Dear New Yorkers,

In late 2022, a Florida-based tech firm called Saferwatch saw a potentially lucrative opportunity in New York City: selling “panic button” apps for the city’s public schools to use in emergencies such as fires or active shooters.

The company first turned to Corey Johnson, the former City Council Speaker turned lobbyist, to approach key officials including Schools Chancellor David Banks and Deputy Mayor for Public Safety Philip Banks III.

If those names sound familiar, it may be because the brothers made headlines last Thursday after THE CITY revealed federal authorities had raided their homes.

After about a year, Saferwatch ditched Johnson and turned to another firm that advertises “government relations”: the Pearl Alliance, owned and operated by the third Banks brother, Terence.

The city’s ethics rules prohibit lobbying family members. But Terence did not register as a lobbyist with the city clerk, as required of anyone doing more than $5,000 in business. Instead Pearl Alliance said it provided “government relations” to private sector clients to bridge “a key gap between New York’s intricate infrastructure and political landscape.”

Terence’s residence in Cambria Heights was also raided last week, and federal agents seized his electronics.

Our Other Top Stories

  • Water testing at 26 Federal Plaza — a major federal building in Lower Manhattan that houses immigration court and federal law enforcement offices, along with multiple child-care facilities — has found bacteria that can cause Legionnaires’ disease in 81 locations in the building, THE CITY and Healthbeat report. More than a dozen employees who spoke with a reporter outside the building on Monday were unaware of the Legionella, and hadn’t noticed the signs the building had posted. “I am very unhappy that we didn’t get an email about this,” one employee said.

Reporter’s Notebook

Mayor Gets Covid as Probes Mount

Mayor Eric Adams on Monday announced he tested positive for COVID – as the fallout from federal investigations surrounding his administration reached a fever pitch.

The mayor’s spokesperson announced the diagnosis after Adams canceled two events on his public schedule late Monday, including a town hall to discuss the redesign of Vanderbilt and Underhill avenues in Brooklyn.

COVID numbers across New York City have started to dip after peaking in August, according to health department data, but transmissions are still high. The mayor’s infection comes after a busy weekend for him, including visits to two churches in Brooklyn on Sunday.

It was also a busy past week for the administration as federal investigators raided the homes of NYPD Commissioner Edward Caban and other top Adams officials as part of wide-ranging investigations.

Things To Do

Here’s what’s going on around the city this week.

THE KICKER: So many subway lines experienced delays on Monday morning that just four were running normally.

Thanks, as always, for reading. Make it a great Tuesday.
