At the end of February, the French State was condemned, firstly for the
launch of construction on the A69 motorway and secondly for itsresponsibility for the death of Rémi Fraisse in Sivens. We must mobilize
massively, both with local communities and with environmental groups and
unions. Social and local unity is vital to fight against unnecessary
major projects, to defend biodiversity and the people who live in these
areas, but also to confront state, police, and fascist violence.
On Thursday, February 27, the courts ruled twice. The first, regarding
the construction of the A69 motorway, was canceled by the Toulouse
Administrative Court (TA). According to environmental law, it is not
possible to harm biodiversity due to the absence of an overriding reason
of overriding public interest. For the second time, the European Court
of Human Rights (ECHR) has condemned the State for violating the right
to life in the death of Rémi Fraisse, an environmental activist killed
by a grenade fired by a police officer during the protest against the
Sivens dam on October 26, 2014.
Both the A69 and the Sivens dam are typical examples of major
infrastructure projects imposed by the State, the local bourgeoisie, and
several large companies against the interests of local residents. It
took the unfortunate death of Rémi Fraisse for the State to decide to
halt this useless and devastating project. The Sivens dam was to be
built on a wetland, but the growing mobilization over the weeks
highlighted police violence. It is a pleasant coincidence that these two
court decisions are issued on the same day, but we should not expect any
support from the courts. We know that in the majority of cases, major
projects are completed before the courts can deliberate.
Unity against the state, the cops, and the fascists!
The strategy of environmental law alone, if not coupled with a strategy
of building a broad social movement, remains an illusion[1]. Moreover,
we already know that the state plans to appeal and will do everything it
can to force a resumption of work on the A69. It is therefore necessary
for the struggle to continue. To achieve this, the various opposition
forces must continue to communicate and organize together using a
variety of tactics. The sometimes necessary radicalism of certain
actions must not prevent the strength of an inter-organizational
alliance in constant dialogue with the population, a significant portion
of whom do not want this highway.
Finally, we recall the violent repression of the police and local
fascist thugs against opponents. The death of Rémi Fraisse, and others
before and after him, shows us that the state and fascists will stop at
nothing to defend the interests of capitalism. We express our solidarity
with all those who are still being persecuted and who have suffered
physical and psychological violence.
UCL will continue to support this struggle, as well as movements against
other unnecessary projects imposed. We promote a society free from
capitalism and the state, where land use planning is decided based on
real needs by direct democracy and local populations.
