[Mashteuiatsh, July 31, 2023]The Collectif Mashk Assi, whose mission is
to protect Nitassinan, sent a formal notice to the Résolu company on
July 31, 2023 to recall the opposition of the guardian families of the
Innu territory to any logging on their territory (see attachment). The
company has been notified by registered mail that guardians of the
territory will be patrolling the 40 km sector north of
Dolbeau-Mistassini to apply the self-determination of their ancestral
sovereignty and to ensure that no non- burnt be cut for profit. A
blockade was set up in the area on the morning of July 31, 2023 to
monitor the application of Innu law and compliance with the formal notice.

The Mashk Assi Collective recalls that failure to respect the consent of
the guardian families of Nitassinan in industrial activities on their
ancestral territory will give rise to legal proceedings based on their
inherent right to practice Innu Aitun, the traditional Ilnuash way of
life, as protected by "international law, the United Nations Declaration
on the Rights of Indigenous Peoples and section 35 of the Constitution
of Canada, 1982." The formal notice filed on July 31, 2023 constitutes a
final warning, following the notice of eviction of seven forestry
companies, including Resolute, having been filed on May 29, 2023.

Since the filing of this eviction notice, the worst forest fires in the
history of Nitassinan have ravaged the traditional territory of the Innu
people, threatening the fauna and flora on which their identity and
their ancestral way of life are based. On June 18, 2023, the Collectif
Mashk Assi had signed, jointly with the Atikamekw Ekoni Aci movement and
the Mohawk group Kanien'keha:ka Kahnistensera, a request for a
moratorium on logging in Nitassinan to let the forest regenerate and
limit the spread of lights (see attachment). The Collectif Mashk Assi
considers that the unilateral development of the forest by the
government of Quebec for commercial purposes without consulting the
indigenous guardians of the territory is entirely responsible for the
forest fires which posed unprecedented risks to the health and safety of
all of Northeastern America.

The blockade put in place in Dolbeau-Mistassini on July 31, 2023 also
aims to put an end to mining prospecting by the First Phosphate company,
which intends to monopolize the resources of Nitassinan without the
approval of the guardian families of the Innu territory (see
attachment). Finally, the Collectif Mashk Assi recalls that no treaty or
agreement in principle affecting the ancestral rights of the Ilnuash
people can be negotiated without the agreement of the guardian families
of Nitassinan who hold the ancestral title to these lands. More
specifically, it rejects outright the Petapan Treaty, currently being
negotiated behind closed doors by representatives of different levels of
government including federal government agents called Band Councils. A
formal notice to halt negotiations of the Petapan Treaty was also sent
by registered mail to all parties involved on June 2.
