Dear New Yorkers,

With nearly 60,000 migrants already in New York City and hundreds more arriving daily, the city has begged state officials for a “statewide decompression” strategy for months —  seeking additional locations outside the five boroughs to house new arrivals.

Yesterday, Gov. Kathy Hochul closed the door on that request.

“We cannot and will not force other parts of our state to shelter migrants,” Hochul said. “Nor are we going to be asking these migrants to move to other parts of the state against their will.”

City officials have argued the governor should use her executive power to override upstate counties that block the city from sending asylum-seekers.

Mayor Eric Adams swiftly rebuked Hochul’s remarks in an increasingly tense standoff between New York’s two most powerful Democrats over whether the state or city bears ultimate responsibility for housing the flow of migrants.

“Leaving New York City alone to manage this crisis — and abdicating the state’s responsibility to coordinate a statewide response — is unfair to New York City residents who also didn’t ask to be left almost entirely on their own in the middle of a national crisis,” Adams said in a statement.

Some other items of note:

  • A group of New York City home health aides is suing the state Department of Labor over a dropped wage theft investigation. Attorneys for caretakers who say they were underpaid argue that New York abandoned its legal obligation to workers by closing cases. The suit is an attempt to force the agency to resume an investigation of allegations that home health aides were not fully compensated for their time during 24-hour shifts.

  • Built-in recorders make it easy to turn phones into recording devices. But what are the legal rules for recording in New York? THE CITY’s journalists deal with that question every day. For other New Yorkers, recording can be useful in everyday life — to back up a conversation you have about your next apartment lease, for example, or to record police encounters. Here’s THE CITY’s guide on how to do it legally.

  • In the latest episode of the FAQ NYC podcast, co-hosts Christina Greer and Katie Honan break down another jam-packed week in New York City, covering plans for migrant housing, questionable donors to Mayor Eric Adams’ 2021 campaign, and who holds down the city when the mayor, for a variety of possible reasons, cannot.

Weather scoop by New York Metro Weather

Friday's Weather Rating: 4/10. Periods of rain and storms clear out this morning, but we'll be dodging another round of scattered storms later this afternoon. More importantly, it's warm and very humid for most of the day. Not a washout, but the vibes are pretty uncomfortable!

Things To Do

Here’s what’s going on around the city this week.

  • Friday, Aug. 25: The Charlie Parker Jazz Festival continues its 31st year with events and performances through the weekend. Various locations. Free.

  • Friday, Aug. 25: The U.S. Open Fan Week, with free tennis-themed programming every day through Sunday.

  • Saturday, Aug. 26: Beach Sessions Dance Series, a modern dance event that includes Merce Cunningham’s 1991 dance “Beach Birds,” performed on the sand at Beach 108th Street, Rockaway. 5:45 p.m. Free.

THE KICKER: The animal statues that adorn NYC’s playgrounds and parks have long lifespans. But for those that have seen better days, there’s now a retirement home for playground animals in Flushing Meadows Corona Park.

Thanks, as always, for reading. Make it a great Friday.

Love,
THE CITY
