The demonstration on 7 October 2023 must become the first stage of acontinuous and constant mobilization on a few clear and definedobjectives; it is necessary to bring together all the working realitiesin demanding the same objective, going so far as to proclaim thenational general strike. ---- Only a united and generalized battle ofthe entire workers' movement and a consequent victory can determine areal change of direction in favor of our class. ---- "strong with theweak and weak with the strong" ---- Against the government and employerswe must use all the weapons we have, all the intelligence and tenacitythat the workers' movement has demonstrated it possesses .This government, "strong with the weak and weak with the strong", ispreparing for yet another budget of tears and blood, furtherdisinvesting in public health, not guaranteeing the recovery ofinflation for workers in the public sector, still postponing thesolution of pension provision, definitively canceling the citizen'sincome, while guaranteeing further tax relief for freelancers,managerial classes, public and private employers.The particular fury against theweakest part of society is visiblefrom the choices made, starting from the DecreeWork from last May 1stprecisely in exceeding the income ofcitizenship.In fact, apart from the new tool forsocial inclusion, which in any casecannot exceed 500 euros per month,usable for no more than two and a half yearsand in the presence of minors or disabled peopleover 60 years old and, in greeditalic that distinguishes this onegovernment structure, this institute will beaccessible only to Italian or European citizensresident in Italy for at least five yearsyears, of which the last two were in fashioncontinuous. The other measure that will replace thecitizen's income is called "supportfor training and work".This will be intended for people among18 and 59 years of age (the so-called "employable"),with a family ISEE of less than 6 thousand eurosand who do not have the requirements to accessto the social inclusion allowance.Unlike the latter, the supportfor training it has been active since the 1stSeptember of this year. This subsidyit is 350 euros per month for one year andunlike the other it will not be renewable.The social inclusion allowance and support for training and work lapsewith the rejection of the first offerby any of the members"activated for work" of the beneficiary family.The beneficiaries of the new measures mustaccept any job offer aindefinite time, without distance limitsfrom the place of residence, providedwhether full time or not part timeless than 60 percent of the working time afull time, and who respects minimum wagesprovided for by the collective agreement ofreference.Not for fixed-term contractsit is possible to refuse job offerswithin 80 kilometers of the domicile of thebeneficiary. From the historic defeat of 1980 toFIAT, all the consequent initiatives ofstruggle were defensive and, therefore, inexorably and progressivelydefeated: from the Escalator to the Statute ofWorkers passing through public health; from pensions to end inincreasingly rampant precariousnessof the new generations through theJobs Act up to 3 deaths per day inworkplaces, just to name a few.What is needed today is an initiativeclear, strong, coherent.One must not decline a vastness ofgeneral and generic problems, inpart also shareable, together withother proposals and objectives that go in the opposite direction.You cannot ask for public healthcareand continue to support in all contracts,including that of workerspublic, corporate welfare thus sponsoring private healthcare and reducingfunding for the universalistic one. Just as you cannot request theresolution of the brutal wound to hisopen time on pensions, if asideof the confederal trade union leaders, nobegins a profound self-critical discussion on complementary pensionfunds which, linked as they are to the financial system, guarantee lowerreturns than the traditional severance pay (TFRtermination of employment).There must therefore be coherence between themclaimed objectives, contractual contentsand the indication of the mobilization.- If actually the management teamof the CGIL has decided to undertakea battle for the minimum wage at 9euro per hour, define with all the categories, none excluded, a projectfor the renewal of the next contracts in which the tabular minimums areall above 9euros per hour;- that the inter-union agreement be cancelledon bargaining with Confindustriaof February 2018, the so-called "Pactof the Factory", which foresees possiblewage increases linked to the HICP (Indexof Harmonized Consumer Prices forthe countries of the European Union, ), purifiedof the prices of imported energy goods ewe begin to foresee, and request,an automatic toolsalary recovery.There can be no coherence in relaunchingthe conflict by considering a general strike,albeit surreptitiously requested of workersand, at the same time, manifest aavailability for a supposed "codetermination",as indicated in the CGIL conference document.We find others even more explicitlyexamples of inconsistency in the pages ofpresentation of the contractual hypothesis2023/2025 of the credit sector andfinancial, the banking, who collectivelyCGIL, CISL, UIL, Fabi and Unisin havepresented to the employer counterpart.In this proposal we can read: "It isnecessary to sign a commitmentof the national collective Parties to introduceforms of participation of women workersand workers in managementof companies, in implementation of the art. 46Constitution, also through a furtherexplicit reference to the corporate parties /of the Group for its implementation."One of two things: either we embrace an approach,such as that of the CISL, which forthe note is preparing for a collectionof signatures for a billof popular initiative, not by chancecalled "Participation in Work",through which you intend to givefull application of article 46 ofConstitution which establishes the right tocollaborate in the management of companies,thus assuming the competitive interestnational of our companies; or we recognizewith determination the need to defend material conditionsof our class, but in collaboration and active support with the battlesof the international workers' movement, in the conviction andobservation that only a generalized battle, at a continental level, caneffectively face the attack of thecapital against labour, placing abarrier to new and serious defeats and toinevitable economic and social setbacksin individual states or in individual realitiesterritorial.The economic and social achievements obtained in individual sectors, inindividual categories or sub-categories, if they are not generalized tobroader contexts, suffocate awareness and cancel solidarity in theliving body of the working masses, resulting in a retreatoverall class unity, necessary to overturn the balance of power betweensocial classes.It is this incontrovertible truth thatlessons need to be taught.- Proceed with mobilization andstruggle;- build a platform with a few eprecise priority objectives;- ask for substantial generalized salary increases;- make a clear and explicit request for a reduction in working hours aequal pay;- reduce the countless precarious formsof job placement.Only one victory, albeit partial,on these objectives it can relaunch, support and extend themobilization, win back increasingly larger masses of people to politicaland trade union militancynew generations, start to recoverbetter conditions for future classesworkers.Printed in-house c/oAL/FdCAViale I.
