Recently, more and more information has appeared about those who do not
want to fight for the interests of the ruling classes in Ukraine andRussia. In these conditions, the authorities are tightening repressive
measures. --- The website of the Kharkiv anarchist internationalists
"Assembly" published an article at the end of October "Run, guys, I'll
be back!", in which they write, in particular: ---- "The flight of
personnel from the Armed Forces since the middle of this year has taken
on the character of an avalanche, threatening to leave the regime
without an army in the near future. According to the Office of the
Prosecutor General of Ukraine, from January 2022 to September 2024,
almost 90 thousand criminal proceedings were opened on such facts, and
the majority were initiated since the beginning of the current year:
35,307 out of 59,606 cases of unauthorized abandonment of a unit
(Article 407 of the Criminal Code) and 18,196 cases out of 29,521 on
desertion (Article 408 of the Criminal Code). The largest number of
desertions was registered in Zaporizhzhia (6,144), Kharkiv (5,771) and
Donetsk (5,318) regions, Donetsk (8,574), Dnipropetrovsk (3,308),
Zhytomyr (2,433) and Lviv (2,170) regions are in the lead in terms of
desertion. These are only the cases that the relevant authorities
responded to. However, even of these, only 4,698 cases of desertion and
442 cases of desertion reached the court. 2,592 and 414 were closed,
respectively. Those involved in illegally transporting people across the
border admit that if deserters were rare among their clients before,
then since about May, at least one military man has appeared in almost
every group. The process is also underway on the other side of the
front, although not on such a massive scale: the Russian opposition
project "Go to the Forest" claims on October 16 that it recently brought
five deserters out of the Russian Federation in one day, and that this
is a record for their two-year activity (at least one of them also
fought near Kharkov, and in total the organization has helped more than
a thousand people leave the Russian army and over 500 find refuge in the
CIS countries). Referring to the experience and practical testimonies of
people who have already managed to escape from the army, the Kharkov
comrades name several ways that allow servicemen to leave the
"yellow-blue island of bad luck": 1) "a serviceman can go on vacation
abroad and accidentally get lost there"; 2) escape from training centers
in Ukraine or abroad with subsequent legalization in mainland Europe or
even in Britain. "Assembly" reminds that "after crossing the border, of
course, it is better not to talk about your status. But at the moment
there is no punishment for Ukrainians for fleeing the army in the

Faced with the growing reluctance of people to go to war, employees of
Ukrainian military registration and enlistment offices (TsK) are
becoming brutal and resorting to violence. At the same time, they are
increasingly meeting resistance. Back in August, in the Ivano-Frankivsk
region, a crowd of protesters managed to beat off men from military
registration and enlistment officers, whom they were trying to put in a
"minibus", as mobilization buses are colloquially called (how can one
not recall the infamous Stalinist "black maroons"). Attempts to detain
mobilized people in markets are meeting resistance. Thus, on October 26,
A real riot broke out at the Odessa market "7th kilometer", where the
military commissariat officers who arrived walked along the rows and
detained three men, despite the protests of the sellers and buyers.
People tried to free the detainees, but the military commissariat
officers took them away and hid in the market administration building,
closing the gates to the yard. Then the protesters besieged the
administration, under their pressure the mobilizers were forced to
release the detainees and retreat from the territory of the market.
At the market in Lyubar, Zhitomir region, a young man was rescued,
captured by military commissariat officers and the police.
In Zakarpattia, women, armed with sticks and stones, attacked a border
guard bus, mistaking them for military commissariat officers.
Information about the distribution of summonses so that people avoid
dangerous areas or can take shelter in time is still being disseminated
in public groups on the Internet. Repressive agencies are trying to
fight them. Thus, in the Ivanovo-Frankivsk region, 10 administrators of
such publics were detained at once. They were accused of obstructing the
work of the army. And in the Dnipropetrovsk region, the attention of the
SBU was drawn to a former restaurateur who, on his personal TV channel,
publicly called on subscribers to "hide from the draft and help draft
dodgers," and also created a chatbot, offering to send information about
the routes of military commissariat officers. Meanwhile, in Russia, the
next autumn draft into the army began on October 1. Here, too, there
will be a tightening of repression against those who do not want to go
to the army. From November 1, a new procedure for sending out draft
notices and new restrictions for draft dodgers will be introduced.
Centralized registers of military registration and notices will begin to
operate. It will no longer be necessary to hand over summonses in
person; they will be posted on the "Gosuslugi" website, after which they
will be considered automatically handed over. Immediately after this,
the conscript will be prohibited from leaving the country; he will not
be able to carry out real estate transactions, purchase a car in his own
name, obtain a passport or take out loans. In other words, the person
will essentially be forced to move into the "gray zone" of semi-legality.
