WORLD WORLDWIDE EUROPE ITALY - news journal UPDATE - (en) Italy, FAI, Umanita Nova #34: Let them all go! - Abstentionism signals growing distrust in institutions (ca, de, it, pt, tr)[machine translation]

The regional elections in Liguria are yet another alarm bell for the

Meloni government and for the stability of the institutions. ----
Despite the triumphalist tones used by the government majority, which
won the position of president of the Region, the results in terms of
votes speak clearly: Bucci, supported by the fascist-led coalition
(sorry, conservative) lost a total of more than 90 thousand votes,
compared to the September 2020 elections, in which Giovanni Toti, also
supported by a similar coalition, had received 383 thousand votes. The
challenger Andrea Orlando instead won more than 282 thousand votes,
6.47% more than the center-left candidate Sansa.

As for the individual lists, Fratelli d'Italia gains compared to 2020,
but is more than halved compared to the 2022 political elections. The
League is the party that pays the most, losing 55%, even more than the 5
Star Movement, which lost "only" 47.31%.

Staying with the center-left alignment, the Democratic Party with 35
thousand more votes than in 2020 is in first place as the most voted
party, with more than 160 thousand votes. AVS obtains more votes than
the 5 Stars, with 34,721 votes.

The election result, therefore, signals a growing disaffection of voters
towards the government coalition, in particular towards Giorgia Meloni's
party, while the Northern League is closing itself in an identity
fortress with continuous hemorrhages of votes.

The decline of the 5 Star Movement, whose founder even proclaimed its
extinction, represents yet another disappointment for those who thought
they could open the institutions like a can of tuna using the weapon of
the vote. An interclass movement that has gathered dissatisfaction among
various sectors of the population, for the most disparate reasons, but
which in front of the establishment was guilty of having highlighted the
growing poverty, giving improvised answers that were still out of tune
with the chorus of competitiveness, meritocracy, legality etc. that
accompanies the growing impoverishment of the exploited classes.

The result, however, strengthens the Meloni government because the drop
in votes cools the competitiveness or even the centrifugal tendencies in
the coalition, while the fascist-conservative government has the support
of those who really count: Confindustria, the Bank of Italy, the Church
which, in addition to benefiting from the growing privatization of
schools, health care and assistance, has cashed in on the recent
persecutory law against surrogate motherhood. Added to this is the
agreement with the European Commission, the promotion by rating agencies
and the support of international institutions. These are the powers that
count, that make and break governments, not the wavering trend of the
electoral rounds.

The most important result, and that the media treats with caution, is
the result of abstention, which exceeded 50% of the electorate, which
recorded one hundred thousand more abstentions than in 2020, settling at
724,945 eligible voters who did not go to the polls. All political
forces, and the government itself, are concerned about this loss of
confidence in electoral mechanisms and institutions.

There are many reasons for this abstentionism. First of all, the
electoral law effectively eliminates the proportional character,
excluding small parties from representation. The mechanism of direct
election of the regional president, then, as well as the mayor,
diminishes the role of the councils, of the collegial bodies in which
even a single councilor could have a minimum of influence, while now
they are reduced to the role of extras in the president's play. Other
commentators have highlighted the fact that abstention increases with
the growth of poverty: in fact, the commitment made by the state to
"remove the obstacles of an economic and social nature, which, by
limiting the freedom and equality of citizens, impede the full
development of the human person and the effective participation of all
workers in the political, economic and social organization of the
country" has not been respected, and these obstacles have increased with
precariousness, unemployment, the cut in social services; social
phenomena for which the governments of different colors that have
alternated in these years are all equally responsible. Finally,
certainly the growing dangers of war and Italy's assumption of the role
of co-belligerent, both of Ukraine and Israel, has increased distrust in
institutions incapable of guaranteeing that peace which remains an
important value for the masses. The increase in military spending and
the growing commitment of the Armed Forces abroad is seen with concern
and above all as a real betrayal of the promises of the constitution.

Foreign policy deserves a separate chapter: the policy of the Meloni
government follows the policy of the Mussolini government which, in the
early years, moved together with the other victorious powers of the
First World War, later gaining ever greater spaces of autonomy and
getting Italy involved in a war with half the world. Another element
that deserves to be kept in mind is that with the Center for migrants
awaiting repatriation in Albania, Italy has had a military presence on
the other side of the Adriatic since 1943.

Whatever the reason for not going to the polls, the fact remains that
the president of Liguria governs without the support of the population,
against the majority of the electorate, which not only does not trust
him, but does not even trust the institutions he represents.

When abstentions become the majority in the political elections, an
institutional crisis will open up that is not easy to solve. In a
democratic regime, the authority of the institutions comes from the
people, and if the people turn their backs on the institutions, not
going to vote, with what authority will the judiciary continue to
pronounce sentences, the police to arrest and beat, with what authority
will the carabinieri, the armed forces, the tax apparatus and so on
survive? With the authority that comes from the use of violence.

But let the rulers be careful in the use of violence, because the road
that begins with the assassination of Giacomo Matteotti ends in Piazzale
Loreto. It is up to us, the exploited classes, to learn the lesson of
history and not to wait for the tragedy to get rid of those who we can
clearly call tyrants. Let's not wait for the racial laws, the war, the
bombings, the roundups and the massacres to make April 25, for the
victorious insurrection. Let's start asking for them all to go away.
