On the international scene we are experiencing major changes in powercorrelations that have not started now, but which have gained greaterintensity with the events of recent years. ---- After the end of theCold War and the defeat of the Real Socialist bloc of countries, webegan a phase of what has been conventionally called a unipolar world, with the United States centralizing all power and influencing the restof the world. world, without much resistance. A globalization dictatedby multinationals and Western values (with ideological-militarysupporters and political-economic protectorates as supporters) of muchof Europe, as well as Japan, South Korea, Canada, Australia, New Zealandand the State of Israel, based on Zionism and racist apartheid. On the other hand, since the 1970s and 1980s, the living standardsachieved by these countries have shown signs of significantdeterioration, something that was essential to keep the majority of theoppressed classes under control and in line with their policies. We are living through the golden age of neoliberal policy created duringthe Cold War and become the only truth accepted by economists andofficial governments in most of the world. Decades of this policy haveseen society absorbed and precarized almost to the point of exhaustion. When this model fails, there are two possibilities: either a popularuprising or the system must reinvent itself. What we are witnessing isthe system reinventing itself. In this new reorganization of the system we see the emergence of a newinternational sphere of influence. Led by China, a new non-white andnon-Western power bloc begins to form, which begins to design amultipolar world in which the hegemony of the Atlantic axis begins tocrack, all in the midst of an ambitious development project that lastsfor many decades, based on centralized state planning, on the intensiveexploitation of the working class, on the elimination of internalopposition and with well-marked phases of development. The People'sRepublic of China is already the largest industrial power in the worldand will gradually become the largest economic power. While it is notyet comparable to the military might of Russia and the United States, ithas made significant investments in this sector in recent years. In line with the above, China is transforming from a country with alow-cost, second-rate industrial products industry to a powerhouse withcutting-edge technology, opening up its market, but incorporatingadvanced technologies and influencing the development of its owntechnologies. In this context, sectors of the left fuel an illusoryvision of "Chinese socialism", which in reality is state capitalism, placing this country at the forefront of the anti-imperialist struggle. These are advances in countering the power of the United States, sinceat the moment it is impossible to engage in war in the most classicforms or try to dominate other countries by force. With projects such asthe New Silk Road, which is celebrating its first decade, China aims tointegrate countries, especially from the South of the world, in acomplex process that involves huge investments in infrastructure and thetransfer of part of the production in more than one hundred countries inthe world, especially in search of raw materials. If decades ago the co-optation of local elites by the North AmericanEmpire and the total submission of nations to the regimes of plunderdictated by international organizations (such as the InternationalMonetary Fund and the World Bank) were enough, today capitalism needs toreinvent itself. Without a doubt, in this phase of Chinese power consolidation,"partnership" is more strategic than direct subordination. First of allbecause he needs to deal with a power even greater than his; andsecondly because the characteristic of Chinese capitalism requires thesenew relationships. Without a doubt, in the scenario of this new blocthere is an increase in the purchasing power of the population, but wecannot in any way call it socialism otherwise we would be using oldconcepts for new meanings. Society will continue to be class-based andthis is the initial phase of a new world that does not exist. If the People's Republic of China triumphs and the United States isdefeated (a situation that, as most predictions agree, will not occurfor a few decades), relations will adapt to a new scenario.Another important issue is that the Empire will not see its influencecollapse without moving, which could generate attacks against countries(including Latin America) that threaten to take sides or, at least, leave the dollar in their international trade , for example. The war in Ukraine represents an important milestone in these changes inthe geopolitical order.Russia's invasion of Ukraine expresses deep tensions between the US-ledNATO and the Russian Federation and their traditional zones ofinfluence. Russia, in fact, is a country which, after the disastroustransition to the market in 1990, decided to leave the area ofneoliberal influence of the United States, trying to invest in arecovery of its internal development, while continuing to affirm itsimperial power: influence in Eastern Europe, the East and the Caucasus,as the second Chechen war showed in all its brutality. In Russia, under Putin's authoritarian rule, which has lasted for morethan two decades, right-wing imperial nationalism is combined withaspects of development, seeking to overcome what it perceives as the eraof international humiliation embodied by the Yeltsin government (whichparadoxically designated Putin as his successor), with a highlyauthoritarian internal policy, against national minorities, anti-LGBTand anti-people.On the other hand, Ukraine has deepened its international alignment withthe European Union and NATO, following the 2014 Euromaidan popularuprisings against the Yanukovych government, events in which the radicalright played an important role, and which led to the occupation ofCrimea and the civil war in the east of the country. The internal wargenerated a situation of exacerbation of the right and nationalists, which led to the participation in Ukraine of neo-Nazi groups in sectorsof the armed forces and government, as well as pro-Russian neo-fascistgroups in separatist sectors.Europe assumes a position of total subservience to the internationalpolitical interests of the United States in a way that becomeshumiliating, with work in the cultural field so intense that contraryopinions, even in left-wing sectors, are quickly nullified.Supporting a war that implies an increase in the cost of living, withinflation rates not seen for generations in Western Europe and thethreat of deindustrialization, as well as the increase in the cost ofenergy and basic necessities, the popular uprisings they are alreadyperceived, common in France, but not as common in England and Germany asthose that have not been seen in those countries for years. This is where one of the great dangers we face not only in Europe, butin other parts of the world, lies in the dispute over the hegemony ofinternational influence. For some years the revolt against the worsening of living conditions hasbeen led by the far right, which in many places has managed to steal theanti-system discourse of the left, a tactic which we also witness inBrazil with some elements of propaganda. Bolsonaro, but also in the USAwith Trump and in Europe with Brexit, AfD and Le Pen, for example. The scenario presents us with consolidated conservative, ultranationalist and radical right governments in Europe (such as inHungary, Poland and Italy), as well as a growing movement in France,Spain, Portugal, among others. A true International of fascist intent isorganized throughout Europe, with its feet planted in several countriesof the southern hemisphere. Such parties and movements have been more orless successful in elections, depending on national contexts, but theyare consolidating themselves as first-order political forces and leadingthe discourse and co-opting parts of the oppressed classes everywhere. This whole situation adds to older internationalist struggles, such asthe increase in persecution, criminalization and violence againstmigrants, especially in Europe; invasions, assassinations andparamilitary advances against the Zapatista territories in Chiapas; theblockades against Cuba and Venezuela; the systematic attacks on theglorious Rojava revolution and Kurdish territories by Turkey (a NATOmember country, by the way); in addition to the tireless resistance ofthe Palestinian people against the apartheid regime, state terrorism andbrutal colonization, stronger and more violent every year, perpetratedby the Zionist state with the financial, logistical and institutionalsupport of the West. They are all struggles and movements that we must look at carefully andmove to understand their impacts. We stand in solidarity with people andposition ourselves in the comings and goings of events, attentive to theconsequences for our territories and our ideology.(September 2023)Il Cantiere n. 20 ottobre 2023 ilcantiere@autistici.orghttp://alternativalibertaria.fdca.it/_________________________________________A - I N F O S N E W S S E R V I C EBy, For, and About AnarchistsSend news reports to A-infos-en mailing listA-infos-en@ainfos.ca
