«Throughout the country and in Emilia-Romagna - was written in the
appeal of the promoters - we come from years of environmental policies
that are wrong and ineffective in combating climate change, affirming in
fact the true and necessary ecological transition, stopping
hydrogeological instability and land consumption, implementing policies
to protect and preserve common goods.

The floods (...) clearly indicate that we are facing a climate crisis,
which is the product, first and foremost, of a production and social
model that has chosen quantitative economic growth to the detriment of
the environment and the health of the population. (...)

The regional legislature that is behind us, and, specifically, the
regional council that led it, has substantially adhered to and promoted
the logic of this model (...). On the other hand, the denialist
positions, carried forward primarily by the right, propose both
environmental choices and even worse social models. (...)

In the face of this situation, the priority choice, for us, is naturally
to build and strengthen social mobilization to affirm the prospect of a
production, social and environmental model alternative to the one
currently dominant.

For this reason, we strongly ask those who will lead the next regional
legislature to have the following priority objectives:

- start the exit from the fossil fuel economy, starting with the
questioning of the Ravenna regasification plant, the CCS and the gas
pipeline, to achieve the transition to 100% energy produced from
renewable sources (solar and wind, favoring small capillary plants as
they have less impact) as quickly as possible. In this sense, the use of
biomass for energy purposes and the proliferation of biogas/biomethane
plants must also be questioned, especially when produced by a
speculative logic and pure exploitation of public incentives. It also
becomes necessary to put energy saving back in the foreground.

- defense, renationalization and extension of common goods, starting
with water and the waste cycle, for which the minimization of their
production and, in particular, of non-recycled waste must be foreseen,
exiting as soon as possible from the use of incineration;

- moratorium on all works that involve further land consumption, with
particular reference to logistics hubs, and, instead, the start of a
serious program for the renaturalization of watercourses and
hydrogeological reorganization. In this framework, a strong intervention
must be included to protect greenery, reforestation and block the
destruction of any wooded area and a moratorium must be foreseen on the
indiscriminate cutting of trees throughout the regional territory. It is
also a matter of regenerating existing schools and also enhancing former
military areas for the benefit of public greenery. This is even more
true after the devastating flood of May 2023, which must lead to
overcoming an old concept of "securing" the territory based purely on
hydraulic engineering interventions.

- cancellation of regional law 24/2017 on land consumption and its
radical rethinking on the basis of the regional popular initiative law
promoted by RECA and Legambiente Emilia-Romagna;

- moratorium and re-discussion of major road works (Bologna bypass,
Sassuolo-Campogalliano link road, Cispadana, Tirreno-Brennero and
others), in connection with the strong relaunch of collective transport
and cycling and pedestrian mobility;

- definitive stop to new cableways aimed at supporting downhill skiing
(new Polla-Lago Scaffaiolo chairlift and connection with the Tuscan
side) and new ski slopes;

- re-discussion of airport structures and the management of the traffic
connected to them, increasing the role of intervention of local communities;

- definitive stop to the expansion of intensive livestock farming and
start of a program for their reduction, in a framework of promotion of
an agro-industrial system based on proximity and the valorization of
naturalness and, more generally, on the support of truly organic food
production at zero or almost zero kilometers;

- approval of the regional legislative proposals of popular initiative
promoted by RECA and Legambiente Emilia-Romagna and their contents on
energy, water, waste and land consumption, also to give value to the
tools of direct and participatory democracy».

As can be seen, there were many objectives, even if they were coherent
as a whole. There were many, and different in the methods used to try to
achieve them, the organizations that joined the demonstration.

We could have been more numerous, if the weather alert had not
discouraged the participation of those who live in the areas of the
region furthest from Bologna: it should be noted that, on the day of the
demonstration, schools had been closed and many events (including the
eagerly awaited Bologna-Milan football match) had been postponed.

A decidedly positive note is instead constituted by the collaborative
relationship that was created between the promoting organizations that,
despite their evident diversity, prepared the event in a climate of
mutual trust and mutual respect that, on occasions like this, is
difficult to find.

I suspect that this climate was contributed to by the common
participation in the challenging dispute in defense of the Don Bosco
park adjacent to the Besta schools.
