Great demonstrations, very poor self-organization ? Without hard
strikes, without blocking the economy, mass demonstrations - and,incidentally, the breaking of windows - on fixed dates only expressprotest. But protesting carries little weight when the interests ofcapital are at stake. The spring 2023 movement will have confirmed thismore than ever. ----- Hit quickly. A few months after his re-election,Macron attacked our pensions. Yet the class struggle was reinvigorated.Cursed inflation. " Who could have predicted " 1 such a mobilization ?Mess, lies, the government and the employers did not convince. Oursocial camp has dismantled the bill and its impacts. There is a commonthread with unemployment, RSA or immigration laws: lowering wages andincreasing competition between employees, but also attracting investmentand reassuring the financial markets by continuing to break our rightssocial. Throughout, the proletariat will massively support themobilization. Even during strikes, blockages and... when thecobblestones fly. A great absent from the debates: the Covid-19.Forgotten are the over 60s who are too vulnerable at work. Forget thequasi-stagnation of " life expectancy ". Yet the pandemic continues :Insee reported in 2022 " higher excess mortality than in 2021 and 2020 ".Improbable inter-unionFor the first time, all the unions, from the most combative (CGT,Solidaires) to the most co-managers (CFDT, CFTC, CGC), via the FSU, Unsaand FO, remained united, with the youth organizations. In anunprecedented way, the inter-union called, in March, to put " France ata standstill ", and the CGT and Solidaires were able to call for ageneralization of the strike with the consent of the others. We must notbe naive: a powerful movement would surely have led to the disjoining ofthis inter-union. But events did not lead to it. Thus, both out ofconviction (for the co-management unions) and for lack of anythingbetter (for the combative unions), because of the low renewal ofstrikes, the inter-union essentially served to set common " big dates "for strikes and demonstrations, fixed on the parliamentary agenda. TheMacronist party, Renaissance, used all the levers of the Constitution toblock debates in Parliament. He sank into authoritarianism, allied withLR, and was able to rely on the RN from time to time. Articles 49-3,47-1 and others have succeeded. A Constitution is judged by itsexceptional measures, and the Fifth Republic did not disappoint,arousing indignation and adding fuel to the fire of mobilization.Daniel MaunouryTrade union unity was crucial for the massification and longevity of themovement. Quantitatively, the mobilization peaks were similar to thoseof 2010 and 2003, but this is the first time that there have been somany people over 14 days, even after the enactment of the law. It isalso necessary to note the strong decentralization of thedemonstrations, with an impressive crowd even in localities which,ordinarily, remain on the sidelines. And yet. The strike did not take.Trade union presence was lacking. While the reform had been consideredfor several months, many militant teams seemed taken by surprise. In theclubs, participation in GAs remained low and, as an inevitableconsequence, the self-organization of workers hardly went beyond thestage of a slogan. " This movement presents itself as a disorganizedmass which does not manage, for the time being, to really enter intostruggle ", wrote the UCL in February 2023. We were far from a massstrike, piloted by the general assemblies of strikers by company or byarea of activity, coordinated between professional sectors by delegatesmandated at the national level.The Specter of the Proxy StrikeIn many places, self-qualified " interpro " or " intersector " AGs havebeen brought together. But, for lack of lasting strikes and GAs ofstrikers anchored in the boxes, they served less to coordinate thestruggles than to mount collective actions - blockages, popularization,solidarity funds. The libertarian communists were able to take part init by being lucid about their limits. Refineries, energy, docks, rail,waste treatment, National Education... Beneficial renewable strikes,with their own logic and dynamics, have started in these sectors. But westill experienced the phenomenon of the " proxy strike ", which consistsin applauding the action of the so-called " blocking " sectors, withoutgoing on strike yourself... However, the workers of the SNCF and theRATP are increasingly reluctant to play the role of " locomotives " (seepage 7). We must get rid of the idea that there are " non-blocking "sectors, especially in a struggle that concerns the whole proletariat!After 49-3, the universities entered the dance, and we could hope for atime that the youth would get moving, but it was a flash in the pan.Same sporadic commitment in certain sectors traditionally on the bridge,such as culture, intermittents and culture. Others have clearly missedthe call: health-social, taxes, PTT. One of the most interesting momentswas the attempted feminist strike, called by many feminist associationsand supported by Solidaires, the CGT and the FSU. The idea was that thedeparture in renewable on March 7 created conditions more favorable thanever to a strike success on March 8. In fact, the feminist strike willhave taken only modestly in the National Education, and the junction inthe street between unions and feminist associations will have been quiteunequal depending on the region. In a less central way, convergenceswith other social fronts - anti-racist, LGBT, but above allenvironmentalist, following the clashes in Sainte-Soline - may also haveexisted.The bourgeois state knocksRequisitioning of strikers, beatings and gassing during demonstrationsor on the picket lines, arrests and legal proceedings: the staterepresses. In Saint-Soline, the disproportionate repression was followedby threats against the Uprisings of the Earth and even... the venerableHuman Rights League ! The movement cashed. The far right, best ally ofemployers, has adopted divergent postures. The ultra-liberal Zemmoursupported the substance of the reform. Fascist groups have committedphysical attacks against certain gatherings or on universities, othershave on the contrary tried to embed themselves in the demonstrations,sometimes being fired manu militari. As for the RN, moreinstitutionalized than ever, it was content to wait for the dust tosettle. Unsurprisingly, the gestures of the parliamentary left have inno way contributed to the balance of power. The gadget of the Referendumof shared initiative, a time agitated by the Nupes, will only haveserved to distract the spirits, and the proposal (stillborn) of LIOTlaw, on June 8, will have just served as a pretext for the final day ofaction on June 6th.Daniel Maunoury From April, pot-calls replaced strikes, and the prospect of the economystalling faded irretrievably. It became clear that we were in the tailend of the movement but, paradoxically, without a significant decline instreet protests, with another huge May 1st and a quite substantial June 6th.Strengthen our counter-powersAt the end of these five months of struggle, it is clear that Macroniehas won. But it is a Pyrrhic victory. The government is more isolated,more discredited, more hated than ever behind the screen of its thinparliamentary majority. Class antagonisms are exacerbated, the crisis ofcapitalism and the struggles for wages suggest that the class strugglewill intensify in the coming months. Many contacts have been made withpeople who want to organize and fight. Far from a Thatcher-style crush,trade unionism has strengthened. The increase in membership ispromising, provided that we support, train and structure our unionseffectively. Also, even if the revolutionaries, like the other workersin struggle, are tired by these five months of struggle, they can onlyremain confident.
