We all have in mind the muscular offensives of the thugs of the "facho,
catho-tradi, old France and Badernes in uniform" movement against theassociative and municipal projects to set up reception centers forasylum seekers (CADA) in small rural towns. In Callac, in the Côtesd'Armor, the offensive was such, with the added bonus of a surge ofanti-Semitic attacks against its promoter, that the project wasabandoned. In Saint-Brévin (Loire-Atlantique) on the other hand, anddespite the fact that the thugs have taken an additional step by burningdown the mayor's house causing him to resign from his mandate, thecounter-offensive has set in supporting the new mayor who does not wantto let go of the project. In Belâbre (Indre) either, the demonstrationsof a coalition of fascistic small groups including Reconquête de Zemmouragainst the Cadac project supported by the town hall and Berryassociations did not cause those inhabitants who intend to show theirsolidarity with towards asylum seekers.Reception centers for asylum seekers (CADA) are responsible forproviding accommodation and providing social and administrative supportto those who find themselves on French territory. After a year, they areeither "regularized" for a time and regain the right to work that theydid not have, or they are expelled. They are the continuation ofstructures created in the 1970s to accommodate Chileans hunted down bythe fascist regime of Pinochet or Asian boat people fleeing the newregimes after the victory of the Viet Minh over the American army.Thereafter, the number of persecuted people fleeing their country oforigin never dried up due to the multiplication of wars anddictatorships around the world. It should be noted that most of thesewars are only the reflection of those that the great imperialisms arewaged far from their soil by distant belligerents interposed and thatthe dictatorships, too, have been installed or supported by theseimperialisms. At present and according to Cimade, the CADA system canaccommodate 50,000 of the 140,000 people who have applied for asylum inaround 400 centres. Each of them receives the royal sum of 6.80 eurosper day to survive, a couple without children 10.37 euros, with a child12.81 euros!Belâbre is characterized by closed shutters that stretch throughout thistown on the border of the Indre and the Vienne. Unoccupied houses forsale after the death of the last inhabitant or second homes occupied fora few weeks a year, preferably in summer.Here, rural desertification is not an empty word. The village, which had1,600 inhabitants after the Second World War, has only 900 today,including some who live there without living there. The aging index isparticularly high: 45% are over 65 years old.A situation conducive to generating frustration, bitterness and concernfor the future, so many ingredients that can easily turn into rejectionand then into hatred of an imaginary scapegoat suspected of wanting totake advantage of this decline to seize a abandoned space and replacethe "French stock". This is precisely what self-proclaimed "Frenchnative" nationalist militants, supporters of Zemmour, proclaimedfollowers of fascism, in short what is called the fachosphere, seek todo. It is probably not enough tosay yes to CADAs because they are not without contradictions.They are financed by the State and managed, under the authority of thePrefecture, either by so-called local or national charities (composed ofvolunteers or employees, such as France Terre d'Asile or Cimade) and,for the most large structures, by private companies chosen by tender,which finds there a way to do business. For the latter, this is a realmarket: for example the Adoma company which managed in the 1970s and 80sthe sadly famous Sonacotra hostels for single migrant workers inconditions bringing them closer to sleep merchants than landlords. ofsocial housing, made up for the reduction in its clientele by convertingto "receiving" refugees. But the Cadas can also be the result of theapproach of a simple municipality supported by associations ofvolunteers in solidarity with migrants. This was the case with theCallac, Saint-Brévin or Belâbre projects or previously in Limousin orBerry. And those are the ones we support, but not at the cost of notasking a few questions.As we already said in an April 2016 article by Courant Alternante, "thedifferent visions of the reception of asylum seekers", not everything ismade of the same wood in these projects.Why does the state agree to send some asylum seekers to small towns orvillages? Because in a big city and in a large cada the asylum seekercan integrate into networks of acquaintances allowing him to findundeclared work; in a small village he will be more easily controlledand less autonomous in his relationship possibilities.Moreover, the discourse of fear of nasty immigrant rapists or terroristsleads to often ambiguous responses and practices in an attempt tocounter it. Here, we cite as an example someone who was a doctor, or ateacher driven out of Syria or Afghanistan by war or dictatorship. In short, models that look like "ours" (orare supposed to look like). It is better to be a family with children ora single woman to attract compassion than a single man withoutqualifications. And above all, it is better to be white (or almost) fromthe Middle East than black and single from anywhere. All thesedistinctions are never openly assumed but they are obvious and arealways made for the good cause, that of showing that an emigrant is notthe devil. Yet they clearly demonstrate that class issues are alwayspresent in the question of reception and treatment of the right ofasylum, including and perhaps even especially in the practices ofsolidarity.
