Wednesday June 28, 2023 at 6:30 p.m., Attac du Boulonnais and the League
of Human Rights met near the municipal theater of Boulogne-sur-Mer, "to
all citizens, all associative, trade union and political organizations
to come together against the dissolution of the movement" the Uprisings
of the Earth "which aims to silence the protest for the social, fiscal
and environmental justice". ---- This national call has moved dozens of
convinced people here; it was the same everywhere in France but also in
Europe (Germany, Belgium, Luxembourg...). Have we ever seen thousands of
people supporting terrorists? The question, however simplistic it is
presented in this way, nevertheless contains important political issues.

The ecoterrorist neologism could only be a pathetic and unworthy
bogeyman; yet it is carefully weighed and delivered so theatrically by
the bourgeoisie that gatherings like this fortunately cause simple
protest to slide into a radical struggle for individual freedom, which
we believe guarantees collective freedoms! "Terrorism", in this case, is
a term that has never been clearly defined legally. On the other hand, a
few small unknown details, which all governments leave at the bottom of
an obscure drawer, are necessary to measure their ideological content.

This movement of solidarity highlights many other "rogue laws" and
social aggressions that uninhibited capitalism has imposed on all forms
of "uncontrollable" popular emancipation and revolts which,
fundamentally inscribed in the class struggle, the worry.

A recidivist state

On June 28, it was recalled that the State has already been condemned
for its climate inaction in 2022. Let us add that the day after this
meeting. the Administrative Court of Paris condemned the recidivist for
the ecological damage "  resulting from the widespread, diffuse, chronic
and long-lasting contamination of water and soil by the active
substances of phytopharmaceutical products, the decline of biodiversity
and biomass and the detriment to human benefits from the environment.» (3)

The opportunity for the State to designate the "terrorist", here
ecologist, does not date from yesterday but from the day before
yesterday, from always. Two instructive examples.

The first is the so-called "Tarnac" affair.

In 2008 a group of individuals was accused of sabotaging a railway line.
The procedure was conducted by the Paris prosecutor's office under the
regime of terrorist offences. Without going into detail, it took nine
years of investigation, attempts to fabricate evidence, falsification of
testimonies and we go through...   by the anti-terrorist unit for the
Court of Cassation to determine, in 2017 , that the qualification of
terrorism was not justified, on the basis of the elements of the file.
The best thing about the case is that the defendants are committed
activists! We therefore have here the case of a case of political
repression - and affirmed so strongly by Sarkozy and Alliot-Marie,
respectively Head of State and Minister of the Interior at the time -
bogus that it took in fine ...dissolve in the judiciary.

The second is the case of the Rainbow Warrior (literally Rainbow Warrior! ).

In 1985, the DGSE prepared and implemented, with the tacit approval of
Mitterrand, President of the French Republic at the time, the sabotage
with explosives of the Rainbow Warrior , flagship of Green Peace . The
ship is docked in the port of Auckland, New Zealand. Its purpose is to
denounce and undermine, with the help of a flotilla, the nuclear tests
that the French soldiers are carrying out who-better-better in
silver-blue waters off the atoll of Mururoa, in Polynesia. . The ship is
sunk, an NGO activist on board is killed.

To go quickly, the spooks get caught, France tries to drown the fish by
spreading false leads to the media, then, discredited vis-à-vis
international "opinion", ends up confessing. Hernu (Minister of Defense)
releases, Lacoste (boss of the DGSE   ) is fired.

The icing on the cake is that France is trying to put pressure on New
Zealand by bringing into play its trade with the EU! Attempt rebuffed by
the Secretary General of the United Nations, specifying in particular
that France should not "  take measures which could affect the execution
of the agreement between New Zealand and the European Economic Community
on the trade in sheep meat , lamb and goat .

Commercial stakes are never far away and, state terrorism or not,
capital always reminds who is boss and that the "sovereign" interests of
nations are negligible compared to the internationalized business that
it controls. And, consequently, here we are... the French farmers and
breeders - the small ones since the industrialists of the FNSEA are part
of the system - warned. We know the rest...

Furthermore, in terms of "Human Rights", not a year has gone by - for
decades - without Amnesty International, Action  by Christians against
Torture, and the European Court of human rights or the UN,  does not
condemn France on almost all your subjects inherent to the police /
justice, in the first place of which police violence, racial profiling,
the treatment of migrants, the infamy of prisons and, now with regard to
the preservation of the living - everyone could refine the litany...

Finally, in their very words, from the bottom of the hierarchical ladder
to those who repaint the ceiling, the delirious State continues to
justify the unjustifiable, to ignore the warning shots, to punish the
victims and to give pledges of support to the point of impunity to the
forces of bourgeois order; to arm its people at the same time as it
polishes the iniquity of its internal laws.

Wanderings on "terrorism"

We are not going to dwell on the decades of debates, procrastination,
calculations and interests specific to States at the international level
(1) to define the notion of "terrorism", any more than retain a
qualification or trace a typical portrait of the "terrorist", an
obviously polymorphic figure.

An example if any: how to legislate on this within the framework of the
fault lines linked both to the Cold War and to the national liberation
struggles of the 1960s? It's just not possible.

Indeed, the colonialist States could not suffer being reproached for the
implementation of State terrorism, not only in situations of armed
conflict but also in times of peace. (2)

For their part, the populations in rebellion will never agree to hear
themselves qualify their struggle for national liberation as a terrorist
movement. And yet, historically, the fellagha was De Gaulle's
"terrorist" just as the partisan maverick was that of Pétain and the Nazis.

Thus the use of the term "terrorism" is intended to disqualify the
adversary with a view to weakening it and isolating it from "public
opinion". The notion of "terrorism" offers a legal connotation to states
that is easy to transpose an asymmetrical political confrontation into
common law criminality. The vagueness maintained around the very notion
of "terrorism" makes it malleable at will and allows States to use
subjective connotations as to the intentions of suspects, provided that
their well-founded and legitimate social or political cause is removed.

This is very practical to accredit the existence of an "enemy" of all
portrayed on the model of a real "terrorist" indoctrinated, dehumanized
by his sponsors, including anyone, including in his own sphere (
religious, political, etc.) can be designated as a target.

All that remains for the State is to use this margin to justify
derogatory and exceptional legal regimes, or to stigmatize an enemy,
from a political perspective that could serve it either by smoking out
its own crap, or quite simply to "keep the hand" on the rules of a
social game from which stem control measures, filing, special
surveillance for the safety of all; all of which are potentially suspect.

Public hello and private good

It is nevertheless important for the State, via its Barbados
subsidiaries, to be able to identify the most dangerous "ringleaders".
Not that they are warlords or individuals representing a danger to the
Nation, but more prosaically militants with their faces uncovered,
denouncing and fighting projects which are solely in the superior
interests of capital. And in this case, impossible for the bourgeoisie
to avoid the casus belli .

Before getting to "contact", which is always bad in a democracy when
there are thousands of opponents on the ground - it is difficult to pass
everyone off as thugs -, a whole job of surveillance, interference in
all registers of the life of the "target" is carried out upstream.
Sometimes on a "preventive" basis, often with regard to its commitments
or its "antecedents", always for fear of the merits of its fight.
Indeed, in any movement, there emerge de facto groups or associative
"figures", necessarily of a political nature, which encourage the
solidarity of different actors with convergent interests. For example,
the open and lasting conflict in Notre-Dame-des-Landes (4) saw the
combination of the motivations of local peasants who had been living
there for several generations, ecologists protecting the natural
environment and a multitude of sympathizers rejecting a "great
unnecessary and devastating project. It's in situthat this social
disparity has commonly brought about the possibility of living free from
lucre and submission. The enterprise, gratifying for Ayrault and juicy
for the concrete workers and other blindly "visionary" wheeler-dealers,
was fading away. The awareness of the common interests of the militants,
the impact and the support from which they benefited ended up winning.
The very type of struggle that Macron, Medef and other subservient
partners or decision-makers fear today more than ever.

A struggle like the one instigated in Sainte-Soline by the Uprisings of
the Earth and other opponents of mega-basins.

The will of the dominant classes, developed in large widths by Sarkozy,
is to generalize the fight against jihadist terrorism (or pedophilia or
any crap   paradoxically established on doxasupported by states, clergy,
industrial or financial groups, mafias - the paroxysm of "deregulated"
capitalism - etc. ) to all of everything that could represent a "threat"
for the State, the Republic, the so-called democracy but also, by the
way, in three words: for the bourgeois order. An order with ill-defined
outlines - and less and less unacknowledged - which we know concerns the
domination of the executive, the corporalism of the legislature,
industrial and financial property, the market economy, international
racketeering, the confiscation of the means of production, land and in
this case water, the struggle to maintain Western supremacy, however a
tad bent before princes and oligarchs of the always "mysterious East"...

The stifling of the "social cry"

On June 28, the signatories of the appeal did not fail to recall that
the dissolution of associations has become commonplace for the security
coterie in times of political, social and legitimacy crisis; legitimacy
that it substitutes for the artifice of legality.

This shameless firewall makes it possible to knowingly and without
tenable justification precipitate the Earth Uprisings into the
fantasized nebula of ecoterrorism . It is for the political, economic
managers   and for the blow union (the FNSEA) of the greenwashingto
oppose polite applause and tender smiles, both feigned and condescending
for a young Greta from JT, to the unlimited repression of grassroots
activists presented as dangerous. Problem: the number of citizens "of
the world", NGOs, respectable until now refuse once and for all to be
fooled. And the strategists (5) at work are faced with a dilemma. Either
they renounce this calculation of eviction of opponents; or they will be
forced to legally erase a considerable number of organizations from the
political landscape. Good pick, then?

Well no. The State/Capital, by eliminating any form of space for
contesting arbitrariness in the service of profit, will only manage to
feed aversion towards authoritarian, socially iniquitous and draconian
practices; the field of these practices has particularly spread in
Macronie. But this is obviously not what poses a fundamental problem for
him.

Power is the abuse of power

Do you remember? Under Sarkozy - adviser pro domo of the Élysée before

An all-out extension of the "S" file, S for State Security. Thousands of
people are there; a part learns to appear there during police custody,
after a prohibited demonstration, as in Sainte-Soline. As soon as the
"Earth Uprisings" would be dissolved for ecoterrorism , all those, all
those, the orgas who answered the call should become "S"!

Who know people who know people who etc.

The winners of the Milipol (7) have an exponential market of
surveillance and control - but also of head injuries, punctured eyes,
tearing hands... - guaranteed by the State over five years and five years...

War of the Worlds

The Earth Uprisings are not just a metaphor for natural disasters that
occur and will recur crescendo. The Earth Uprisings are men and women
who fight for the earth, whether it is the planet or the soil that
generates resources to live on. For many peoples, it is a whole.(8) And
all of them are in the crosshairs of landowners,   mining companies,
concrete workers, merchants... with the strong support of States.

Thus, the Yanomani who no longer want to die from accredited or "wild"
gold panning - tolerated anyway, dirty money contributing here as
everywhere largely to the GDP - and whose way of life, even existence is
threatened. It is also Mundiya Kepanga of the Huli tribe   (Papua New
Guinea) who fights for the primary forest where he was born, exploited
by an international traffic where gold, gas or wood are sold to the
highest bidders, without actually benefiting Papua New Guinea and
directly harming its people. Or the Zapatistas (8) of Chiapas fighting
for the autonomy of the "native" peasant communities, victims in
particular of large landowners supported by the Mexican State.
Everywhere, previously peaceful inhabitants are threatened by capitalist
predators.

Including in France, yesterday at Notre-Dame-des-Landes, today at Bure,
at Sainte-Soline.

Let's not give up, now is the time to act!

"The environment is starting to do well! This famous sentence of
Sarkozy, the grayish eminence of Macron, is obviously taken literally
and applied by the Presidentissimo of the   French Democratic Republic.
Events prove that he is ready to do anything to try to destroy those who
are aware   that things are going badly. And who rise up.

We have received Earth Uprisings :

    "  One month after the announcement of the dissolution of the Earth
Uprisings (SDT) in the Council of Ministers (June 21), the time has come
to collectively attack this political and legally unfounded decision,
before the Council of State!

On July 28, 2023, the movement's lawyers filed two requests with the
Council of State to challenge the dissolution: an interim order which
will be judged on August 8 and would allow the dissolution to be
suspended urgently and an appeal on the merits which will be judged more
later (between a year and a year and a half) which will decide
definitively on the dissolution or not of the Earth Uprisings. As an
applicant, you can join these two so-called "main" requests by filing
two individual requests (interim and appeal) on the platform of the
Council of State.» (9)

The decision is expected by the end of the week. The SDT lawyers argued
on August 8 that the association was not criminally responsible for the
overflows, to sum up. (10) Nevertheless, legalists or not, all of the
protagonists, associations, parties as individuals, remain on the basic
fight: the confiscation of water for the benefit of large farmers.

Whatever the decision of the state justice, all will continue the fight
because it is vital, in terms of the environment, living conditions,
militant commitment. Because it is above all a political fight against
the unilateralization of decisions relating to the common living space,
which rests on the law and its guardians, however iniquitous and
unjustified. It comes under the permanent dictate of the interests of
capital. Ways of life that are sometimes original or at least rooted in
the history of humanity have now become... alternatives!

The position and the actions that flow from it are inscribed in this
vital struggle which is shaking - and which is rising in consciousness -
more and more brutally the "ordinary people" confronted with the
destructive greed of capital.

The terrorist is the State which legally and militarily endorses the
mafias which binge on the world.

Not to fight now alongside the militants who act is to accept the
sacking of the world and the submission, even the disappearance, of
supernumerary and disturbing populations.

We have to fight!
