After continuous failures, embarrassments and administrative violence,
starting with the Cutro decree, which among other brutalities repeals a
part of the consolidated text on immigration that allowed the
recognition of special protection to people who had built a life in
Italy, the fascist genius has now thought to solve with his latest
creative expression, the "problem" of all those migrants who hope for
Italian and European welcome and human support. Eureka!!! Our colonial
memory! We'll take them all to Albania!!! A black shirt with a Meloni
wig must have thought. But no! This time too, the executive ends up
against a wall. For now, Meloni and all her ministers in black linen
blouses are only making a very bad impression both nationally and
internationally. In front of their dehumanizing policies towards
migrants, they find the obstacles of what remains of the wavering
European and international law and of that Italian judiciary that is
still holding out.
The right-wing political program has always wanted to hide everything
that does not have the fascist stamp of approval and that does not
reflect the false image of nationalist and respectable perfection. It
was done until the 70s (and even after) with the mental hospitals that
had to hide away from everyone's eyes the "shame" of people who did not
adapt to this society, and it has always been done regularly with all
those people who go outside the patterns of capitalism, fascism and
nationalism and who are then punished through the ultimate instrument of
state violence, imprisonment in all its forms, CPRI (repatriation
detention centers), prisons, etc...
And then we go down hard with DDL 1660 (now 1236), red zones,
restrictions of rights on every front, CPRI, prisons and prison ships,
and down with agreements with Libyan criminals and why not even prisons
outside national borders can go, dusting off the very fascist colonial
memories, as long as these migrants are not on sacred Italian soil! The
main concerns of this government are always and only the image, the
propaganda and the agreements, not even so under the table, with
rapists, murderers and apartheid states. But on the other hand, having
nothing better to export, if not thousands of young graduates who flee
every year, fascist Italy exports only desperation in the form of bombs
and migrants, the latter through the collusion of the Albanian vassal
state, while weapons to apartheid states like Israel. What results!!!
And you don't have to be an anarchist to understand the cruel
uselessness of the States, it's not an ideological question but of humanity!
Thus, from the opening of the Sicilian CPRIs, Modica-Pozzallo and Porto
Empedocle, up to the hotspots of Gjader and the CPRI of Shengjin in
Albania, all the scams on humanitarian law by the two-bit politicians of
the fascist government find themselves having to once again review their
plans for the criminalization and exploitation of migration, trying on
the one hand to seal the borders of fortress Europe (even by letting
human beings die at sea or inside the CPRs) and on the other hand by
subliminally and collusively supporting both the capitalist and mafia
systems (same stuff), which take advantage of desperate and hopeful
people who end up working for less than 20 euros a day in the fields of
the South.
Sit back and relax, the show is starting, let's retrace some of the
stages of the government in black blouse on the migrant issue from 2022
to today, immediately after the legal codification of the fascist Cutro
decree on accelerated border procedures (March 2023):
In September 2023, with the CPR of Modica-Pozzallo, the first
experimental center for accelerated practices was established, in the
same period, the agreement was signed between Albanian President Rama
and Meloni for the hotspots of Gjader and the CPR of Shengjin under
Italian jurisdiction.
In the meantime, the first signs are starting to appear that these
border procedures and their detention devices are legally unacceptable,
so much so that in October 2023, the Apostolic judge of Catania (the one
who in 2018 took a stand against the Tiktoker Salvini committed to
"defending national security" from the landing of 150 migrants) does not
validate the detentions in the CPR of Modica-Pozzallo twice. Here begins
the media theater against the judiciary recalling the
government-judiciary soap opera of the little-lamented Berlusconi.
Among the various profiles of unconstitutionality of the accelerated
border procedures, introduced by the Melonian squadristi, we also have
the request of almost 5000 euros to be paid as a financial guarantee for
those found at the border without a passport or similar and who want to
avoid detention during the examination of their asylum application,
essentially a kidnapping with ransom. It is important to clarify that no
accelerated procedure, especially border ones, can be compatible with
the rights of vulnerable people such as, for example, minors or all
people with psychological and/or medical vulnerabilities, who are by law
exempt from any form of accelerated procedure, but in practice it is not
so simple given the rush.
We then have, in the Cutro Decree and Melonian black shirts saga, the
fascist deception of the issue of the so-called "safe countries" that
the Italian state interprets as it pleases, a scam to the detriment of
migrants based on collaborations between states rather than on the real
safety of human beings.
Meanwhile, in this farce between states, magistrates and laws, in the
CPRs as in Italian prisons people die, 15 in the last 5 years, we
remember: Vakhtang Enukidze, Orgest Turia, Moussa Balde, Ousmane Sylla
and many others.
In August 2024 a second CPR opens, in Porto Empedocle, which has Palermo
as its court, the Melonian game of changing court from Catania to
Palermo works a bit so much that the only detention that these
procedures have seen to date is validated.
On October 16, 2024 a CPR and a hotspot open in Albania. Shortly after,
16 people are transferred, 4 are immediately returned to Italy because
they have vulnerable profiles, but the other 12 also return to Italy
shortly after because the Rome court deems the treatment illegitimate.
Immediately after, in November, an attempt is made to transfer another 8
people from Lampedusa without success.
Still on the subject of migration and agreements with states of dubious
democratic value, at the end of January the government once again shows
its colors and its low morality by deciding to free the murderer,
pedophile and rapist, Libyan general Almasri who had just been arrested
at the request of the International Criminal Court. Among the various
nonsense, to justify the gesture, Minister Nordio brings up bureaucratic
issues and also shamelessly the inability of his ministry to translate
the 14 pages in English in which the International Criminal Court
requested the arrest and detention of Almasri. This element is thus
accompanied home on a private flight from the Italian banana republic on
January 21, 2025. What else is there to say? "I am a woman, I am a
Christian ..." fascist and blackmailed!
On January 28, the Cassiopea patrol boat of the Italian Navy arrives at
the port of Shenjin with 49 people, but guess what? Their detention is
not validated.
We end, but only for now, with the mid-February news from the newspaper
"Domani" which reports how Medihospes, the cooperative that manages
migrant centers in Albania, has fired all its employees because there
will be no other work. But despite this latest resounding failure, the
black-shirt Interior Minister Piantedosi continues to affirm that the
centers will not be closed.
All these laws on accelerated procedures, national and colonial CPRIs,
in one province or another (because sometimes even magistrates interpret
as they please), are games of power and dehumanizing propaganda on
people in difficulty, perpetuated by politicians who use words and laws
to violate humanity from the last fundamental value that remains to us,
empathy.
As Max Stirner said in "The Ego and His Property" (1844): The state
calls its own violence law and that of the individual crime.
