the true character of the so-called Fiscal Framework, now renamed the New Fiscal
Rule. This is yet another neoliberal attack to implement a public spending cap
that perpetuates, regardless of the color of the pen ink that signs, inequality
and economic exploitation. The new rule headed by Haddad and endorsed by the
Lula/Alckmin government keeps intact the mechanisms of the previous Spending
Ceiling, which benefit the ruling classes to the detriment of the most
vulnerable, maintaining the concentration of wealth and restrictions on public
investments to drain resources from the budget in the country, to guarantee the
rentiers the payment of interest on the public debt. The measure was approved in
the House on an urgent basis, and goes to the Senate.

One of the main problems is the deepening inequality of the tax burden imposed on
the population. While male and female workers are forced to pay a significant
portion of their income to pay taxes, large corporations and the richest
individuals find numerous loopholes and tax exemptions to escape this charge.
This disparity in taxation reinforces the concentration of wealth and widens the
gap between the working class and the ruling classes. Added to this is an
important fact of reality. In the last period, several business conglomerates
received tax exemption privileges with the endorsement of sponsors from the
National Congress.

Furthermore, and perhaps this is the main point, the new fiscal framework of the
Lula-Alckmin government attacks public services in order to maintain the profits
of bankers and these big businessmen. This mechanism is yet another seed planted
to justify future measures that deepen the precariousness of work and public
services, with outsourcing and privatization. To approve the measure, the
government sold its soul even more to Centrão, as was already foreseen, which, in
practice, will lead to the freezing of funds that will further scrap Health,
Education, Science, etc.

This pull from Temer's Expenditure Ceiling creates tough rules and targets, such
as zeroing out the public deficit in 2024. If targets are not met, the creation
of public offices and the holding of tenders, increased personnel expenses, such
as salaries, are prohibited. , for example, the increase in benefits such as
Bolsa Família, among other sanctions. Even Fundeb and the Nursing Floor were
included in the rule for the new ceiling. With less space for public spending, it
is certain that we will have increases in the tax burden for male and female
workers and a deeper scrapping of public services, with the old magic solution of
privatization.

There is a conciliatory illusion that is the root of the PT way of doing
politics. The government and its support base believe that, by delivering
everything the market and the bourgeoisie want, they will convince the presidents
of the Central Bank (Roberto Campos Neto) and of the National Congress (Arthur
Lira) to oppose their partners and sponsors. The PT's strategy of agreement and
conciliation was born a failure, as it works with the illusion that this field
can be convinced to swim against the neoliberal, surrender and anti-people
measures that are in its DNA.

We cannot fall into the old discourse of demobilization to avoid the greater
evil! Nor follow the line of the great centrals, like the CUT itself, which acts
as a transmission belt for the government by supporting the original text, which
does not bring any advantage to the working class. And worse, it prepares the
future for the opportunist return of the extreme right, by implementing
neoliberal blackmail and demobilizing the social bases. The Lula/Alckmin
government has barely reached 6 months and what we see is just publicity and the
implementation of policies that attack workers - just like the previous
governments, but in a more sympathetic guise. It is necessary to build the
mobilization against these attacks, with independence from governments and bosses!
