The interruption - albeit temporary - of US intelligence services
against Ukraine has led to the crisis of the "Five Eyes", a surveillance
alliance that includes the United States, Great Britain, Australia,
Canada and New Zealand. In reality, it is something more: born in the
aftermath of the end of the Second World War, supported by the UKUSA
agreement, stipulated on the sidelines of the Atlantic Charter, it
represents a coordination structure of the Anglo-Saxon countries to
ensure the protection of their mutual interests in the name of their
common belonging to the Anglo-Saxon world. "It is not a question of
withdrawing from the Five Eyes, but of creating within them a new 'Four
Eyes', without America," said a British source with the aim of "scaling
down" what is happening.
Since the end of the Second World War, the members of the Management
Board of this structure "have been exchanging opinions on topics of
mutual interest and concern; comparing best practices in the methodology
of review and control; explore areas where cooperation on reviews and
sharing of results is permitted, where appropriate; encourage
transparency to the fullest extent possible to increase public
confidence; and maintain contact with political offices, review and
control committees and countries, where appropriate". Beyond the
vagueness with which its activities are described, the organization is
not limited to the management of the surveillance system. ECHELON has so
far constituted one of the most important coordination tools of
Anglo-Saxon capitalism that has supported the maintenance of the US
empire, heir to the supremacy of the Anglo-Saxon world.
A set of organizations has allowed the American imperial structure to
maintain and strengthen its domination and has given the illusion to
Great Britain that, in a different form and by relying on the strength
of the so-called "colonials", or those of the colonies, the British
empire continued to live. This belief could count on the mutual
solidarity of structures that together constitute the mainstream of the
United States as well as other Anglo-Saxon countries, which does not
change with the alternation of the different administrations and with
the rise to government of the parties, given that the substantially
bipartisan structure of the political forces operating in them has
guaranteed up to now that the basic direction of the respective States
did not change. guaranteeing the continuity of the domination and the
system of power of the dominant classes.
The arrival of the Trump administration has broken this balance, since
one of its main objectives is to dismantle the administrative
bureaucratic apparatus of the mainstream. giving as a reason its
inefficiency, its antiquity, in favor of a streamlined State, deprived
of its service structures for the community, of its bureaucratic
apparatus. Populism erases the role of intermediate bodies and social
mediation and needs an agile apparatus, in which it is possible to make
rapid decisions, without having to go through the mediation of the
institutions. It thus happens that some of the President's choices
actually constitute an attack on the balances that have always
characterized the basic structure of the imperial structure.
The Canadian anomaly
We should also consider the fact that one of Trump's demands is the
request for Canada to join the United States, becoming the fifty-first
state of the Union. If we look closely, Trump's intentions are a measure
to rationalize the system to remedy an anomaly: Canada is still part of
the British Commonwealth, and in fact the English crown appoints a
governor. The head of the Canadian state is the King of England and
therefore it is not clear why it could not be the US President.
Faced with the worsening economic crisis and the repeated criticisms
against him, Prime Minister Trudeau, after 9 years of uninterrupted
government, resigned with a heartfelt speech to the nation and the
Liberal Party of which the resigning leader is an expression has not
coincidentally appointed Mark Carney as his successor in pectore,
charging him with leading the country until the general elections to be
held this year in October. Carney is a man of absolute trust of the
English crown, proof of which is that in 2013 he was appointed governor
of the Bank of England, the first non-British person to lead it since
1694, the date of its foundation, and therefore has the professional
skills and all the determination necessary to oppose the requests of the
United States but above all he is an absolutely reliable man for the crown.
His appointment won bipartisan applause in the United Kingdom,
especially as he helped Canada recover from the 2008 financial crisis
faster than many other countries; at home, the Liberal Party immediately
recovered in public opinion, moving to within two points in the polls of
the right-wing populist Party that was in office. Thus, once Canadian
domination on the other side of the Atlantic was secured, unexpectedly,
England moved closer to the EU and called a meeting of the so-called
"willing" in London, with the intent of distancing itself from US
policy, once again promising support to Ukraine and giving continuity to
English foreign policy towards the continent, which has always pursued
the division between continental states and the policy of aggression
towards Russia, since it believes that continental divisions are the
best guarantee of security for the United Kingdom: this is a constant in
English policy since its fierce opposition to the unification of the
continent pursued by Napoleon Bonaparte.
The EU rushes to rearm
While the reactions to Trump's policy by England and Canada respond to
criteria of rationality, the European Union, under the leadership of
Ursula von der Stupid, launches a botched plan to finance rearmament,
derogating from the sacred constraint of a balanced budget and the
criteria of not exceeding 3% of deficit provided for by the stability
plan, in the name of emergency and Russophobia, forgetting that the
Union did not do the same thing when for a few pennies it decided to let
Greece fail, causing the ruin of its people, disease, hunger and
poverty, the sell-off of the country. to such a point that, despite the

standard of living of the Greeks. Social and welfare needs have not been
sufficient to provide the European Union with valid reasons to induce it
to accept taking the same step that would have prevented or at least
hindered the success of populist and right-wing parties.
Thus, in the space of a few days and in the face of the now obvious and
irreversible military defeat of Ukraine on the battlefield, suddenly and
without going through a vote of Parliament, the European Commission has
decided to replace the fight against climate change and energy
conversion with rearmament as a driving force for the relaunch of
capital accumulation. Parliament was called to vote on resolutions of
direction, with the decision already taken, irrevocable, to allocate 800
billion for rearmament to be charged to future expenses and the
historical deficit of the various countries, for funding to be allocated
to a rearmament plan not better specified that will in any case concern
the individual national armies.
In the current conditions of the European industrial structure and the
skills of the various companies in the field of armaments, the majority
of the orders will benefit US arms manufacturers who will thus have the
opportunity to sell their products, exactly as the current tenant of the
White House wants, who intends to relaunch the US industry. Not only
that, but this decision is being taken while the European Union does not
have its own foreign policy, so much so that neither the President of
the Commission nor the so-called High Representative for Foreign Policy
have the mandate to make choices regarding the matter.
There is no doubt that in the current political phase the European Union
is being managed by a coterie of hysterical and foolish women who have
occupied the management positions of the community institutions,
certainly unstable and in any case inadequate to fill the roles with
which they have been invested (and, please, do not mistake this fact for
misogyny or anti-feminism!). They, like their male colleagues, do not
realize that by lacking protections for citizens in relation to services
and welfare, the conditions are being created for a deep and
irreversible crisis of the community body, paving the way for the
ever-increasing success of populist and right-wing parties.
While a political class increasingly distant from the peoples of Europe
opts for war, those who manage Europe do not realize the consequences of
the demographic decline of the continent as a whole, of the
ever-increasing ageing of its population, of the fact constituted by
national armies that are increasingly miserable and numerically small
due to a lack of personnel to recruit. For years, Europe and the West
have believed and bet on the army of specialists, technologically armed,
with cutting-edge equipment, without realizing that war is a serious
thing that involves and upsets society, without understanding that the
growing decrease in men and women available to serve as soldiers attests
to the prevailing orientation in society towards a rejection of war.
The Ukrainian Trap
There is a risk that, driven by the contingent situation, the European
ruling classes, faced with Ukraine's defeat on the field, will accept
the country's entry into the European Union as a gesture of reparation,
taking charge of placing the demobilized Ukrainian army in the military
bases vacated by the United States, with the result of handing over to a
horde of self-styled warriors, forged by three years of war and
fortified by experience on the battlefield, the task of guaranteeing the
security of the European peoples in the face of a feared and
propagandized Russian invasion, as Zelensky himself proposed in point 5
of his plan for victory. The choice would be catastrophic and the result
would be to entrust the protection of institutions and freedoms to a
rabble of parafascist praetorians, as the Ukrainian leader hypothesized,
trained by years of pseudo-democratic management of power, transforming
liberal democratic states into semi-dictatorial democracies.
In truth, the Treaties establishing the European Union should guarantee
against these dangers, establishing that among the criteria necessary to
allow accession there is that of the respect of the community aequis by
the State that requests to enter the Union. But it is no coincidence
that this guarantee cannot operate in the face of the political decision
to derogate from it for geostrategic reasons, admitting the entry of an
illiberal, corrupt State, such as Ukraine, which denies the freedoms of
its citizens not because of martial law, but because of a set of laws
passed before the beginning of the conflict relating to social,
political rights and religious freedom that make it a structure
dominated by oligarchs not dissimilar to those that Ukraine is fighting.
With this choice, the European Union would end up introducing into its
body an incurable virus that would end up killing it, eroding at the
base its very genetic consistency and identity.
