not only forms a self-government body, but alsoprovides financial resources for its implementation in the form of a mutualbenefit fund - an anarchist tax in liberal terminology.
