terrorism or publicly apologising for these acts."
This is why we should be alarmed by the information that Mediapart is
revealing concerning a young woman suspected of apology for terrorism
for acts dating back to autumn 2023 in the Drôme. "For more than five
weeks, Emma S., a 24-year-old potter and ceramicist, drove around with a
GPS tracker under her car. Without her knowing it, the gendarmes of
Drôme followed all her movements in real time. They also hid in front of
her house, went through her bank accounts and sent requisitions to
telephone operators to geolocate her number and identify her main
contacts.» Crazy means, for what we are entitled to imagine to be a
major criminal.
Let's look at the crimes alleged: a few tags in support of Palestine:
"Stop the massacre in Gaza". A banner: "SOLIDARITY WITH THE PEOPLES OF
PALESTINE, no war between peoples, no peace between classes". Very
beautiful slogans!
Thousands of euros of public money wasted, a life scrutinized with
invasive means, with the full and complete support of the judicial
administration, a judge who gives unlimited means to investigate... a
person suspected of having made tags in support of a people assassinated
under Israeli bombs.
The details of the investigation are disturbingly stupid. It is a video
surveillance image revealing the license plate of the dangerous tagger's
vehicle that serves as the starting point for the procedure. We learn in
particular that a GPS beacon was placed under Emma's car in order,
officially, to locate her address. Except that the beacon was installed
while the car was already parked at her house... "Pieds Nickelés"! The
police will even ask the prosecutor's permission to use the beacon for
another month, unable to determine which of the houses was hers... Then,
the "investigators" will do everything to try to characterize an
allegedly anti-Semitic act. First by questioning the religion of the
owners of the houses on which the tags were made. Bad luck: they
consider themselves "Catholic". Then the tagger is arrested and
subjected to interrogations. She will be asked her religion, her
opinions on the situation in Gaza, etc. But Emma exercises her right to
remain silent. Finally, given the emptiness of the file, she will only
be tried for minor damage, insulting the police for writing "ACAB", and
for her refusal to give her fingerprints and DNA. All that... For that!

The sources of the investigative media "Disclose" are still of interest
to the DGSI

Fifteen months after her 39-hour police custody and the search of her
home by police officers from the General Directorate of Internal
Security (DGSI), the journalist from Disclose, Ariane Lavrilleux, is
summoned on January 17, 2025, with a view to a possible indictment for
"appropriation and disclosure of a national defense secret."
This interrogation will be conducted by an anti-terrorist magistrate. It
shows the determination of the justice system to put pressure on this
journalist to track down the sources of Disclose.  The same ones that
allowed this investigative media to reveal information of general
interest on France's complicity in a campaign of arbitrary executions in
Egypt.

Indeed, on November 21, 2021, four journalists from Disclose - including
Ariane Lavrilleux - revealed the existence of a French military
operation called "Sirli". A secret mission that led to the execution of
hundreds of Egyptian civilians, all against a backdrop of arms sales
between France and Egypt. The Ministry of the Armed Forces; Jean Yves Le
Drian, then rushed to file a complaint against X so that justice would
pursue, not those responsible for Operation Sirli, but the sources who
had the courage to reveal its excesses. Disclose had obtained hundreds
of "confidential-defense" documents that revealed the excesses of a
secret French military operation in Egypt from 2016 to at least 2021.
These revelations revealed the complicity of the French state led by
Hollande and then Macron in bombings against civilians that caused
hundreds of victims. These civilians were initially supposed to be
terrorists from Libya when they were only civilians suspected by the
Egyptian state of General Sissi of smuggling in a region where nearly
50% of the inhabitants survive below the poverty line. French soldiers,
using a very high-altitude aircraft, spotted pick-ups driving in the
desert and immediately transmitted their geographic coordinates to the
Egyptian army, which intervened very quickly by bombing them. Let us
recall that on December 5, 2020, Macron decorated Marshal Sissi with the
Grand Cross of the Legion of Honor during a dinner at the Elysée!

Health Insurance monitors the poorest and harasses precarious mothers
Since 2021, La Quadrature du Net has been documenting, through the
"France Contrôle" campaign alongside collectives fighting against
precariousness, the social control algorithms used within our social
administrations. In this context, it has in particular analyzed the use
of rating algorithms. After revealing that the algorithm used by the CAF
was specifically targeting the most precarious, it demonstrates, through
the publication of its code, that the Health Insurance uses a similar
algorithm directly targeting women in precarious situations. Indeed,
following an error by the CNAM, la quadrature du net was able to access
the source code of this algorithm, which it made public on December 5,
2024. The findings are damning. Since 2018, this algorithm developed by
the Health Insurance (CNAM) has assigned a suspicion rating or score to
each household benefiting from the free Complementary Health Solidarity
(C2SG), i.e. 7.4 million people among the poorest in France. This rating
is used to select the households to be checked. The higher it is, the
greater the probability that a household will be checked. These checks
can notably result in abusive suspensions of health coverage leading to
disruptions in access to care with particularly serious consequences,
and this, for all beneficiaries of the household including children.
Today, this algorithm deliberately targets precarious mothers over 25
years old who are beneficiaries of the C2SG. But a new model still
experimental would make it possible to increase this suspicion score by
taking into account the fact of being in a situation of disability
(beneficiary of a disability pension), of being often ill... Morbid! But
the use of this new model is not legal to date because it would require
an unauthorized cross-referencing of data.
Note that in 2022, the Director of Health Insurance announced that fraud
against the entire C2S was estimated at 1% of its cost, or 25 million
out of more than 2.5 billion euros. On the other hand, the rate of
non-recourse to this social benefit was estimated at more than 30%,
representing a "gain" of around... one billion euros for the CNAM. These
figures highlight the political hypocrisy of the importance of fighting
against C2SG fraud and the need for tools boosted by artificial
intelligence! La Quadrature du Net calls on those who, whether they are
C2SG beneficiaries or not, wish to act against this algorithm and more
broadly the CNAM control policies, insured persons, collectives, unions,

Evictions from camps, shanty towns and squats on the rise
The Observatory of evictions from informal living spaces reports "a
clear increase" in evictions of people living in camps, shanty towns,
squats or even in a vehicle or on a simple mattress. And this increase
"reflects a policy of systematic expulsions," adds the organization
founded by eight associations, including the Abbé Pierre Foundation,
Médecins du Monde and the Human Rights League.
Nearly 1,500 expulsions were counted between November 1, 2023 and
October 31, 2024, an increase of 34% in one year, but these figures
remain below reality, with many evictions passing under the radar. As in
previous years, the majority took place in four coastal municipalities
in the Nord and Pas-de-Calais, the departure point for migrants trying
to reach the United Kingdom: Calais, Dunkirk, Marck and Loon-Plage. But
the gap is narrowing with the rest of the metropolis, where 608
evictions were counted, an increase of 60% in one year and 400% in four
years.
More than 100,000 people have been forced to leave their homes - some of
them have been counted several times because they have suffered repeated
evictions. Administrative decisions, allowing for rapid evictions in the
event of an emergency, have become more frequent. 68% of evictions are
carried out without legal grounds, a rate that rises to 98% on the coast
of Nord and Pas-de-Calais. Once evicted, 88% of those concerned are sent
back to wandering. Only 11% are offered temporary shelter, and 0.65% are
offered decent, sustainable and suitable rehousing. As for the effects
of these evictions on health: Homeless people have an average life
expectancy of 30 years less than the general population. Evictions make
the situation worse, sending people further away from health services
and causing breaks in follow-up. According to the National Association
of Citizen Travelers, the successive evictions have another harmful
consequence for health: People are forced to take refuge in the gaps
left free because of the nuisances: as close as possible to Seveso
factories, on land with polluted soils that can cause lead poisoning, etc.
These associations have never managed to convince successive housing
ministers. Today, they are calling for the establishment of a
parliamentary commission for a comprehensive, binding resorption
strategy that does not distinguish between groups.

Death of Zineb Redouane in Marseille: Six years later, the CRS officer
who fired the tear gas is indicted!
On December 2, 2018, Zineb Redouane died on an operating table at the
Conception Hospital in Marseille. The night before, this 80-year-old
Algerian woman had been hit in the face with a tear gas grenade by a CRS
officer during a "yellow vest" demonstration, while she was closing the
windows of her apartment located on the fourth floor, rue des
Feuillants, not far from the Vieux-Port. This demonstration had ended in
violent clashes very close to her home, in an atmosphere saturated with
tear gas: 200 grenades had been fired.
Six years after Zineb's death, the police officer who fired the shot was
indicted on September 12 for "involuntary manslaughter"! This first
indictment marks a milestone, after years of proceedings. A preliminary
investigation had been opened on December 4, 2018. The case was then
transferred to Lyon in 2019 due to suspicions of collusion between the
Marseille prosecutor's office and the police officers in question. It
then took eighteen months and a ballistics report to identify the CRS
officer, his position and the exact time of the shot. In 2020, an expert
report submitted as part of the judicial investigation concluded that
the police officer's shot had been fired according to the rules (bell
trajectory) and that the victim had been hit accidentally.  A few months
later, the online investigative media Disclose and Forensic
Architecture, a research group based in London, jointly published a
counter-investigation validating the theory of a so-called "tight" shot,
i.e. direct. The ammunition used, an MP7 grenade, according to this
report hit Zineb Redouane "after 37 meters", whereas it is "normally
designed to hit a target located 100 meters away".
Today, the family's lawyer wants to request the indictment of the
supervising police officer, and concerning the CRS in question, the
reclassification of the charge of involuntary manslaughter as
"intentional violence resulting in death without the intention of
