The Draghi Plan and reformist illusions also coincide in terms of
vocabulary and perspectives. We need to return to a correct materialistanalysis in which the balance of power between classes determine and
condition the social and political vicissitudes of workers, new
generations and peoples ---- The reformist utopia continually creates
monsters. The renunciation of overcoming capitalism as an economic and
social structure, the constant re-proposal of a "compassionate
capitalism", in which the conflict between workers and bosses has the
possibility of being reconciled, constantly leads to the re-proposal of
collaborationist policies with their own national bourgeoisies, which,
contrary to the overused and rarely followed motto "workers of all
countries unite", embrace and solicit chauvinist and protectionist policies.
Let's extrapolate some concepts and reasoning from a very recent
pamphlet,(1) signed by Ivan Pedretti, published to support and present
his candidacy for the European elections last April, former CGIL trade
unionist, former general secretary of the Italian Pensioners' Union
(SPI) from 3 February 2016 to 14 March 2024, which confirm, alas, this
drift of a presumed progressivism and reformism incapable of determining
real processes of emancipation of the working masses and of the slide
towards policies and strategies that are in fact losing and completely
similar to mainstream economic and financial thought, which we not
coincidentally find in the Draghi Plan,(2)
We read: "... in Europe between a political proposal and its
implementation, there is a void that is not filled. And this happens
because there is no obligation to do what the majority orientation
indicates.... How then do we escape from the grip of the stalemate that
constantly slows down the Union's action?.... we need to set as a
priority the revision of the decision-making procedures that regulate
the functioning of Europe, starting with the abolition of the right of
veto and introducing in its place the qualified majority vote" (3)
Even more explicitly in the most absolute conviction of a presumed
healthy economic and social competitiveness, a characteristic and
peculiar fact of the capitalist productive economic system, absolutely
not questioned, but actually fundamental ground on which to base
relations with the old and new States we can read:
"In a world that has gone from bipolar to multipolar, for Europe the
creation of a foreign ministry would mean making our continent stronger
in the confrontation with both historical allies (such as the United
States) and with old and new competitors (China, the petro-monarchies,
the enlarged BRICS, Africa) as well as with those represents a direct
threat today (Putin's Russia)" (4)
At this point the step towards a common Ministry of War is inevitable.
In fact, shortly after ours continues: "A stronger Europe, more
determined and quicker in its choices is a Europe that should equip
itself, in parallel, with its own Ministry of Defense, an army and a
common defense apparatus capable of representing a deterrent to
conflicts, of exercising active prevention and if necessary of reacting
to a military attack conducted within its borders" (5)
Overlooking the randomness of the innumerable references to the
repudiation of war that the "most beautiful Constitution in the world"
would count, the alleged beacon of our progressives and to the support
of our national interests defended by our military in international
scenarios, the overlap with the dictates and indications with the Draghi
Plan become even more evident, where it is stated that: "the unregulated
opening of our markets has fed us to a competition that we could never
have withstood.." (6) justifying and endorsing in fact that policy of
duties that the European Union and the USA themselves are applying to
products imported from China in a renewed economic confrontation that
can inevitably lead us to a war.
After having invoked the need for a common Foreign Ministry, a common
Defense Ministry, a single control room on the Energy Transition,
winking at the catering and food sectors, we arrive at the equally
absurdity, regarding the environmental emergency, declined in particular
on the issue of the healthy food supply chain, of an indication of
an increasingly necessary and urgent "European Green Deal" "and the need
of those who see their earning possibilities being cancelled by the
invasion of products that fall on Europe from every part of the world"
managing to affirm that "food, to be of quality, must cost more and
people must have more purchasing power to be able to afford it. (7)
The fact that a few lines earlier the indication and the need invoked
was that of greater competition for European products and therefore
greater productivity that materializes in a reduction in the cost of
goods, is here totally bypassed, re-proposing a stale and
anti-historical criticism of large-scale distribution, guilty of putting
enormous quantities of low-cost food on the market.
With respect to how European and Italian workers can actually obtain
high capacities and economic possibilities, for the purchase of healthy
and genuine foods, the same conclusions are indicated that we initially
indicated as the guiding reason for the weakness of reformism. It is
stated in fact: "My path and my commitment within the CGIL first and
then the SPI for fifty years now have taught me that the conditions of
workers do not advance if politics and trade unions do not sit around
the same table to discuss, discuss, find solutions together" (8)
No mention of the fact that in his fifty years of trade union and
political commitment we have arrived at the current situation in which
the conditions of the working masses are the lowest ever recorded and
that the new generations, in order to have better salary and
professional conditions, are forced to a new migration, not to mention
the terrible condition of women in their career paths and in their
gender condition.
The balance of power between the classes, the reduction of the overall
profit shares to the benefit of the wages of workers, through
generalized battles for wage increases, the obtaining of better salary
and regulatory conditions for the new generations, all this is shrouded
in considerable fog. Clichés are wasted regarding the real reasons for
the state of frustration and weakness of the working masses. No real
self-criticism regarding the alleged institutional political left that
has increasingly embraced and shared the logic, precisely, competitive
and chauvinistic of its own national bourgeoisies. On the actual
possibility of a United Europe that is economically and politically
cohesive, and therefore of a new imperialist pole, we have already said
that there are many unknowns and it is not excluded that this process
will only be strengthened in individual sectors, as was historically the
case with steel and coal, the ECSC (European Coal and Steel Community)
created with the Treaty of Paris on 18 April 1951 on the initiative of
France, Germany and Italy, as well as Belgium, the Netherlands and
Luxembourg, as well as that of Defence which in these very days sees the
Italian state-owned defence company, Leonardo S.p.A., formalise a
partnership with the German company Rheinmetall for the creation of a
European arms giant. This Leonardo-Rheinmetall joint venture, as we have
already seen, falls fully within the recommendations provided by the
so-called "Draghi Report" on European competitiveness, a report in which
the banker calls for the development of joint projects, particularly
underlining the strategic importance of the defense sector for the
future of the Old Continent.
The agreement provides for investments of over 20 billion euros over ten
years. Hundreds of tanks and light tracked vehicles will be produced,
and it intends to launch a new model of European heavy tank on the
market as part of the Main Ground Combat System project.
The Leonardo Rheinmetall Military Vehicles (LRMV) project provides for
equal participation, with most of the activities to be carried out in
Italy, mainly in the province of La Spezia, where Leonardo is already
thinking of looking for new areas to acquire and allocate to war
production. The company will be based in Rome, and the activities will
be carried out 40% in Germany and 60% in Italy.
But returning to our reasoning on the illusions and therefore on the
damages that reformism, variously declined, from late Stalinism to
democratic progressivism, has determined and continues to spread,
rejecting the main road of class conflict and internationalism, making
itself the standard-bearer of the choices of a European bourgeoisie, but
inevitably in cascade of the various national and even local cliques, we
want to conclude with an aspect that seems to us as paradoxical as it is
grotesque that our involuntary interlocutor addresses in his last pages.
After a profusion of intentions on the need for European unification,
with the establishment of various ministries, from that of Defense to
Foreign Affairs, including the mention of the need for a common fiscal
policy, without ever asking the real question of why all this has not
yet happened, attention is refocused on the current difficulty of this
unification, in his opinion, due to the growth of the innumerable
nationalist or sovereignist political forces, such as those of Marine Le
Pen in France, Viktor Orban in Hungary, Matteo Salvini and Giorgia
Meloni in Italy or Alternative fur Deutschland in Germany, parties and
movements that influence the European conservative and popular forces
that have always manifested pro-European sentiments and perspectives.
The explicit reference is to the European People's Party. It is stated
verbatim:
"...allying oneself with movements that clearly say they do not want a
united Europe but a Europe of sovereign national states means handing
over our continent to those who want individual states to decide on the
basis of their national interests, their economic strength, their
demographic weight, their foreign policy positioning and the
relationships they have with extra-European powers".(9)
The fact that the project of European unification indicated and desired,
and which starts precisely from the need to safeguard the economic and
social interests of a united Europe with respect to those who in
economic literature are called "continental players", has the same
"ratio" and the same logic that is complained about between individual
national states, is not understood in the slightest.
The economic and commercial clash that a united Europe could sustain
against the United States, China, India and Russia itself, would start
precisely from a greater economic capacity that would bring together the
different and contrasting national economic interests, their demographic
weight and the positioning that it could assume in foreign policy with
extra-European powers and therefore the possibility of significant
economic clashes with greater and algebraic power and capacity would not
be excluded at all, including greater risks of military clashes and
wars, of which all this talk of common defense may appear to be only the
first warning. In all this argument, the inevitable struggle for the
liberation of the working masses from the capitalist game and
exploitation, even if it remains in the background of individual
personal and ethical choices, slips into the vortex of a constant
barbarization of social, political and even cultural conditions, to
which only a project of strong recovery of the generalized struggles of
workers, women and new generations, for a communist and libertarian
social transformation, can give concrete answers.
