European technocracy has found its prophet. Mario Draghi, in the recent
past, had also been something more: with the moves of a magician, aspresident of the European Central Bank (2011-2019), he had managed to
avoid the collapse of the Italian economy and half of Europe, grappling
with the sovereign debt crisis. ---- Today, however, he has moved from
magic to hallucination, drawing in the report on European
competitiveness, which he presented in Brussels on September 9, future
scenarios that contrast with the logic and reality of things.
Draghi's recipe is first and foremost filled with presumption and
warlike arrogance. He launches an "existential challenge" to the great
powers of the moment, the USA and China, chasing them on their own
ground: the political, economic and military clash for world domination.
All this without Europe having the capacity, potential and resources to
support it.
Instead of embarking on the path of détente policies that would remove
the continent from the logic of war, as its ancient civilization, tragic
past and current nuclear risk would impose, Draghi calls on the European
states to rally together passionately to strengthen the
military-industrial apparatus and create a large army that can guarantee
the conquest and defense of new markets and territories. He combines
this militaristic inspiration with the increasingly accentuated
reconversion to the military, supported by the nation states, of what
remains of the great European mechanical and automotive industry.
Instead of confiscating and redistributing the great wealth accumulated
in recent years by speculative finance and multinational energy and
armaments companies, supporting increasingly asphyxiated internal
markets and Keynesianly procuring new buyers for the civilian industry
in crisis, Draghi reiterates the need for an ever greater technological
and financial concentration and a more accentuated integration of
European markets. To this end, he uses the report on the strengthening
of the European single market, drafted and released on 17 April 2024 by
Enrico Letta, his sorcerer's apprentice, which aims at the integration
of European financial, capital and savings markets - to finance the
ecological and digital transition. Draghi goes a step further: he
proposes a sort of Marshall Plan, i.e. a new PNRR of 800 billion euros
of investments, to be found through private capital and the issuance of
government bonds - i.e. a new drain of resources at the expense of wages
and public services - to support large companies in telecommunications,
energy, space, healthcare, transport and, inevitably, European defense.
No attempt - except with words clearly cloaked in hypocrisy - to
undermine the myth of unlimited growth and reverse the course of an
economy characterized by increasingly accentuated inequalities, to put
an end to the plundering and colonization of the South of the world, to
preserve the few remaining spaces of the much vaunted European freedom.
Everything instead in the perspective of a will to power, undoubtedly
suicidal, which instead of slowing it down, further accelerates the
decline of a Europe in which the flame of revolt has been smouldering
for too long.
