Since January 2022, a collective bringing together residents and activists has
come together to oppose an urban cable car project in the metropolis of Grenoble:the metrocable. This public transport project anticipates future mobility needsin an area undergoing urban expansion. Another big useless and imposed project.---- Why is this project useless and destructive ? ---- Opposing public transportis not so easy as environmental activists. But this transport project is notbased on any real need and provides for the urbanization of more than twentyhectares of agricultural land. These are the last of the Grenoble metropolis,which is also a fervent defender, at least in words, of food sovereignty and zerosoil artificialization.What are our means of struggle?After preparing our pitch, we did a lot of mobilization work: posters, flyers,demonstrations, public meetings... Many people were unaware that this project wasin the pipeline !The mobilization of associations and collectives on the territory, in particularFrance Nature Environnement, has certainly enabled us to gain legitimacy and putpressure on the public authorities. A lot of work of questioning electedofficials has also been done.How do you manage the long timeframe of the project ?Their genius idea of making an East-West cable even though traffic jams were onthe North-South axis emerged in 2015. Initially promised for 2021, the projectwas running into delays and being disputed from right to left. The lack of afinancial solution underlined by a report from the Court of Auditors is probablyimportant in the delay of the project. But we can also note the recent report ofthe environmental authority which undermines the beautiful showcase project ofthe metro. The president of the mobility union accuses the administrativeprocedures of the projects too slow.And so what is the next step?The next step is the legal action that must be taken after the public inquiryinto Métrocâble which is announced at the end of 2023. So plan for a two-yearuncertainty... The outcome will most likely be favourable.In addition to our usual means of struggle, residents have recently invested in aplot where the developer plans to plant a large pylon of a good fifty meters !The occupants then undertook to plant potatoes and build cabins and a greenhouse.An imaginary owl self-managed by ZAD quickly cleared by a dozen gendarmes then abulldozer which will leave only the traces of its large caterpillars in its path.What were our victories in this struggle ?Linked to our actions or not, changes have been visible for a year and a half ofstruggle. The subject is on the political agenda: the elected officials resumed adeliberation on this project, outside the calendar, to reaffirm that this projectwas going to take place: surely to silence the opposition which was neverthelesslively in the debates .Recently, the public inquiry on the modification of the PLUI relating to therisks of flooding linked to the area of activity came out with an unfavorableopinion, taking up almost all of our arguments.
