Yesterday, Mayor Eric Adams announced new leadership for the New York City Housing Authority. 

The move comes at a moment when the nation’s biggest public housing authority is facing a near-existential crisis — forced to squeeze every penny out of some households, while also confronting tenants who have simply stopped paying their rent.

Interim NYCHA Chief Executive Officer Lisa Bova-Hiatt will become the official CEO, while Jamie Rubin, a financial advisor and former top aide to ex-Gov. Andrew Cuomo, will become the chair of the authority’s board. (Rubin is a donor to THE CITY.)

For months, NYCHA has labored under a gap in permanent leadership. Bova-Hiatt has been serving in the interim role for nearly a year, while the position of board chair has been held by an interim appointment since January. Two of NYCHA’s seven board slots had been vacant for months.

The appointments come as the perennially struggling housing authority estimates it needs $40 billion to fully upgrade its aging portfolio of 172,000 apartments.

NYPD Chief Confirms THE CITY’s Reporting on Car Pursuits

Yesterday, we told you about how pursuits by police vehicles are up nearly 600%. And later yesterday, NYPD Chief of Patrol John Chell confirmed THE CITY’s reporting.

“Yes, vehicle pursuits are up. We have better monitoring from our supervisors,” Chell said at a crime numbers press conference at police headquarters in Lower Manhattan. “And I’ll say it again: The days of driving around this city, lawless, doing what you're thinking you're going to do? It’s over.”

Chell said the pursuits were spurred by community complaints about illegal dirt bikes and cars with fake license plates driving recklessly — as well as the NYPD’s belief that those drivers were contributing to street robberies and shootings. Chell cited a number of cases where pursuits led to arrests. Asked about pursuits in cases where lesser crimes were suspected, he said that supervisors have the discretion to call off pursuits.

At least six police chases that resulted in civilian deaths are being investigated or preliminarily assessed by the office of the state attorney general.

  • The city Department of Transportation apparently has decided to walk back its own plan for a street redesign on McGuinness Boulevard in Greenpoint after a top aide to the mayor told him businesses hated the plan. As THE CITY reported, the redesign spurred a weekslong pressure campaign tied to the influential Argento siblings — owners of the Greenpoint-based film production company Broadway Stages, and donors to Mayor Eric Adams. 

  • Uber, DoorDash and GrubHub, three companies that account for nearly all the food deliveries in NYC, have sued the city to stop a law that would require them to pay app-based delivery workers a minimum wage. The law is supposed to take effect next week: delivery workers were to earn $17.96 hourly starting July 12, and $19.96 hourly by 2025. 

  • As fiscal experts peruse the fine print of New York’s city and state budgets, a story is becoming clear: Both budgets spend money now while facing huge budget deficits next year and beyond. And both have decided to bet on the fortunes of the 1%, whose rise in income over the past several years has been the primary source of a revenue surge.

THE KICKER: Goats from upstate are back in town for an annual visit to chomp through the weeds at Riverside Park. This year, they’ll be eating their way through the steep Western slopes of the Forever Wild woodland between 119th and 122nd streets. And from 11 a.m. to 2 p.m. today, goats will also meet the public at the park’s 95th Street Compost Compound.
